Book excerpt: The Environmental Management Division (EMD) of Aberdeen Proving Ground (APG), Maryland, is conducting a remedial investigation and feasibility study (RI/FS) of the J-Field area at APG pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act, as amended (CERCIA). J-Field is within the Edgewood Area of APG in Harford County, Maryland. Since World War II, activities in the Edgewood Area have included the development, manufacture, testing, and destruction of chemical agents and munitions. These materials were destroyed at J-Field by open burning and open detonation (OB/OD). Considerable archival information about J-Field exists as a result of efforts by APG staff to characterize the hazards associated with the site. Contamination of J-Field was first detected during an environmental survey of the Edgewood Area conducted in 1977 and 1978 by the US Army Toxic and Hazardous Materials Agency (USATHAMA)(predecessor to the US Army Environmental Center). As part of a subsequent USATHAMA environmental survey, 11 wells were installed and sampled at J-Field. Contamination at J-Field was also detected during a munitions disposal survey conducted by Princeton Aqua Science in 1983. The Princeton Aqua Science investigation involved the installation and sampling of nine wells and the collection and analysis of surficial and deep composite soil samples. In 1986, a Resource Conservation and Recovery Act (RCRA) permit (MD3-21-0021355) requiring a basewide RCRA Facility Assessment (RFA) and a hydrogeologic assessment of J-Field was issued by the US Environmental Protection Agency (EPA). In 1987, the US Geological Survey (USGS) began a two-phased hydrogeologic assessment in which data were collected to model groundwater flow at J-Field. Soil gas investigations were conducted, several well clusters were installed, a groundwater flow model was developed, and groundwater and surface water monitoring programs were established that continue today-

Book excerpt: Many veterans returning from the conflicts in Iraq and Afghanistan have health problems they believe are related to their exposure to the smoke from the burning of waste in open-air "burn pits" on military bases. Particular controversy surrounds the burn pit used to dispose of solid waste at Joint Base Balad in Iraq, which burned up to 200 tons of waste per day in 2007. The Department of Veterans Affairs asked the IOM to form a committee to determine the long-term health effects from exposure to these burn pits. Insufficient evidence prevented the IOM committee from developing firm conclusions. This report, therefore, recommends that, along with more efficient data-gathering methods, a study be conducted that would evaluate the health status of service members from their time of deployment over many years to determine their incidence of chronic diseases.

Book excerpt: J-Field encompasses about 460 acres at the southern end of the Gunpowder Neck Peninsula in the Edgewood Area of APG (Figure 2.1). Since World War II, the Edgewood Area of APG has been used to develop, manufacture, test, and destroy chemical agents and munitions. These materials were destroyed at J-Field by open burning and open detonation (OB/OD). For the purposes of this project, J-Field has been divided into eight geographic areas or facilities that are designated as areas of concern (AOCs): the Toxic Burning Pits (TBP), the White Phosphorus Burning Pits (WPP), the Riot Control Burning Pit (RCP), the Robins Point Demolition Ground (RPDG), the Robins Point Tower Site (RPTS), the South Beach Demolition Ground (SBDG), the South Beach Trench (SBT), and the Prototype Building (PB). The scope of this project is to conduct a remedial investigation/feasibility study (RI/FS) and ecological risk assessment to evaluate the impacts of past disposal activities at the J-Field site. Sampling for the RI will be carried out in three stages (I, II, and III) as detailed in the FSP. A phased approach will be used for the J-Field ecological risk assessment (ERA).

Book excerpt: Military operations produce a great deal of trash in an environment where standard waste management practices may be subordinated to more pressing concerns. As a result, ground forces have long relied on incineration in open-air pits as a means of getting rid of refuse. Concerns over possible adverse effects of exposure to smoke from trash burning in the theater were first expressed in the wake of the 1990â€"1991 Gulf War and stimulated a series of studies that indicated that exposures to smoke from oil-well fires and from other combustion sources, including waste burning, were stressors for troops. In January 2013, Congress directed the Department of Veterans Affairs (VA) to establish and maintain a registry for service members who may have been exposed to toxic airborne chemicals and fumes generated by open burn pits. Assessment of the Department of Veterans Affairs Airborne Hazards and Open Burn Pit Registry analyzes the initial months of data collected by the registry and offers recommendations on ways to improve the instrument and best use the information it collects. This report assesses the effectiveness of the VA's information gathering efforts and provides recommendations for addressing the future medical needs of the affected groups, and provides recommendations on collecting, maintaining, and monitoring information collected by the VA's Airborne Hazards and Open Burn Pit Registry.

The tasks to be performed will include (1) developing remedial action objectives and identifying response actions to meet these objectives; (2) identifying and screening remedial action technologies on the basis of effectiveness, implementability, and cost; (3) assembling technologies into comprehensive alternatives for J-Field; (4) evaluating, in detail, each alternative against the nine EPA evaluation criteria and comparing the alternatives to identify their respective strengths and weaknesses; and (5) selecting the preferred alternative for each operable unit.

The last decade has seen growing interest in using aggressive source remediation technologies to remove contaminants from the subsurface, but there is limited understanding of (1) the effectiveness of these technologies and (2) the overall effect of mass removal on groundwater quality. This report reviews the suite of technologies available for source remediation and their ability to reach a variety of cleanup goals, from meeting regulatory standards for groundwater to reducing costs. The report proposes elements of a protocol for accomplishing source remediation that should enable project managers to decide whether and how to pursue source remediation at their sites.
