Gender issues have an important place in the international security landscape, but have been neglected both in the theory and practice of international security. The passage and implementation of UN Security Council Resolution 1325 (on Security Council operations), the integration of gender concerns into peacekeeping, the management of refugees, post-conflict disarmament and reintegration and protection for non-combatants in times of war shows the increasing importance of gender sensitivity for actors on all fronts in global security. This book aims to improve the quality and quantity of conversations between feminist security studies and security studies more generally, in order to demonstrate the importance of gender analysis to the study of international security, and to expand the feminist research program in Security Studies. The chapters included in this book not only challenge the assumed irrelevance of gender, they argue that gender is not a subsection of security studies to be compartmentalized or briefly considered as a side issue. Rather, the contributors argue that gender is conceptually, empirically, and normatively essential to studying international security. They do so by critiquing and reconstructing key concepts of and theories in international security, by looking for the increasingly complex roles women play as security actors, and by looking at various contemporary security issues through gendered lenses. Together, these chapters make the case that accurate, rigorous, and ethical scholarship of international security cannot be produced without taking account of women’s presence in or the gendering of world politics. Despite efforts to equalize women’s status in the world evidenced by changes in many international projects requiring a gender focus, women and men experience most of the world in very different ways according to gender. Further, the reality is that humans who do not all fall neatly into one of these categories – male or female – often find their lives further challenged. In the 1980s, Peace and Conflict Studies first began to acknowledge and study the different experiences males and females have during war and peace. Since then, there have been books about women and war, women working at grassroots levels to build peace, women and transitional justice, women and peace education, and women’s views of human security. All of these works have contributed to the discourse of our changing world. This book brings together some of those themes and voices and adds more with the final product being more than the sum of its parts. We add to the conversation a book that considers foundational/fundamental issues that span from the interpersonal to the global. Many of the chapters describe empirical research completed with author and community, shared here for the first time. Part One is a collection of case studies, documenting challenges and responses to peacebuilding by women from various parts of the world. Part Two focuses on Peace and Conflict Studies (PACS) as a discipline, examining not only what is, but also what should be taught. This section critiques today’s efforts at teaching Peace and Conflict Studies and provides suggestions of how this important work might be shared in more open and equitable ways. Part Three enters territory found even less in the PACS literature. In this section our authors confront patriarchy, engage in a discussion about the contribution queer theory makes to PACS, and tussle with the notion of inclusivity with considerations of both gender and disability. These state conflicts mostly centred on resources and poverty, translates to massive amounts of casualties, majority of them being women and children. [...] It is through women's active participation and involvement that an effective positive change can be enhanced especially on issues of Peace, which is the basis for any developmental activity. Pertaining peace matters, women contribute to Peace building in many ways although their contribution has been overlooked in the past due to the fact that it takes unconventional forms (cp: Strictland/ Duvuury 2003: ). They constitute a large part of the society and therefore time has come for their role no longer to be under-estimated. This paper is based on an analysis of the contributions made by women as Peace builders in recent decades, especially after the year 2000 when the Security Council Resolution 1325 was implemented. The exact factor that has caused the remarkable positive change since the beginning of women's involvement will be analysed. This paper argues that women can bring back remarkable results in Peace building efforts if given the opportunity because in most cases they are the most affected victims during and after violent conflicts. It should be noted however that men have not been entirely secluded, but rather it tries to show how important the role of women can be when they are involved in peace building. As an art, a process, and a set of competencies, it is still very much in an ongoing learning and experimentation phase. The RAND Corporation has contributed to the emerging knowledge base in this domain through a series of studies that have looked at nation-building enterprises led by the United States and others that were led by the United Nations and have examined the experiences gained during the reconstruction of specific sectors. Our study focuses on gender and nation-building. It considers this issue from two aspects: First, it examines gender-specific impacts of conflict and post-conflict and the ways in which events in these contexts may affect men. Second, it analyzes the role of women in the nation-building process, in terms of both actual and current practices, as far as these could be measured and ascertained, and possible outcomes that might occur if these practices were to be modified.

From grassroots to national level, women were found to have organised themselves and assumed roles as advocates, negotiators and mobilisers. The actions by women became evident at the stalemated Juba peace talks when women presented the Peace Torch to the peace negotiating teams who on the occasion shook hands for the first time and peace was ushered in. Their initiatives and non-violent actions offer lessons to resolve civil conflicts in Africa. The book recommends that women should undergo relevant training in times of peace as this would make them more effective in times of need.

Book excerpt: In the early 2000s, Liberian women wearing wrap skirts and white T-shirts, shouting: ‘We want peace, no more war’, attracted international attention. After almost fifteen years of civil war, the enduring active, multifaceted, and non-violent campaigning for peace by women’s organisations contributed to the end of the fighting and the signing of a peace agreement between the warring factions. Although it is widely assumed that women’s inclusion in peace processes yields greater attention to women’s issues and needs in the aftermath of a conflict, this is only partly the case in Liberia. Thus, this analysis looks beyond the extraordinary commitment by women in Liberia and deals with the questions to what extent their role in the peace process has contributed to gender-sensitive outcomes in post-conflict Liberian society and why greater gender sensitivity was not achieved. By focusing on manifestations of patterns of masculinity in the public and private spheres, Anne Theobald identifies factors at different levels of analysis within different time frames that elucidate the unexpected outcome. Not only does this provide for a more encompassing understanding of dynamics of gender relations and context-specific variables impeding gender sensitivity in post-conflict settings, but it also helps to refine prevailing theoretical approaches on gender in peacemaking and peacebuilding and to develop more holistic, context-specific, and efficient policy approaches, which can effectively lead to gender-sensitive peace.

It further argues that women's involvement in peace-making and nation-building does not violate Shari'a and thus women cannot be excluded from making an contribution on Islamic justifications.
