Rethinking White Societies in Southern Africa challenges the geographical and chronological limitations of existing scholarship by presenting case studies from Angola, Mozambique, South Africa, Zambia and Zimbabwe that track the fortunes of nonhegemonic whites during the era of white minority rule. Arguing against prevalent understandings of white society as uniformly wealthy or culturally homogeneous during this period, it demonstrates that social class remained a salient element throughout the twentieth century, how Southern Africa’s white societies were often divided and riven with tension and how the resulting social, political and economic complexities animated white minority regimes in the region. Addressing themes such as the class-based disruption of racial norms and practices, state surveillance and interventions – and their failures – towards nonhegemonic whites, and the opportunities and limitations of physical and social mobility, the book mounts a forceful argument for the regional consideration of white societies in this historical context. Centrally, it extends the path-breaking insights emanating from scholarship on racialized class identities from North America to the African context to argue that race and class cannot be considered independently in Southern Africa. This book will be of interest to scholars and students of southern African studies, African history, and the history of race.

Book excerpt: In sub-Saharan Africa, older people make up a relatively small fraction of the total population and are supported primarily by family and other kinship networks. They have traditionally been viewed as repositories of information and wisdom, and are critical pillars of the community but as the HIV/AIDS pandemic destroys family systems, the elderly increasingly have to deal with the loss of their own support while absorbing the additional responsibilities of caring for their orphaned grandchildren. Aging in Sub-Saharan Africa explores ways to promote U.S. research interests and to augment the sub-Saharan governments' capacity to address the many challenges posed by population aging. Five major themes are explored in the book such as the need for a basic definition of "older person," the need for national governments to invest more in basic research and the coordination of data collection across countries, and the need for improved dialogue between local researchers and policy makers. This book makes three major recommendations: 1) the development of a research agenda 2) enhancing research opportunity and implementation and 3) the translation of research findings.

Book excerpt: In Challenging Inequality in South Africa: Transitional Compasses leading scholars of South Africa explore creative possibilities to challenge structures of economic, social and political power that produce inequality. Through concrete empirical examples of movements, workers’ struggles, initiatives, and politics in challenging inequality, the authors illustrate ‘transitional compasses’ that go beyond protest politics to a ‘generative’ politics, a politics of building the alternatives in the interstitial spaces of capitalism. The conceptual framing is oriented around the way in which power is produced and reproduced through intricate relationships between hegemonic projects and everyday life. While power underpins all social relations, it is often taken for granted, as it is frequently hidden behind other social relations. Resistance to power emerges through engendering counter-hegemonic projects that are intertwined with alternative everyday practices. The authors highlight sources of alternative forms of power found in resistance to dominant forms of power through concrete experiences to create transformative alternatives. To concretize the conceptual framing, the authors look at the emancipatory possibilities of a universal basic income, the use of law in tackling inequality in health and education, creative initiatives to establish a people-centred food system through food sovereignty, new forms of organizing led by precarious workers, democratic possibilities in local state delivery, and attempts at reconceptualizing the good life by looking at issues of happiness and ecosocialism. These three countries have long shared and interconnected pasts. All three were drawn into the British Empire at a similar time and the formation of the ill-fated Federation of Rhodesia and Nyasaland formally linked these countries together for a decade in the mid-twentieth century. This formal political relationship created dynamics that resulted in yet closer economic and social links. After Federation, the economic realities of industry, transport and labour supplies meant that these three countries continued to be intricately interconnected. Yet despite these connected pasts, comparative work on the economic histories of Malawi, Zambia and Zimbabwe, and how these change over time, is rare. This book addresses the gap by providing the first comprehensive collection of labour and census data across the twentieth century for these three countries. The different economic models and performances of these states offer good comparison, allowing researchers to look at different models of development, and how these played out over the long-term. The book provides data on population growth and change, industrial and occupational structure, and the various shifts in what the economically active population did. During 1919 the Great Powers redrew the map of the world with the Treaties of Paris and established the League of Nations intending to prevent future war. Yet what is often missed is that 1919 was a complex threshold between war and peace contested on a global scale. This process began prior to war's end with mutinies, labour and consumer unrest, colonial revolt but reached a high point in 1919. Most obviously, the Russian Revolutions of 1917 continued into 1919 which signalled a decisive year for the Bolshevik regime. While the leaders of the Great Powers famously drew up new states in their Parisian hotel rooms, state formation also had a popular dynamic. The Irish Republic was declared. Afghanistan gained independence. Labour unrest was widespread. This year witnessed the emergence of anti-colonial insurgency and movements across Europe's colonies; in metropolitan centres of Empire, race riots took place in the UK and during the 'red summer' in the US, anti-colonial movements, as well as an important moment of political enfranchisement for women but their expulsion from the wartime labour force. 1919 has many legacies: the first Arab spring, with the awakening of nationalism in the Wilsonian and Bolshevik context; the moment (as a consequence of Jallianwala Bagh) that Britain definitively lost its moral claim to India; the definitive announcement of Black presence in the UK; the great reversal of women's participation in the skilled occupations; the first Fascist movement was founded.

By doing so, we gain an explanation that moves us beyond the economic decisions made by actors, the institutional constraints faced by trade unions, or the power of the state to interpellate subjects. These more common explanations make workers and their politics visible only as a symptom of external conditions, a response to deregulated markets or a product of state recognition. Instead – through a history of retailing as a site of nation and belonging, changing legal regimes, and articulations of race, class and gender in the constitution of political subjects from the 1930s to present-day Wal-Mart – this book presents the experiences and subjectivities of workers themselves to show that the collective political subject ‘workers’ (abasebenzi) is both a durable and malleable political category. From white to black women’s labour, the forms of precariousness have changed within retailing in South Africa. Workers’ struggles in different times have in turn resolved some dilemmas and by other turn generated new categories and conditions of precariousness, all the while explaining enduring attachments to labour politics.

Socialism’s universal claims had to come to terms with South Africa’s singular national experience in which a racial ideology and a racial division of the working class played a far greater role than in any other country. The left in South Africa had to deal with all the complexities of ideology and strategy that faced their counterparts in Europe and North America; but in South Africa it was further vexed by challenges of profound racial and national inequalities and a white labour movement which sought protection through racial segregation. Communism, rather than Social Democracy, prevailed; hence the reverberations of the splits in the Communist International were far more debilitating in South Africa than anywhere else. In the years after World War II African nationalism became the dominant influence on the South African left, chiefly through the relationship between the ANC and the Communist Party. Discordant Comrades draws on a wide range of primary sources from inside and outside South Africa, including the archives of the Communist International in Moscow. The result is a scholarly and challenging analysis of the South African left.

Regional events since the Portuguese coup in April 1974 had already made an enormous impact, first suggesting the possibilities of peaceful accommodation between South Africa and its neighbors, but then demonstrating the destructive impact in Angola of widespread international intervention (in the latter half of 1975). From 1975 to the present, events in Southern Africa have neared center stage in international attention, but, as these essays will show, outstanding regional differences are no closer to peaceful resolution in late 1979 than they were in early 1976.
