It is the first international survey for low-and-middle-income countries designed to collect information that is known to affect the quality of pre-primary education from pre-primary teachers and centre heads. The collected information concerns training and professional development, pedagogical and professional practices, working conditions and job satisfaction, and characteristics of pre-primary personnel and the settings in which they work. The survey offers a valuable opportunity for teachers and centre heads to share views about their practice and needs. It seeks to identify strengths and opportunities for improvement as well as commonalities and differences across participating countries, which will inform policy discussions and development of measures on how to strengthen the quality of pre-primary teachers' work. Data were collected using a policy questionnaire addressed to and completed by the National Research Coordinator(s) (NRC) of Chile, the Czech Republic, Denmark, Estonia, Italy, Poland, the Russian Federation and the United States. The countries that participated provide interesting illustrations of early childhood education policy in action in a range of diverse contexts. Analysis of the systemic and structural results of ECE policy at national and, where necessary, subnational levels, enables transnational comparisons in policy and systems. Key policy changes, both underway and planned, are documented. These data reveal key findings in each of the five policy areas as covered in the questionnaire and this report: public policy; delivery models and providers; participation and enrollment; quality assurance systems; and expectations for child outcomes. In particular, the study aims to provide meaningful information for countries, states and jurisdictions across the world in relation to early childhood education, mapping the systems, structures and user pathways in place, along with the perceptions of stakeholders about the system, its functioning and impact. This comprehensive assessment of the wider policy contexts and settings for early childhood education includes teacher/practitioner qualifications, pedagogy approaches, and opportunities for professional development. Such information will enable countries to review their early childhood education systems in an international context.

Key findings revealed the complex interplay of family wealth, regional accessibility, and caste dynamics in parental decision-making, with nuanced approaches evident in balancing affordability with educational standards specific to localities. Challenges in accessing quality preschools were illuminated, underscoring the imperative of equitable distribution of educational resources. Parental perspectives on inclusive preschool education emphasized the importance of fostering acceptance, respect for diversity, and equity, calling for policies promoting inclusivity. Recommendations for policy and practice highlighted the need for advocacy, collaboration, professional development, parental involvement, and research-driven initiatives, reflecting a holistic approach to enhancing preschool education. In conclusion, the dataset provided a comprehensive understanding of the multifaceted challenges and opportunities in preschool education in India, urging policymakers, educators, and stakeholders to collaborate in building an inclusive, high-quality preschool education system meeting the diverse needs of children nationwide.
