Subsequent interviews discuss the theoretical contributions of Giorgio Grassi and OM Ungers, and a survey of Max Dudler and De Architekten Cie.’s work sets out a consistency at one remove from avant-garde spectacle or everyday expediency. In Germany Rationalism offers a considered representation of state institutions, while elsewhere outstanding work reveals different approaches to rationality in architecture often recalling canonical Modernism or the ‘Rational Architecture’ of the later postwar period. Whether evident in patterns of thinking, a particular formal repertoire, a prevailing consistency or exemplified in individual buildings, this relationship informs the mature work of Patrick Berger, Claus en Kaan Architecten, Carlos Ferrater, Cino Zucchi or Hans Kollhoff. The buildings and projects of a younger generation – Javier García Solera, GWJ Architekten AG, biq, Andrea Bassi or Beniamino Servino – present a Rationalism less conditioned by a concern to promote a unifying aesthetic. While often sharing a deliberate economy of means, or a sensual sobriety, they present a more oblique or distanced relationship with the defining work of the 20th century.

Esta exposición ha sido organizada por el Ministerio de Obras Públicas, Consejo Superior de Arquitectos, Universidad Menéndez Pelayo y Universidad de Alcalá y patrocinada por la Agencia de Desarrollo Económico de La Rioja (ADER) del Gobierno Regional y el Colegio Oficial de Arquitectos de La Rioja. El presidente del Colegio Oficial de Arquitectos de La Rioja, Domingo García-Pozuelo, anunció este premio en la presentación de esta Bienal, que se celebrará del 17 de julio hasta mediados de septiembre en las dependencias de esta institución colegial, y que recoge obras de 17 arquitectos españoles, que han concluido sus trabajos en el período 1999-2000. El premio al edificio El Kursaal de San Sebastián ha sido concedido por ser la obra más significativa de las 17 que configuran la exposición, con "grandes innovaciones materiales", explicó el presidente del Colegio de Arquitectos de La Rioja, quien calificó este proyecto como el "emblemático" de la Bienal. Las Escaleras en la Granja, de Toledo; y la Planta de Tratamiento de Residuos Urbanos, de Madrid, han sido galardonadas con dos menciones especiales. El segundo premio ha recaído en el Palacio de Euskalduna, de Bilbao, de los arquitectos Federico Soriano y Dolores Palacios. Al concurso se presentaron 437 obras, cuya finalización está comprendida entre los años 1999 y 2000. Esta muestra también recoge, entre otros edificios, el Museo de Bellas Artes de Castellón, la restauración y ampliación de la iglesia de Valdemaqueda, de Madrid; el muelle y edificio de servicios en el Puerto de Alicante; el cementerio de Fisterra (Coruña); la Biblioteca Central de la Universidad de Vigo; y el muelle y edificio de viviendas de Amsterdam (Holanda). Otras maquetas que integran la exposición son el Museo de la Viña y el Vino, de Olite (Navarra); la pasarela peatonal en Petrer (Alicante), el pabellón del Baño-Olot, de Gerona; las viviendas auto-construidas en Lantejuela y la vivienda unifamiliar en El Garrobo, de Sevilla.
