The editor of this book, Jost Reischmann, Prof. em., Bamberg University, Germany, has a long history in international and comparative adult education. He presented papers on conferences around the world, from San Diego (USA) to Soul (Korea). When the International Society for Comparative Adult Education (ISCAE) was founded in 1992, he became the first president and developed this society over many years. We hope this new book will help old-timers and new-comers to contribute to the enriching world of international comparative adult education.

Book excerpt: Recent changes in the world effected by the transformations of information technology, globalisation, and the move towards a knowledge economy over the last thirty years have been as radical and fundamental as the changes resulting from the invention of the wheel and the printing press. We are now living in a new age in which the demands are so complex, so multifarious and so rapidly changing that the only way in which we shall be able to survive them is by committing to a process of individual, communal, and global learning throughout the lifespan of all of us. A number of international bodies and agencies have taken cognisance of these transformations and the demands they impose upon societies and communities of the twenty-first century and have developed and articulated policies intended to enable all citizens of the world in the twenty-first century to face these challenges. It is now a declared policy of many governments and international agencies that the only vehicle for such preparation is `education, education, education', and that preparing for the knowledge economy and the learning society of the future has to be a lifelong undertaking, an investment in the future that is not restricted merely to the domain of economic advancement but also to those of social inclusion and personal growth. Realising this, policy-makers across the international arena are grappling with the need to move from systems that emphasise education and training to the radically more unworked construct of lifelong learning. In this volume the editors and authors analyse, criticise, and rework the ideas, principles, and theories underpinning policies and programs of lifelong learning, re-interpreting them in the light of examples of `best practice' found in a range of educating institutions around the world. We believe that students of educational change and community development will find it useful and helpful to have available in this volume some of the most up-to-date thinking on the chief concepts, theories, and values of increasing policy interest in lifelong learning, together with a review of some significant examples of the different forms, focuses, and nexuses of thought and practice on this topic. Book excerpt: Focused on the recently hotly debated topic at the crossroads of various human and social sciences, this book investigates the emergence of the cosmopolitan idea of literature and its impact on the reconfiguration of the European and non-European political spaces. The birthplace of this idea is its designers’ traumatic experience as induced by the disconcerting condition of their abode.The thesis is that the eighteenth and nineteenth century’s cosmopolitan projects that grow out of such deep frustrations trace the twentieth century’s global democracy. This hidden origin of cosmopolitan projects dismantles the usual European representation of modernization as universal progress as myopic. Rather than being a generous action of prominent subjects such as Voltaire, Kant, and Goethe, or Bakhtin, Derrida and Deleuze, cosmopolitanism is an enforced reaction of the instances dispossessed by injury that search for the ways of healing it. Yet as soon as their remedy establishes itself as the ground for universal reconciliation, it risks suppressing other’s trauma, i.e. turns from politics into a police. Articulating the author’s position in the recent debates on the structure of democracy, the epilogue suggests an alternative strategy.

Drawing from multidisciplinary fields such as adult education, comparative and international education, and sociology, chapters analyse empirically grounded studies from the US, Italy, Argentina and Brazil. Each study helps to identify how political agents interact at international, regional, national and local scales, and what the implications are for publically-funded interventions in adult education. While this book recognises the complexity of adult education policy, it argues for the need to deconstruct the false belief that what is global in adult education may be intrinsically distinct from the characteristics of geographical or social territories in which adult education occurs. Instead, it points to localised norms and ideas on Adult Basic and Secondary Education as ultimately contained in, and constituting, what is at times perceived as global, or abstracted from definite geographical or social territories. This book calls for a global sociology of adult education in response to global challenges, and makes an important contribution to our understanding of developments in public adult education policy. As such, it will be of key interest to researchers, academics and postgraduate students in the fields of adult education, comparative and international education, education policy and politics, sociology of education, and global studies.
