Book excerpt: Working Difference is one of the first comparative, historical studies of women's professional access to public institutions in a state socialist and a capitalist society. Éva Fodor examines women's inclusion in and exclusion from positions of authority in Austria and Hungary in the latter half of the twentieth century. Until the end of World War II women's lives in the two countries, which were once part of the same empire, followed similar paths, which only began to diverge after the communist takeover in Hungary in the late 1940s. Fodor takes advantage of Austria and Hungary's common history to carefully examine the effects of state socialism and the differing trajectories to social mobility and authority available to women in each country. Fodor brings qualitative and quantitative analyses to bear, combining statistical analyses of survey data, interviews with women managers in both countries, and archival materials including those from the previously classified archives of the Hungarian communist party and transcripts from sessions of the Austrian Parliament. She shows how women's access to power varied in degree and operated through different principles and mechanisms in accordance with the stratification systems of the respective countries. In Hungary women's mobility was curtailed by political means (often involving limited access to communist party membership), while in Austria women's professional advancement was affected by limited access to educational institutions and the labor market. Fodor discusses the legacies of Austria's and Hungary's "gender regimes" following the demise of state socialism and during the process of integration into the European Union.

This is the question at the origin of this book. Studies of family behavior and the organization of private life among European citizens, as well as of family member social status (children in relation to adults/parents, women in relation to men), and of social functions of the family, for example social reproduction, reveal so much convergence among European families that the reality of a ¿European family seems inevitable, and more so if one looks at foreign studies done - in Australia, the United States or Japan - of the family in Europe. However, studies of the different judicial and public policy laws in the different European Union member countries lead one to refine this first impression. The family does not have the same legal meaning in all places, and the ways in which it is defined by law and public policy continue to differ strongly, due in particular to historical factors, cultural traditions, and conceptions of the role of the State. In order for the family to be part of the construction of a European citizenship, the pluralistic nature of its political definitions will have to be recognized. Putting the family into the context of evolving European integration has never been done before. It was made possible in this study thanks to the joint efforts of two editors with long experience in social science studies of the family and as expert advisors to the European Commission, and by the work of the best international specialists in the field. Today, many complex global problems are being located within the security logic. From the environment to HIV/AIDS, state and non-state actors have made a practice out of securitizing issues that are not conventionally seen as such. As most prominently demonstrated by the UN Security Council Resolution 1325 (2001), activists for women's rights have increasingly framed women's rights and gender inequality as security issues in an attempt to gain access to the international security agenda, particularly in the context of the United Nations. This book explores the nature and implications of the use of security language as a political framework for women, tracing and analyzing the organizational dynamics of women's activism in the United Nations system and how women have come to embrace and been impacted by the security framework, globally and locally. The book argues that, from a feminist and human security perspective, efforts to engender the security discourse have had both a broadening and limiting effect, highlighting reasons to be sceptical of securitization as an inherently beneficial strategy. Four cases studies are used to develop the core themes: (1) the campaign to implement UN Security Council Resolution 1325; (2) the strategies utilized by those advocating women's issues in the security arena compared to those advocating for children; (3) the organizational development of the UN Development Fund for Women and how it has come to securitize women; and (4) the activity of the UN Peacebuilding Commission and its challenges in gendering its security approach. The work will be of interest to students of critical security, gender studies, international organizations and international relations in general. Natalie Florea Hudson received her PhD in Political Science from the University of Connecticut and is an Assistant Professor at the University of Dayton. She specializes in gender and international relations, human rights, international security studies, and international law and organization.
