This volume is based on feminist responses to farming women’s struggle for economic rights and social justice in Asia, and seeks to provide a greater understanding of the development consequences of women’s marginal, limited ownership rights to land and other productive assets. Using comprehensive analyses, quantitative and qualitative data, and case studies from India, China, Bangladesh, Bhutan, Nepal, and other countries of the Asia-Pacific region, this volume brings together scholars and activists engaged with women’s unmediated entitlement to land and productive assets. While generally taking a position in favour of asset redistribution, the volume addresses two major issues: first, the conflict between legal measures and socio-cultural norms, in a context where laws that seek to secure gender equality and women’s economic empowerment are often overruled by norms that favour men; and second, how changes in the global economy in relation to traditional farming practices have adversely impacted women’s rights, especially in regions where they previously enjoyed more customary rights in asset control and management. The book draws attention to issues of economic security, gender equitable access to resources and asset-building, human rights and law, land-based livelihoods, caste and ethnic diversity, and voices in the women’s movements. This book will be useful to policy makers, civil society organisations, researchers and students of gender and women’s studies, development studies, sociology, economics and agriculture.

Yet we know little about their capacity to upend entrenched social, political, and economic hierarchies. Women, Power, and Property explores this question within the context of India, the world's largest democracy. Brulé employs a research design that maximizes causal inference alongside extensive field research to explain the relationship between political representation, backlash, and economic empowerment. Her findings show that women in government – gatekeepers – catalyze access to fundamental economic rights to property. Women in politics have the power to support constituent rights at critical junctures, such as marriage negotiations, when they can strike integrative solutions to intrahousehold bargaining. Yet there is a paradox: quotas are essential for enforcement of rights, but they generate backlash against women who gain rights without bargaining leverage. In this groundbreaking study, Brulé shows how well-designed quotas can operate as a crucial tool to foster equality and benefit the women they are meant to empower.

Book excerpt: Assets are an important means of coping with adverse events in developing countries but the role of gendered ownership is not yet fully understood. This paper investigates changes in assets owned by the household head, his spouse, or jointly by both of them in response to shocks in rural agricultural households in Bangladesh with the help of detailed household survey panel data. Land is owned mostly by men, who are wealthier than their spouses with respect to almost all types of assets, but relative ownership varies by type of asset. Controlling for unobserved heterogeneity across households and looking at changes within, rather than between, households, we find that weather shocks such as cyclones adversely affect the asset holdings of household heads in general, while predicted external events lead to assets of both spouses being drawn down. The results, furthermore, suggest that jointly owned assets are not sold in response to shocks, either due to these assets being actively protected or due to the difficulty of agreeing on this coping strategy, and that womens asset holdings and associated coping strategies are shaped by their lower involvement in agriculture.

Taking a socio-legal approach, it analyses the changing nature of the dowry practice and its relation to women’s increasing paid labour force activity. Despite anti-dowry legislation, it is argued here that the dowry system continues in the form of the appropriation of wives’ income. The work calls for legal recognition of this action and the amendment of the Dowry Prohibition Act 1980 as a result of the changing social realities that are taking place in the lives of Bangladeshi women. An Islamic approach is applied to equality between men and women in addressing and analysing these issues. The book includes international comparisons on gender equality and discusses the role of the Convention on the Elimination of All Forms of Descrimination Against Women (CEDAW), as well as the dowry system in South Asia. The book will be of interest to academics and researchers working in the areas of law and religion, gender studies and international development.

Nature is a primary force at play within this existence as chauras live itinerantly and in flux with the ever-changing river flows; where land is here today and gone tomorrow, the quality of life itself is intertwined with this mutability. Given this centrality of nature to chaura life, Khan contends that we must think of nature not simply as the physical landscape and the plants and animals that live within it but as that which exists within the social and at the level of cognition, the unconscious, intuition, memory, embodiment, and symbolization. By showing how the alluvial flood plains configure chaura life, Khan shows how nature can both give rise to and inhabit social, political, and spiritual forms of life.

At the latest since the postcolonial debate, we know that we need to “test” our assumptions under radically different conditions. This book offers an extended perspective of local self-governance by examining cases from South Asia, Africa, and Latin America, together with a study of militias in the USA. The chapters present a wide variety of local actors who pursue different notions of order legitimized by local traditions based on hierarchy or deeply rooted communalism, Islamic theology, or grassroots democracy. Some local actors claim a state-like authority and challenge the territorial state. In such cases, there is no longer “a shadow hierarchy” but opposition to the state. Different violent actors fight for supremacy, and the state is just one actor among others. The empirical studies presented in this book show how different kinds of local self-governance are combined with varieties of statehood, and thus contribute to an understanding of the notion of governance in a fundamental sense that goes beyond the special case of the OECD world.

Thereby, focusing on the everyday lives of garment kormi, i.e., workers’ stories than on the collective of garment workers as a category, this book at one front highlights the neoliberal structures of difference and inequality, and on the other reflects on the potential of egalitarianism and change in terms of novel ways of comprising and expressing life-worlds. It shows that the values in life and the structures that govern life, such as contemporary Bangladesh’s neoliberal order, kinship relationality, and religiosity, are co-constitutive, multi-layered, and always on the move, never fixed.
