Book excerpt: This brief summarizes the recent assessment of the implementation of the Agricultural Technical and Vocational Education Training for Women Program (ATVET4Women) that aims to support women and their families with vocational training and market linkages in priority agricultural value chains (VCs). The ATVET4Women program has two main components: formal training and nonformal training. Formal training consists of a 2- or 3-year vocational and technical course at an agricultural training center (ATC) where students gain skills (and a diploma) for employment or entrepreneurship in the agricultural sector. Nonformal training provides farmers with 1 to 3 weeks of training on good production and business management practices.

Book excerpt: Over the past two decades, existing documentation of women in the agricultural sector has surveyed topics such as agricultural restructuring and land reform, international trade agreements and food trade, land ownership and rural development and rural feminisms. Many studies have focused on either the high-income countries of the global North or the low-income countries of the global South. This separation suggests that the North has little to learn from the South, or that there is little shared commonality across the global dividing line. Fletcher and Kubik cross this political, economic, and ideological division by drawing together authors from 5 continents. They discuss the situation for women in agriculture in 13 countries worldwide, with two chapters that cover international contexts. The authors blur the boundaries between academic and organizational authors and their contributors include university-based researchers, gender experts, development consultants, and staff of agricultural research centers and international organizations (i.e., Oxfam, the United Nations World Food Program). The common thread connecting these diverse authors is an emphasis on practical and concrete solutions to address the challenges, such as lack of access to resources and infrastructure, lack of household decision-making power, and gender biases in policymaking and leadership, still faced by women in agriculture around the world. Ongoing issues in climate change will exacerbate many of these issues and several chapters also address environment and sustainability. This book is of great interest to readers in the areas of gender studies, agriculture, policy studies, environmental studies, development and international studies.

Book excerpt: In this paper, the authors describe the adaptation and validation of a project-level WEAI (or pro-WEAI) that agricultural development projects can use to identify key areas of women’s (and men’s) disempowerment, design appropriate strategies to address identified deficiencies, and monitor project outcomes related to women’s empowerment. The 12 pro-WEAI indicators are mapped to three domains: intrinsic agency (power within), instrumental agency (power to), and collective agency (power with). A gender parity index compares the empowerment scores of men and women in the same household. The authors describe the development of pro-WEAI, including: (1) pro-WEAI’s distinctiveness from other versions of the WEAI; (2) the process of piloting pro-WEAI in 13 agricultural development projects during the Gender, Agriculture, and Assets Project, phase 2 (GAAP2); (3) analysis of quantitative data from the GAAP2 projects, including intrahousehold patterns of empowerment; and (4) a summary of the findings from the qualitative work exploring concepts of women’s empowerment in the project sites. The paper concludes with a discussion of lessons learned from pro-WEAI and possibilities for further development of empowerment metrics.

Book excerpt: Women’s participation and empowerment in value chains are goals that concern many development organizations, but there has been limited systematic, rigorous research to track these goals between and within value chains (VCs). We use the survey-based project-level Women’s Empowerment in Agriculture Index (pro-WEAI) to measure women’s and men’s empowerment in the abaca, coconut, seaweed, and swine VCs in the Philippines. Results show that most women and men in all four VCs are disempowered, but unlike in many other countries, Filipino women in this sample are generally as empowered as men. Pro-WEAI results suggest that respect within the household and attitudes about gender-based violence (GBV) are the largest sources of disempowerment for both women and men, followed by control over use of income and autonomy in income-related decisions. Excessive workload and lack of group membership are other important sources of disempowerment, with some variation across VCs and nodes along VCs. Across all four VCs, access to community programs is associated with higher women’s empowerment, and access to extension services and education are associated with higher men’s empowerment. Our results show that, despite the egalitarian gender norms in the Philippines, persistent gender stereotypes influence men’s and women’s empowerment and VC participation.

The reader is presented with an overview of successfully-tested technologies, services and resource management practices in the context of water, energy, information and communication. The findings elaborated in this paper feed a set of recommendations provided for policy makers and development partners. A gender-transformative approach at community and household level is suggested as a way forward to promote women’s increased control over the allocation of their time.

Most of the agricultural activities are women specific but tragically worldwide women mostly end up as hired agricultural labourers with substantial gender disparity in wages earning far less than men in the same job. To add to her economic woes, inadequate education, less than satisfactory dissemination of technology, globalization, economic liberalization, commercialization, urbanization, political instability, natural disasters, mechanization of agriculture, decreased agriculture, migration of men to urban areas, and occupational health hazards such as prolonged hours of physical labour resulting in musculo-skeletal injuries, pesticide poisoning also make the life of rural women miserable. True, there are policies and programmes of central and state government to alleviate their problems but they are proportionately insufficient and their execution far from satisfactory. Much needs to be done in disseminating gender segregated data and gender bias in all aspects of agriculture, access to resources including land and natural resources, drudgery reduction, assuring nutritional security, diversification of activities of Self Health Groups and Street Shakti groups with emphasis on productivity including post harvest technology, creation of marketing facilities, ownership to land and other allied resources rural electrification, outreach from the media, collectives of women and inter linking of SHGs, adult literacy, health awareness, gender sensitization of extension functionaries and financials institutions, awareness about pesticide hazard etc. Tragically rural women are not vociferous on issues like foetal killing of female unborn, high rate of female mortality, creation of Special Economic Zones replacing productive lands, farmer's suicide and the plight of their widows, fate of pavement vendors and petty shop keepers replaced by retail outlets of big business houses, etc. The struggle cannot be won by only educated and Non Government Organizations on their behalf. The affected and victimized have to fight directly against the injustice they are facing. Extension workers and NGOs need to help them to become aware of their rights and government programmes specially designed for them and motivate them to redress their problems on their own. This needs scientifically collected information on their problems and relief measures available. The book, Women in Agriculture and Rural Development is a sincere attempt in this endeavour. Book excerpt: This research was undertaken as part of the Women Improving Nutrition through Group-based Strategies (WINGS) study, and was aimed at understanding ways to improve agricultural practices among women farmers in India. Effective agricultural extension is key to improving productivity, increasing farmers’ access to information, and promoting more diverse sets of crops and improved methods of cultivation. In India, however, the coverage of agricultural extension workers and the relevance of extension advice is poor. We investigate whether a women’s self-help group platform could be an effective way of improving access to information, women’s empowerment in agriculture, agricultural practices, and production diversity. We use cross-sectional data on close to 1000 women from 5 states in India, and employ nearest-neighbor matching models to match self-help group (SHG) and non-SHG women along a range of observed characteristics. We find that participation in an SHG increases women’s access to information and their participation in some agricultural decisions, but has limited impact on agricultural practices or outcomes, possibly due to financial constraints, social norms, and women’s domestic responsibilities. SHGs need to go beyond provision of information to changing the dynamics around women’s participation in agriculture to effectively translate knowledge into practice.

A typology of innovation systems is developed; strategies to guide investments for strengthening innovation capacity are drawn up; and concrete interventions options defined. In its conclusions, the book emphasizes the importance of mechanisms for collaboration and interaction. Intermediary organizations, innovation councils, farmer organizations, and other means to strengthen collaboration are central to creating the exchange of knowledge and perspectives that will convert knowledge into valuable new social and economic products and services.

Book excerpt: In Bangladesh, IFPRI has received support from USAID through its Policy Research and Strategy Support Program in Bangladesh (PRSSP) to work in the geographic areas targeted by Feed the Future interventions (known as the Zone of Influence) to construct this new WEAI4VC module. The qualitative research study, conducted by IFPRI field officers, complements a 1,200 household quantitative survey, looking in greater depth at the individual, household, and community level experiences of men and women to understand the consequences of value chain participation on them as producers, entrepreneurs, and wage workers on women’s empowerment. The quantitative study sampled 400 households for each of the three economic activities of interest – (1) agricultural production, (2) agricultural entrepreneurship, and (3) agriculture sector employment. It was carried out in ten administrative units (upazilas or sub-districts), and five villages in each upazila to total 50 villages.

They make up 50% of the workforce and participate in the production of half the food in the agricultural sector. For example, rural women make up about 70 to 80% of agricultural workers in sub-Saharan Africa, 65% in Asia, 45% in Latin American and Caribbean, 80% in Nigeria and Tunisia and 80% in India, but their role is in the production system it is a man’s role to add and this creates a huge burden within the mother and wife’s activities and takes a lot of time and energy for them. Research in this field shows that women spend about two thirds of their time in the production, management, and management of their homes, while men spend about a third of their time doing such things. A housewife helps to set up a farm, then ploughs, harvests, weeds and plants, milks and weaves, weaves carpets, tries to make tools and crafts, bakes bread, cooks, does housekeeping, fetches water from wells and far away, fetches firewood, cares for children, weaves wool and makes curd, butter milk, yoghurt, butter and oil. On top of all this, she is the manager of mom and family too. Although women are at home in developing countries producing about 80% of the food and have a responsibility to look after about 30% of rural households, their jobs are not considered economic activity and are simply removed from agricultural and rural development programs.
