Book Audit and inspection of local authorities

Download or read book Audit and inspection of local authorities written by Great Britain: Parliament: House of Commons: Communities and Local Government Committee and published by The Stationery Office. This book was released on 2011-07-07 with total page 290 pages. Available in PDF, EPUB and Kindle. Book excerpt: Local authority control of audit and performance provides opportunities to improve value for money and to focus more closely on local priorities. However, there are significant risks to accountability for public money unless new legal and practical arrangements are put in place to uphold the vital principle of auditor independence. Until now the Audit Commission has been the regulator, commissioner and major provider of local government audit services (undertaking 70% of the local government audit and commissioning the remaining 30% under contract from five private audit firms). Under the changes proposed, local government will in future appoint their own auditors. The Government plans to introduce a public audit bill in the autumn. The Committee argues this legislation must set out a number of key principles to govern public audit arrangements in the future: strict adherence to the principle of auditor independence; a majority of independent members on any local audit committee; additional safeguards to ensure the continued effectiveness of public interest reporting; a proportionate and risk based approach to the scope of local government audit - to permit local innovation and application, particularly with regards to local value for money work. The Committee also welcomes the LGA's proposals for sector-led performance management, but calls on the Government to clarify arrangements for intervention in the exceptional cases of serious corporate or service failure. It also repeats its call for the Government to examine the contribution which robust local government scrutiny arrangements could make to improving local government performance.

Book House of Commons Communities and Local Government Committee Post Legislative Scrutiny of the Greater London Authority Act 2007 and the London Assembly HC 213

Download or read book House of Commons Communities and Local Government Committee Post Legislative Scrutiny of the Greater London Authority Act 2007 and the London Assembly HC 213 written by Great Britain: Parliament: House of Commons: Communities and Local Government Committee and published by The Stationery Office. This book was released on 2013-10-16 with total page 102 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Assembly's main job is to hold the Mayor to account. But he can appoint Assembly Members to his cabinet while they continue to sit in the Assembly. The Report asks how the public are supposed to disentangle a situation in which an Assembly Member can hold the executive to account in one area while working on behalf of the executive in another. As a further example of inconsistency, the Report questions why Assembly Members can sit on some GLA London-wide executive bodies but not others. For example, eight Assembly Members can sit on the London Fire and Emergency Planning Authority but no Assembly Member is entitled to join the Mayor's Office for Policing and Crime. The Mayor must be held to account for the substantial powers invested in him and the London Assembly is the right vehicle to do this, but not in its current form. The Report recommends that the Assembly should be given the power to: call in mayoral decisions; amend the Mayor's capital budgets as it can his revenue budgets; reject the Mayor's Police and Crime Plan on the same basis as it can other mayoral strategies; review and, if necessary, reject the Mayor's appointment of any Deputy Mayor. In addition Assembly members who join the Mayor's cabinet or sit on GLA boards should be required to give up their Assembly membership and the London Fire and Emergency Planning Authority should be reconstituted along the lines of the Mayor's Office for Policing and Crime

Book HLP 120 Overlooked and Left Behind Improving the Transition from School to Work for the Majority of Young People

Download or read book HLP 120 Overlooked and Left Behind Improving the Transition from School to Work for the Majority of Young People written by The Stationery Office and published by The Stationery Office. This book was released on 2016 with total page 145 pages. Available in PDF, EPUB and Kindle. Book excerpt: The transition from school into work is a vital point in the lives of young people. Making a successful transition through a high quality and valued pathway can mean a successful career. Becoming trapped in poor quality and under-valued alternatives can mean a lifetime of poverty. This report is about young people and social mobility, and focuses on how to ensure that all young people are offered a high quality career path after they leave school. We have found that the current policy structure means a large number of young people do not have good options, and are not supported to make a choice which works for them and is successful. An increasing number of young people leave school and go on to A-Levels and university. Of the others, a small minority are at risk of dropping out of education, employment or training - the NEETS. Successive governments have focused on these two groups for a long time. But the majority of young people in the UK do not fall into either group. They do not go to university; they find jobs or they continue with some form of vocational education. Despite making up the majority of the emerging workforce, they have received much less attention. It is these young people who are the focus of this report. The current system for young people who do not follow an academic route is complex and incoherent, with confusing incentives for young people and employers. Careers advice and education are being delivered in a way which means that too many young people simply drift into further studies or their first job, which often has no real prospect of progression.

The Committee has set out 29 recommendations, including: that the Government needs to adopt a more proactive freight strategy, given there are significant economic and transport benefits to be gained; the Department of Transport should produce a national freight plan, setting out aspirations for the reduction in congestion and transport emissions, freight infrastructure and job opportunities and the development of future technologies that maybe beneficial for the freight business; that rail and water freight must be able to compete on a an equal footing with road transport; that the Government could do more to encourage waterborne freight transport; that Network Rail must recognise the importance of freight instead of treating it as the poor relation of passenger services; that the Government needs to engage with European freight schemes to ensure that UK business is not disadvantaged and further, highlight the importance of the UK air freight operators' competiveness with continental operators; the Government needs to discuss a way forward with the UK haulier industry, which the Committee sees as being unfairly treated through subsidising their continental competitors through high levels of taxation on fuel.

Book London s Population and the 2011 Census

Download or read book London s Population and the 2011 Census written by Great Britain. Parliament. House of Commons. London Regional Committee and published by The Stationery Office. This book was released on 2010 with total page 206 pages. Available in PDF, EPUB and Kindle. Book excerpt: The London Regional Committee warns that preparations for the 2011 Census risk a repeat of the difficulties of the 2001 Census, where the population of several London boroughs was seriously undercounted. The acknowledged undercounting of London's population in the 2001 Census continues to have an effect on the funding provided to London's boroughs for the services they are expected to provide for the capital's population. The report welcomes improvements which have been made to arrangements for the conduct of the 2011 Census and acknowledges that substantial lessons have been learned from the 2001 exercise. However, the MPs raise concerns that these preparations will not be enough to boost the number of census forms delivered, completed and collected in the capital to acceptable response levels. The Committee callS on the Office for National Statistics (ONS) to address potential problems with recruitment of skilled enumerators with the local knowledge required to ensure the successful delivery and collection of as many Census forms as possible. The MPs also recommend that ONS discusses with London boroughs the methods it proposes to use to calculate final Census figures and estimate missing returns, in order to share expertise on the particular population profiles in each borough.
