This book was released on 2023 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Framed by complexity-thinking, this book uses the prism of security sector reform (SSR) to trace the co-evolution of the Western Balkans as part of the EU/Europe security community and the European Union (EU) as a security actor. It aims to analyse the suitability and adaptability of EU security governance to a VUCA world, i.e. a world of increasing vulnerability, uncertainty, complexity, and ambiguity--the world of transformative change. It takes a detailed view on the transformation of regional and state security in the Western Balkans and the EU's role in the process between 1991, the year that marked the flare-up of violence and large-scale conflict, and 2013, when the first state of the region joined the EU.

Book Reform and Reconstruction of the Security Sector

Download or read book Reform and Reconstruction of the Security Sector written by Alan Bryden and published by LIT Verlag Münster. This book was released on 2004 with total page 300 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Security sector reform (SSR) is widely recognised as key to conflict prevention, peace-building, sustainable development and democratisation. SSR has gained most practical relevance in the context of post-conflict reconstruction of so-called failed states' and states emerging from violent internal or inter-state conflict. As this volume shows, almost all states need to reform their security sectors to a greater or lesser extent, according to the specific security, political and socio-economic contexts, as well as in response to the new security challenges resulting from globalisation and post-9/11 developments. Contributions from academics and practitioners elaborate on both the conceptual underpinnings and the practical realities of security sector reform and - a crucial aspect of post-conflict peace-building - security sector reconstruction. This book was released on 2005 with total page 272 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume analyzes the Stability Pact South East Europe Self-Assessment Studies with the three-fold aim of enhancing the relevance of the original papers, examining their findings for the benefit of local, national, regional and international decision-makers, and preparing the ground for a possible more comprehensive phase of the Stock-Taking Programme. Western and regional contributors were asked to assess the quality of the papers, address any omissions, add contextual information they perceived to be relevant, and, on the basis of those findings, make constructive suggestions and recommendations for enhanced international institutional engagement in the region. Three types of analyses were commissioned: analyses of the self-assessment papers by country; region-wide analyses of the topical papers; and a conclusive chapter surveying not only the self-assessment papers in the original volumes but also the thematic and national analyses in this volume, data from the Swiss MFA Stability Pact mandated Expert Formation and Transparency in Defence Programmes studies.

Book After Ethnic Conflict

Download or read book After Ethnic Conflict written by Cvete Koneska and published by Routledge. This book was released on 2016-04-01 with total page 201 pages. Available in PDF, EPUB and Kindle. Book excerpt: After Ethnic Conflict: Policy-making in Post-conflict Bosnia and Herzegovina and Macedonia investigates how sensitive policy issues can be resolved in the aftermath of war by investigating how political elites interact and make decisions in ethnically divided societies. Focussing on the interactions between political elites and attempts to reach agreement across ethnic lines in Bosnia and Macedonia the book examines the impact that institutional factors can have on political actors and the decisions they make. Examining domestic factors and external influence in politics, Cvete Koneska identifies four key drivers of post-conflict cooperation: cross-cutting identities, minority veto powers, territorial autonomy, and informal practices to explain inter-ethnic political accommodation. By looking beyond the immediate post-conflict landscape, created by foreign peace negotiators and aid missions, to the internal political process she shows the real reasons political actors cooperate and how competing ethnic tensions are reconciled following ethnic conflict. Delving deeper into specific policy areas to compare successful and unsuccessful attempts at ethnic accommodation this book explores the factors behind the different policy outcomes that sustain or undermine peace and ethnic cooperation in ethnically divided societies.

Book The Politics of Security Sector Reform

Download or read book The Politics of Security Sector Reform written by Magnus Ekengren and published by Routledge. This book was released on 2016-02-24 with total page 350 pages. Available in PDF, EPUB and Kindle. Book excerpt: Security Sector Reform (SSR) is increasingly becoming a cornerstone in international security and development cooperation. Indeed, the concept has often been seen as a panacea for many of the biggest threats to the world such as failed states, terrorism and poverty. In particular, this book focuses on the complexities of implementation of SSR across the globe and the actual and potential role for the European Union (EU) to play in SSR. As suggested in the title of the book, this involves not only opportunities, but challenges to be overcome as well. There are three core themes to this book: Policy, Policies and Practice. By presenting the themes in this particular order a greater appreciation of the influences on the process of SSR, from conception to implementation is relayed to the reader. This volume appeals to audiences interested in the EU as a global actor and the interrelationships between foreign, security, defence and development policies.
