In BRAC, Global Policy Language, and Women in Bangladesh, Manzurul Mannan—while not denying the many positive accomplishments of BRAC—places the organization under a critical microscope. Drawing on his experience as a Bangladeshi native and BRAC insider, Mannan provides unique insights into not only BRAC's phenomenal growth and its role in diffusing western and development ideologies but also, more importantly, how target populations have been affected culturally and socially. He explains how BRAC has employed western ideas, theories, and philosophies of agency when engaging in development interventions in even the remotest villages, seeking to transform social structures, women's status, and the local polity. The resulting intermingling of exogenous perspectives with local knowledge leads to a degree of inconsistency and dissonance within BRAC's own operations, while generating opposition from local commoners and elites. Cautionary yet hopeful, the book advocates greater cultural sensitivity as a way to mitigate conflict between BRAC and the constituencies it serves.

There is a significant risk of damage to lives and livelihoods due to climate change in the form of cyclones, flooding and storm surges, and slow-onset impacts such as droughts, sea level rises and river basin erosion. Moreover, Bangladeshis are especially vulnerable as a high proportion of people live in extreme poverty. This book assesses the impact of climate change in Bangladesh, and presents the findings of a three-year, in-depth study undertaken at village level in different districts of the country. It examines national policies, contrasting them with what is actually happening at village level. It outlines the impact of climate change on livelihood strategies and health, and focuses particularly on the impact on gender relations, showing that although women have a significant role to play in helping communities cope with the effects of climate change, cultural customs and practices often work against this. The book argues for, and puts forward policy proposals for, recognising women’s active contribution and supporting gender equality as a critical strategy in global adaptation to climate challenges.

The discussion is set against the background of the Fourth World Conference on Women, 1995, in Beijing, in which a Platform for Action signed by heads of governments expressed their countries’ commitment to achieve ‘gender equality and empowerment of women’ through ensuring integration of the gender perspective at all levels. In Bangladesh, notable among the initiatives undertaken was the enactment of the Local Government (Union Parishads) (Second Amendment) of 1997, through which one-third of seats were reserved for women in the Union Parishad (UP) and the system of direct election was introduced to elect women members in reserved seats. The Act of 1997 is considered to be a milestone, since it has enhanced women’s participation in the local government politics significantly. Against this background, the specific research questions that have been addressed in this volume include: the necessity of reform for enhancing women’s participation in politics; the context against which the Government of Bangladesh enacted the Act and the reasons such an initiative was not taken earlier; the actors behind the reforms and their role in the reform process; and the impact of the reform on the state of women’s participation at the local level in Bangladesh.

The reasons for this could be demographic pressures and the division and fragmentation of farmland, which is causing landlessness and a higher rate of migration to the cities. Migration has not been limited to the cities within Bangladesh, but also extended to other global cities. Currently Bangladesh is one of the main origin countries for migrant workers in the world. This book dwells upon gendered lives and livelihoods, exploring the dynamics of this transformation from a subsistence economy into a capitalist one, with an eye on those areas that have been under-researched thus far. The focus on multiple dimensions of the everyday lives of women explored here has revealed the different facets of social transformation and helped us to better understand these processes of change. The essays in this anthology are microcosmic studies deliberately chosen to demonstrate the understated realities of peripheral economies. The subjects vary from indigenous women engaged in jhum cultivation, Dalit women embedded in caste-specific work structures and relations, female-headed households in rural areas, and elderly women from city slums. All of the studies are a product of original fieldwork that has produced rich qualitative data and a limited amount of quantitative data. It is expected that the analysis of such data will be a precursor to theory-building efforts in this vital area as well as assisting in future policymaking discourses.

The authors find that in ethnically and linguistically diverse populations, minority groups --minority girls in particular -- lag significantly behind the majority population in school attendance, while highly homogeneous populations like Bangladesh and Tunisia have successfully integrated girls into school on a par with boys. By increasing understanding about the major impediments to universal primary education, Exclusion, Gender and Education provides valuable new knowledge to those who are working to bring gender equity to the education systems of poor countries.

Book excerpt: Using nationally representative survey data from rural Bangladesh, this paper examines the relationship between women’s empowerment in agriculture and indicators of individual dietary quality. Our findings suggest that women’s empowerment is associated with better dietary quality for individuals within the household, with varying effects across the life course. Women’s empowerment is associated with more diverse diets for children younger than five years, but empowerment measures are not consistently associated with increases in nutrient intake for this age group. Women’s empowerment is positively and significantly associated with adult men’s and women’s dietary diversity and nutrient intakes. Different empowerment domains may have different impacts on nutrition, but other characteristics, such as maternal schooling and household socioeconomic status, may play a more important role for younger children. The importance of maternal education in the dietary quality of young children, and the relatively greater importance of women’s empowerment for older children and adults, imply that policies designed to empower women and improve nutritional status should be informed by knowledge of which specific domains of women’s empowerment matter for particular nutritional outcomes at specific stages of the life course.

The book shows that the multidimensionality of inclusive development facilitates the participation of all in society in development through enhancing capabilities and ensuring equal opportunities. The analysis highlights social investments in specific concerns of the marginalised and disadvantaged groups and unequal structural forces that compel the state to remain biased towards the rich and consequent ‘elite capture’ of the state in Bangladesh. Arguing that Bangladesh has moved closer towards applying the inclusive development tenets in policy making, the book’s findings show that the challenge is the absence of any generic formula to ensure that the country is moving towards a more inclusive development path. A valuable contribution to the study of Bangladesh’s changing dynamics of political, economic and social configurations and development economics, the book will be of interest to researchers in the fields of economics, Asian studies and development studies.
