Book excerpt: The purpose of this monograph is to construct a package of proposals which will allow an NHS Board to achieve improvements in the delivery of patient care and implement its clinical governance responsibilities. Prepared with a specific Board in mind, the recommendations will be relevant to all clinical organisations in Scotland at Trust and NHS Board level. The introduction sets out the study and the context for the monograph. The study started with the key principles relating to clinical quality outlined in 'Designed to Care' (The Scottish Office Health Department, 1997) and the 'Scottish Health Plan' (The Scottish Executive Health Department, 2000) and reinforced in other associated documents. It examined international writing on improving clinical quality and on the nature of governance arrangements. It examined whether it is possible to establish a baseline within the system in terms of clinical quality and examined what now needs to be done to ensure that, as Chief Executive of the NHS Board, accountabilities can be delivered. It also looked at the method by which the NHS Board can best deliver its responsibilities in relation to governance in this area. A model for progressing this within an NHS Board has been constructed and an action plan showing how this can be implemented will be prepared. It is envisaged that the action plan will have to be implemented over a medium-term time scale of 12-18 months. Clinical quality of service and governance arrangements are in them- selves different issues - either can exist alone. However, unless they fit together, with governance arrangements focussed appropriately, then this system of working will not lead to any improvement; indeed it will detract attention from the real issues of the day, and no assurance will be achieved. The challenges around implementing the new governance arrangements were central to this monograph and before looking at how this could be effectively done, it was necessary to understand the reasons behind the importance of this accountability within the Scottish NHS in further detail.

Moreover, music s influence on peoples cultures and governments has shown to be of great importance regarding the development of our international society. By looking at the last century alone, one can find many examples supporting this statement. For example, Rock & Roll in the 50-s demonstrated how a whole generation could be inspired by music, which resulted in cultural revolution and social change. Open-air music festivals are great promoters of new music genres and especially of the genres performers. Festivals have the potential to make young people aware of current issues that affect the future of our society. This potential has been recognised by the most successful festival in Europe- the Glastonbury Festival- that is known world wide. Some of the aspects that made this festival so successful are examined in this paper. From the author s point of view, factors contributing to the success of music festivals from an organisational perspective are a variety of interacting complex variables and conditions coming either from the various environments surrounding a festival, supporting or limiting it, or from the festival driving components and the festival itself. This paper will look at the operational side of the festival s driving components that are derived from the festival organiser s skills and actions taking into consideration the process-oriented nature of special events. "Success" and "regularly occurring open-air music festivals" are defined in the next chapter. All following chapters will describe key aspects, methods and tools that need to be considered when organising an open-air music festival with a successful outcome from the viewpoints of both festival organisers and event management researchers. The event intensity and impact on the local community can be very high from an economical, social, and environmental perspective, but unfortunately those aspects cannot be included in this paper because of limited space and time even though they are of great importance. Book excerpt: The book presents the development of the Construction Quality Assessment System (CONQUAS), Singapore’s de facto quality performance measurement system, explains the application of the Quality Management System (QMS) to manage CONQUAS and identifies 33 critical success factors (CSFs) for achieving high CONQUAS scores. Through CONQUAS, the reader benefits from understanding how the Singapore government developed and implemented the first objective system for measuring what many building professionals have perceived to be elusive quality standards in the construction industry. The book presents both the theoretical concepts as well as the practical aspects to achieving strategic Project Quality Management that is anchored on the CSFs to building best practices. To realistically reflect the practical aspects and challenging issues faced by stakeholders in the construction industry, questionnaire surveys were conducted with building professionals to distinguish the importance level and extent of adoption of the 33 CSFs (identified from a comprehensive review of the extant literature) in influencing and affecting the achievement of high CONQUAS scores. Collectively, the empirical findings collated from the building professionals suggest that while the CSFs identified are known tenets of quality, these were still not being followed in their totality. A further case study was conducted through a formal set of in-depth interviews with the quality assurance team of a construction company who has direct involvement before, during and after their tremendous improvements in the CONQUAS scores attained. The strength of this book therefore represents a true account and reflections of real-life practices and experiences in the construction industry for contractors, quality managers and policy-makers to learn from. Although the context of this book relates to the Singapore experience, the lessons and recommendations are equally relevant and applicable to the global construction industry in both the developing and developed countries whose stakeholders (in both the public and private sectors) wish to understand how CONQUAS works, and how the CSFs identified can likewise be implemented for strategic Project Quality Management to building best practices.
