Book excerpt: 'Gender and Governance in Rural Services' provides policy-relevant knowledge on strategies to improve agricultural and rural service delivery with a focus on providing more equitable access to these services, especially for women. It focuses India, Ethiopia, and Ghana, and focuses on two public services: agricultural extension, as an example of an agricultural service, and on drinking water, as an example of rural service that is not directly related to agriculture but is of high relevance for rural women. It provides empirical microlevel evidence on how different accountability mechanisms for agricultural advisory services and drinking water provision work in practice, and analyzes factors that influence the suitability of different governance reform strategies that aim at making service provision more gender responsive. It presents major findings from the quantitative and qualitative research conducted under the project in the three countries, which are analyzed in a qualitative way to identify major patterns of accountability routes in agricultural and rural service provision and to assess their gender dimension. The book is intended for use by a wide audience interested in agricultural and rural service provision, including researchers, members of the public administration, policy makers, and staff from nongovernmental organizations (NGOs) and international development agencies who are involved in the design and management of reform efforts, projects, and programs dealing with rural service provision.

Many stylized facts about women in agriculture have been repeated for decades. Did nothing really change? Is some of this conventional wisdom simply maintained over time, or has it always been inaccurate? We use longitudinal data from Ghana to assess some of the facts and to evaluate whether gender patterns have changed over time. We focus on five main themes: land, cropping patterns, market participation, agricultural inputs, and employment. We add to the literature by showing new facts and evidence from more than 20 years. Results are varied and highlight the difficulty of making general statements about gender in agriculture.

Book excerpt: Using nationally representative survey data from rural Bangladesh, this paper examines the relationship between women’s empowerment in agriculture and indicators of individual dietary quality. Our findings suggest that women’s empowerment is associated with better dietary quality for individuals within the household, with varying effects across the life course. Women’s empowerment is associated with more diverse diets for children younger than five years, but empowerment measures are not consistently associated with increases in nutrient intake for this age group. Women’s empowerment is positively and significantly associated with adult men’s and women’s dietary diversity and nutrient intakes. Different empowerment domains may have different impacts on nutrition, but other characteristics, such as maternal schooling and household socioeconomic status, may play a more important role for younger children. The importance of maternal education in the dietary quality of young children, and the relatively greater importance of women’s empowerment for older children and adults, imply that policies designed to empower women and improve nutritional status should be informed by knowledge of which specific domains of women’s empowerment matter for particular nutritional outcomes at specific stages of the life course.

The project developed improved cultivars of common bean, cowpea, chickpea and groundnut (but also soya bean and pigeon pea cultivars in its initial phases) and delivers their seed to smallholders in BMGF-focus areas. It also strengthens the NARS and CGIAR's breeding programs and seed platforms to enhance their ability to deliver high and sustained outputs to smallholder farmers. The book compiles the experiences of a diversity of actors within the grain legume value chains, with a focus on groundnut and common beans in Tanzania and Uganda, groundnut and cowpea in Nigeria, and groundnut in Ghana. All stakeholders involved share their thoughts on being part of a decade-long development project family. Landownership is strongly associated with social and economic power, not only across communities and households, but also within households. The link between landownership and women's empowerment has been relatively well documented in general, but not specifically in relation to agriculture. This paper aims to fill this gap by analyzing how ownership of land is associated with agency and achievements in agriculture among female and male farmers in northern Ghana, a region transitioning from customary land tenure without individual ownership rights towards a more individualized and market-based tenure system. We use a recursive bivariate probit model and focus on eight different indicators in four distinct domains: decisions on agricultural cultivation, decisions on farm income, agricultural association membership, and time allocation. Our empirical estimates indicate that landownership is positively correlated with men's and women's agency in agriculture, namely in decisions on agricultural cultivation and membership in agricultural association. Yet, we also find that the gender gaps in participation in cultivation decisions, the use of agricultural earnings, and in agricultural workload continue to persist among those who own land. While the results underscore the importance of land as a resource that can enhance women's agency, they also point out that policies aiming to solely advance land rights may not be sufficient to eradicate or even reduce gender inequality in agriculture.

His book is a study of the Anlo, the most numerous of the Ewe peoples who are divided between Ghana and Togo. Their descent is remarkable in that a patrilineal ideology is balanced by unusually strong matrilineal ties, and descent is traced from genitor whether or not he is the mother's legal husband. Dr Nukunya describes the complex system of landholdings that the high densisty of population make necessary. Adjustments are made by the exercise of claims through maternal kin; his conclusion contradicts the argument that patrilineal claims are asserted more strongly where there is pressure on land. He also discusses the changes in household structure that result from the absence of parents on trading or fishing expeditions or in wage employment.
