Book excerpt: Despite much legislative progress in gender equality over the past 40 years, there are still gender gaps across many aspects of the labour market. Inequalities are still evident in areas such as access to the labour market, employment patterns and associated working conditions. This report explores gender differences across several dimensions of working conditions, examining relevant country differences, analysing the different occupational groups of both men and women, and comparing the public and private sectors. It also looks at the impact of the crisis on gender segregation in employment. Based on findings from the fifth European working conditions survey (EWCS), conducted in 2010, the analysis offers a striking picture of women and men at work across 34 European countries today.

Book excerpt: Over the last decades, the activity rate of women has strongly increases throughout Europe and has been one of the major changes affecting our societies in general and the workplace in particular. Many reasons explain this increase, such as the recognition of their high level of education, the wish for autonomy and social recognition, the necessity of a double income. But while more women work (in some coutries the activity rates for men and women are identical), they still face problems in the workplace to get the same status as men (the "glass ceiling"), and they are still overwhelmingly responsible for family and domestic duties. In 1991 and 1996 the Foundation carried out statistical surveys on working conditions in all Member States. The Second European Survey on Working Conditions (1996) was designed with gender specific issues in mind. The present document reports on its finding with regard to gender differences in the workplace and discusses them in the light of the ongoing debate on equal opportunities. This Eurofound report presents a closer look at women's and men's working conditions, using data from Eurofound's European Working Conditions Survey (EWCS) and complementing previous Eurofound research on, among other things, working time patterns, work-life balance and workers' health. Beyond the general differences in the labour market, it highlights many important gaps in men's and women's working conditions and job quality which require specific attention. According to the EWCS data, the reduction of gender gaps in those areas showing improvement over the last 5 to 10 years remains limited. European and national strategies aimed at achieving job quality for all, that seek to mainstream gender equality, could help address persistent inequalities between men and women.

Adding to these challenges are the various gender gaps in the labor market. Despite significant progress in recent decades, there are still fewer women than men participating in Europe’s labor market, and women are more likely to work part time. Furthermore, a smaller share of women reaches the top rungs of the corporate ladder. Could greater gender equality in the labor market help mitigate the slowdown in Europe’s growth potential? Against this backdrop, this paper investigates the drivers of female labor force participation in Europe as well as what effects greater gender diversity in senior corporate positions might have for Europe’s economic performance. Reexamining the factors driving women’s labor force participation is particularly important because in many European countries the process of closing the gender gap has stalled despite greater gender equality in human capital investment, declining birth rates, changing social norms, and equal legal access to employment opportunities. Investigating whether firm performance could be improved if women held a greater share of senior positions is also essential given that the empirical evidence from past research into this question has been inconclusive.

There is still a "glass ceiling" reinforced by workplace cultures and informal procedures that makes it difficult for women to break through into the higher levels of management. The unequal division of unpaid household work also persists, as women continue to bear the main responsibility for running the home and looking after children, even when employed full-time. This report examines the gender pattern of differences and similarities in working conditions in Europe, drawing on the findings of the Foundation's Third European Survey on Working Conditions (2000). It explains the reasons for the persistence of gender segregation and sets out policy recommendations for action aimed at decision makers in this field.
