Book excerpt: This useful collection of case studies of women in Arizona, Texas, Utah, and California state bureaucracies is a cooperative comparative venture among authors asking similar questions about obstacles to and facilitators of women's career advancement. The editors proceed from the proposition that bureaucracies should be democratic. More specifically, they submit that proportional representation of women in bureaucracies will result in public policy that is more in women's interests than policy produced by predominantly male bureaucrats. The authors find support for this proposition; female bureaucrats are generally more supportive than male bureaucrats of public policies responsive to women's needs. The case studies also illustrate how the status of women in state bureaucracies is dependent on gubernatorial electoral politics. Choice While a number of researchers have focused on female employment at the managerial level, this book is the first to deal specifically with advances made by women in obtaining high-level positions in state government. Using questionnaire data from several southwestern states, Hale and Kelly examine the extent to which equal opportunity has become a reality for women in state and municipal civil service careers. In two introductory chapters, Hale and Kelly develop the theoretical perspective and conceptual framework on which their analysis is based. They identify and discuss interrelationships of gender, democracy, and representative bureaucracy as well as the individual factors that promote and impede the career advancement of women. The findings of case studies undertaken in Arizona, Texas, Utah, and California are presented in separate chapters. Variables treated in the studies include career mobility, success, and satisfaction; employment behavior; perceptions of barriers to advancement; sources and types of support; domestic responsibilities and constraints; and childhood and professional socialization. The final section of the book summarizes the results of a separate study on work force trends, labor pool availability, and hiring and firing rates in 93 southwestern cities. Providing new information and a model for further research in the field, this book will be of interest for courses or independent work in women's studies, public policy, social change, political science, manpower studies, and public administration.

Debates have been heated and scholars accused of bringing forward stereotypical beliefs about women as the “fair” sex. Policy proposals for bringing more women to office have been criticized for promoting unrealistic quick-fix solutions to deeply rooted problems. This edited volume advances the knowledge surrounding the link between gender and corruption by including studies where the historical roots of corruption are linked to gender and by contextualizing the exploration of relationships, for example by distinguishing between democracies versus authoritarian states and between the electoral arena versus the administrative branch of government—the bureaucracy. Taken together, the chapters display nuances and fine-grained understandings. The book highlights that gender equality processes, rather than the exclusionary categories of “women” and “men”, should be at the forefront of analysis, and that developments strengthening the position of women vis-à-vis men affect the quality of government.

Book excerpt: The tenets of representative bureaucracy suggest that the composition of the bureaucracy should mirror the people it serves including women in order to influence the name, scope, and implementation of public policies. Women are still underrepresented in mid-to-upper management in male-dominated occupations. When women are under-represented in mid-to-upper levels of management in government, there are implications regarding representative bureaucracy. This study examined the career progression experiences of women who were successful in reaching mid-to-upper levels of management in male-dominated occupations in state government. Specifically, the study explored how women perceive various occupational factors including their rates of participation, experiences, gender, roles within the bureaucracy, interactions with their coworkers, leaders and organizational policies, personal influence, and decision-making abilities. The findings revealed that women experience various barriers to career progression in male-dominated occupations, but find mechanisms to navigate obstacles imposed by the negative consequences of tokenism. The findings indicate that although women have been successful in reaching mid-to-upper level management in male-dominated occupations, they do so in institutions, regional, district, field or offices with fewer overall employees where they have less opportunity to have influence on overall agency-wide policy decisions. The decision-making power is limited to implementation strategies of agency-wide policies within their smaller domains or geographical area of responsibility.

Book excerpt: The theory of representative bureaucracy has received much sustained attention over the past forty plus years, resulting in a wealth of scholarship that investigates the representativeness of public bureaucracies, the kinds of outputs they produce, and the link between these two things. We know that women are more likely to be found in low-level positions, that they are disproportionately located in certain agency types, and that factors such as political culture, region, private sector employment levels, and female political representation often affect their levels of passive representation in government bureaucracies (i.e. Bowling, Kelleher, Jones and Wright 2006; Selden 1997; Sigelman 1976; Saltzstein 1983, 1986). However, we know surprisingly less about the ways in which women behave in public bureaucracies, how they potentially socialize their colleagues to be gender sensitive, how they perceive and advocate for their clientele and constituents, and how they produce outputs that are either gender responsive or gender neutral. This paper attempts to fill this gap by fleshing out the role of gender consciousness, explaining how this concept promises a much richer understanding of the role gender plays in American public bureaucracies, and offering suggestions for empirically examining the various steps of the representative bureaucracy puzzle. I argue here that the study of gender and representative bureaucracy is extraordinarily complex and in need of more nuanced methodological approaches. I contend that part of the explanation here is that scholars have underestimated and misconstrued the role gender plays in creating policy outputs that benefit female clientele and constituents. Drawing heavily from the work of Sally Coleman Selden (1997) and her concept of the minority representative role, I encourage scholars to develop a similar measure to assess gender consciousness among male and female administrators. Because gender consciousness holds promise as an explanatory variable for understanding the linkage between descriptive and substantive representation, and because we know so very little about the mechanisms that connect attitudes to behavior, it is especially important to consider this linkage when investigating administrative behavior. Doing so will shed light on important questions in the representative bureaucracy literature.
