First it shows how feminist movements have developed a new definition of civil society to include women. Second it draws attention to the role of women in the modernization of Turkey with special reference to the debate on the possibility of an indigenous feminist movement. Finally, it underlines the contribution of feminist, Islamic and Kurdish women’s movements in the transition from an ideologically constructed, uniform public sphere to a multi-public domain. Giving attention to the influence of diverse women’s movements over Turkish political values this book sheds light into the issue of how a feminine civil society has been constructed as part of a plural public space in Turkey. Ömer Çaha argues that this new public realm is the product of values and institutions which have been developed by diverse women’s groups who have succeeded in eliminating the traditional barricades between public and domestic spheres and in steering women into public life without sacrificing their own values.

Book excerpt: This book proposes that work on the Women, Peace and Security agenda undertaken by civil society actors can be interpreted as a form of care labour that nourishes and sustains the agenda – without which the agenda could not, in fact, succeed. The care labour of civil society is thus a condition of the Women, Peace and Security agenda’s success. United Nations Security Council resolution 1325 is the foundation of a diverse and pluralising policy framework known as the Women, Peace and Security agenda. Over the 20 years since the adoption of the foundational resolution, despite sustained resistance from some quarters and a general lack of adequate resourcing and political will, the agenda has continued to see many successes, and to achieve elements of political transformation large and small. This book explores how the supporting constituency of the agenda has ‘made 1325 work’. Based on new interviews with representatives of diverse civil society organisations working on WPS, the book offers a novel intervention into WPS scholarship, which has thus far paid relatively little attention to the labours of civil society actors working on WPS, particularly on an individual level. The authors consider the motivations, pressures and frustrations experienced by WPS civil society actors, as well as the goals and challenges. This book is based on original research and will be of interest to scholars, policymakers and practitioners working on WPS specifically, and those working in Political Science, International Relations, Development Studies, and on the global governance of peace and security. This contrasts with top-down accountability, whereby higher tiers of governments, donors, or nongovernmental organizations (NGOs) fulfill this role by restraining, monitoring, and rewarding or sanctioning government. Bottom-up accountability can involve direct citizen participation (often involving efforts to provide them information, voice, and involvement in policymaking) or can be mediated through civil society organizations (CSOs) that monitor and potentially reward or sanction government. A large variety of different types of CSOs exist, distinguished both by their organizational purpose and the composition of their membership, possibly with different willingness and ability to hold government accountable.

James Smith Allen shows that although women initially met with stiff resistance, their induction into the brotherhood was a significant step in the development of French civil society and its "civic morality," including the promotion of women's rights in the late nineteenth century. Pulling together the many gendered facets of masonry, Allen draws from periodicals, memoirs, and archival material to account for the rise of women within the masonic brotherhood in the context of rapid historical change. Thanks to women's social networks and their attendant social capital, masonry came to play a leading role in French civil society and the rethinking of gender relations in the public sphere.

This book provides a forward-looking collection of scholarship on the WPS agenda in two halves. The first half of the book presents a series of essays that each provide a glimpse of the rich and insightful research on WPS being undertaken in and about different contexts, to demonstrate the importance of centring the "local" as a site of knowledge production in the WPS agenda.
