As local economies become more globally focused and knowledge-based, community colleges are a critical way for learners to gain access to postsecondary education. This strategic plan has two purposes: it provides a structure for decision making and investment within the community college system, and it offers short- and long-term initiatives intended to improve Wyoming's community college system. The Plan also outlines priorities for the recommendations included here, providing a structure for the Wyoming Community College Commission, the colleges, and their partners to implement recommendations over time, as resources allow. The following are appended: (1) Evaluation Tools; and (2) Interviews and Focus Groups.

Book excerpt: Wyoming Community Colleges are responsive to training and workforce development needs of the state. In February 2004, community college staff began working with the Wyoming Workforce Alliance and Community College Commission staff to address the need for a unified and automatic process that will enable Wyoming's community colleges to track and report workforce development activities throughout the state. During the 2003-2004 academic year, Wyoming's community colleges offered credit occupational/technical (traditionally referred to as "vocational") courses and awarded associate degrees and certificates to students in those areas. This document contains statistical information on each specific vocational degree and certificate offered. Throughout the past year, Wyoming's seven community colleges have made strides in strengthening and developing alliances with state and local entities that address education, employment, and economic development. Through their efforts, Wyoming's community colleges helped businesses, organizations, and government departments assess their workforce training needs in an accurate and effective manner. This document also contains highlights of their successes.

Wyoming's seven community colleges provide affordable, accessible and lifelong education. The Wyoming Community College Commission supports the colleges through advocacy, coordination and collaboration. In partnership with the colleges, the Commission is committed to improving quality of life through learning. Embracing the diversity within the state and their own communities, the colleges served students with a wide range of educational needs and goals. In 2007-08 nearly two-thirds of community college students in Wyoming attended part-time, with a majority enrolling for eight credit hours or less. Wyoming's seven community colleges successfully served more than 24,000 students during the 2007-08 academic year. While the most common goals are to earn an associate's degree or transfer to another institution, other important goals of Wyoming's college students included earning a certificate, upgrading current or developing new job skills, and personal enrichment.

Fiscal year 2010 embodied a period of collaborative and concentrated effort among the Commission, colleges and business and community stakeholders to complete the comprehensive statewide community college strategic plan. The final strategic plan was approved by the Commission in October or 2009. It was subsequently presented to the Community College Planning Task Force in November of 2009, approved and forwarded to the Joint Education Interim Committee. In conformance with the strategic plan, this annual report provides information related to the five state interests and eight strategic objectives identified in the plan that will guide the community college system to better serve the state.

The 2009 annual report format has been realigned for integration with the state interests identified in the Strategic Plan. This annual report provides updated performance measure information that relate to each of the five state interests and identifies the top priority action items tied to each of the eight strategic objectives that will guide the community college system to better serve state interests.
