Book excerpt: In postrevolutionary Russia, as the Soviet government was initiating a program of rapid industrialization, avant-garde artists declared their intent to serve the nascent state and to transform life in accordance with their aesthetic designs. In spite of their professed utilitarianism, however, most avant-gardists created works that can hardly be regarded as practical instruments of societal transformation. Exploring this paradox, Vaingurt claims that the artists’ investment of technology with aesthetics prevented their creations from being fully conscripted into the arsenal of political hegemony. The purposes of avant-garde technologies, she contends, are contemplative rather than constructive. Officials, engineers and scientists in the Russian Empire and later the Soviet Union envisaged the expansion and modernization of irrigation systems and cotton growing in Central Asia. Focusing on the region of today's Uzbekistan and Turkmenistan, this book highlights the continuities in discourse and policies beyond the historical divide of 1917. One of the central topoi was the transformation of 'dead' lands into 'blossoming oases'. High modernism policies hit their peak in the post-war decades. From the 1970s, an ecological critique evolved which gained momentum in the Perestroika period. Ultimately, the grave ecological, economic and social consequences of the growth-fixated modernization contributed to the downfall of the Communist regime.

Naval, aeronautic, and mechanical engineers played a powerful part in the military buildup of Japan in the early and mid-twentieth century. They belonged to a militaristic regime and embraced the importance of their role in it. Takashi Nishiyama examines the impact of war and peace on technological transformation during the twentieth century. He is the first to study the paradoxical and transformative power of Japan’s defeat in World War II through the lens of engineering. Nishiyama asks: How did authorities select and prepare young men to be engineers? How did Japan develop curricula adequate to the task (and from whom did the country borrow)? Under what conditions? What did the engineers think of the planes they built to support Kamikaze suicide missions? But his study ultimately concerns the remarkable transition these trained engineers made after total defeat in 1945. How could the engineers of war machines so quickly turn to peaceful construction projects such as designing the equipment necessary to manufacture consumer products? Most important, they developed new high-speed rail services, including the Shinkansen Bullet Train. What does this change tell us not only about Japan at war and then in peacetime but also about the malleability of engineering cultures? Nishiyama aims to counterbalance prevalent Eurocentric/Americentric views in the history of technology. Engineering War and Peace in Modern Japan, 1868–1964 sets the historical experience of one country’s technological transformation in a larger international framework by studying sources in six different languages: Chinese, English, French, German, Japanese, and Spanish. The result is a fascinating read for those interested in technology, East Asia, and international studies. Nishiyama's work offers lessons to policymakers interested in how a country can recover successfully after defeat.

The American Marshall Plan Film Campaign and the Europeans is the first book to explore the use of the Marshall Plan films and, importantly, their distribution and reception across Europe. The study examines every available film – the 170 that remain from the 200 estimated to have been made – and looks at how they were designed to instil hope, argue the case for economic restructuring and persuade the Europeans of the superiority of the liberal-capitalist system. The book goes on to reason that the films served as a powerful weapon in the cultural Cold War, but that the European audiences were by no means passive victims of the US propaganda effort. Maria Fritsche discusses the Marshall Plan films in the context of countries across Western, Northern and Southern Europe, covering the majority of the 17 European countries that participated in the Plan in the process. The book incorporates 70 images and utilises a vast number of archival sources to explore the strategies the US adopted to sway the minds of the Europeans, the problems they encountered in the process and, not least, the varied responses of the European audiences. It is a vital study for any scholar or student keen to know more about postwar recovery in Europe, the legacy of the Second World War or America's relationship with Europe in the 20th century.
