We tend to think that factors like education, income, and workforce participation are most important, but research has shown that they exert less influence than expected when it comes to women's attitudes and engagement. Scholars have begun to look more closely at how political context affects engagement. This book asks how contexts promote women's interest and connection to democracy, and it looks to Latin America for answers. The region provides a good test case as the institution of gender quotas has led to more recent and dramatic increases in women's political representation. Specifically, Magda Hinojosa and Miki Caul Kittilson argue that the election of women to political office--particularly where women's presence is highly visible to the public--strengthens the connections between women and the democratic process. For women, seeing more "people like me" in politics changes attitudes and orientations toward government and politics. The authors untangle the effects of gender quotas and the subsequent rise in women's share of elected positions, finding that the latter exerts greater impact on women's connections to the democratic process. Women citizens are more knowledgeable, interested, and efficacious when they see women holding elected office. They also express more trust in government and in political institutions and greater satisfaction with democracy when they see more women in politics. The authors look at comparative data from across Latin America, but focus on an in-depth case study of Uruguay. Here, the authors find that gender gaps in political engagement declined significantly after a doubling of women's representation in the Senate. The authors therefore argue that far-reaching gender gaps can be overcome by more equitable representation in our political institutions.

Given that all political parties today have men in a majority of leadership positions, male gatekeepers play a key part in women's representation. So, how are they responding to the increasing numbers of women who are seeking leadership roles in politics? In The Inclusion Calculation, Melody E. Valdini examines women's inclusion from the perspective of men in power and offers a novel approach to understanding differences in women's descriptive representation. This book argues that men facilitate women's entry into politics when women's presence promises to benefit public perception of a party, and therefore benefit male party leaders. One particularly disturbing implication of this argument is that leaders can increase the number of women in office as a quick and simple substitute for addressing real systemic failures in party organization. Valdini tests her hypotheses by looking at several political contexts around the world: the degree to which parties run more women after a corruption scandal, the number of women who are actually elected at such times, the adoption of gender quotas, and the appointment of women legislators in authoritarian regimes. Her findings suggest that we cannot yet celebrate recent increases in the number of women in office as a sign that we are nearing broad acceptance of gender equality. Further, these findings also suggest that one should question the tendency of scholars and international organizations to use women's presence in office as a measurement of good governance, as well as the tendency to encourage women to simply "lean in" to advance their careers. While it is certainly valuable to encourage women to run for office, it is equally important to understand the motivations of male power-holders. To that end, this book examines how men strategically feminize their political parties or government to retain control, demonstrating that a woman's selection as a candidate often depends on a man's perception of her value.

Drawing on personal interviews with over three-quarters of the women serving in the 114th Congress (2015-17), the authors analyze how these women navigate today's stark partisan divisions, and whether they feel effective in their jobs. Through first-person perspectives, A Seat at the Table looks at what motivates these women's legislative priorities and behavior, details the ways in which women experience service within a male-dominated institution, and highlights why it matters that women sit in the nation's federal legislative chambers. It describes the strategies women employ to overcome any challenges they confront as well as the opportunities available to them. The book examines how gender interacts with political party, race and ethnicity, seniority, chamber, and district characteristics to shape women's representational influence and behavior, finding that party and race/ethnicity are the two most complicating factors to a singular narrative of women's congressional representation.
