Although Southeast Asia boasts a higher incidence of women entrepreneurs compared to men, women-owned (WO) businesses tend to be smaller, have lower average sales, and have fewer employees. advances in disruptive technologies do not always translate into advances in gender equality, and to date there is limited research that has addressed women's participation or success on e-commerce platforms. This report seeks to close this knowledge gap with the first large-scale, sex-disaggregated analysis of e-commerce sellers in Southeast Asia and to shed light on the following key questions: (1) how are women entrepreneurs participating and performing in e-commerce?; (2) what are the opportunities and challenges for women entrepreneurs selling on e-commerce platforms?; and (3) is there a business case for e-commerce platforms to invest in women entrepreneurs? To answer these questions, the research team conducted in-depth interviews with sellers, as well as global and regional e-commerce experts; undertook surveys of representative samples of men and women sellers in Indonesia and the Philippines; and conducted an analysis of data from Lazada, one of the region's largest e-commerce platforms.

Book excerpt: This report is part of a broader work program on shaping a more positive narrative on regional integration in South Asia. It is a follow-up to a recent flagship report published by the South Asia Region of the World Bank, A Glass Half Full: The Promise of Regional Trade in South Asia. E-commerce is dramatically changing the way goods and services are transacted nationally, regionally, and globally. It facilitates international trade by reducing the cost of distance and remoteness and can be more inclusive of underrepresented groups such as women, small businesses, and rural entrepreneurs. Intraregional trade in South Asia is still below its potential, and the region lags behind other parts of the world in activating the potential benefits from e-commerce. Adopting a novel yet practical approach, this report explores how e-commerce can be boosted to deepen intraregional trade in South Asia. It examines the main transacting models in the digital space and the channels through which e-commerce helps reduce transactions costs for firms and consumers. It considers the regulations, as well as the regulatory gaps, affecting private sector participation in e-commerce, focusing on data privacy, consumer protection, delivery, cybersecurity, market-access regulations, and digital payments. Finally, the report presents recommendations for regulatory reforms that could enhance e-trade, especially in a regional context and as a possible platform for greater global engagement by South Asian firms. The scale of these recommendations ranges from the modest, such as allowing cross-border payments and streamlining the customs regime, to the more ambitious, such as allowing the operation of regional e-commerce platforms and liberalizing related cross-border logistics services.

Book excerpt: This report explores gender differences in entrepreneurship for micro, small, and medium enterprises (MSME) in Southeast Asia. It analyzes data from five Southeast Asian countries: Cambodia, Indonesia, Lao People's Democratic Republic (Lao PDR), Timor-Leste, and Vietnam, and reviews existing evidence from across the region. Using data from household and firm-level surveys, the report establishes stylized facts about gender gaps in participation in entrepreneurship and in business performance for two types of businesses: microbusinesses and small and medium enterprises (SME). Microbusinesses include businesses with less than 5 employees, and SMEs include businesses with between 5 and 100 employees. This study focuses on MSMEs because they account for 97 percent of all enterprises in Asia-Pacific Economic Cooperation countries and because the owner's gender may have a greater influence on the outcomes of MSMEs than large businesses, which are more likely to have multiple owners or be part of a larger corporation. After establishing stylized facts about gender gaps in entrepreneurship, the report employs various econometric. techniques to understand better the factors that are associated with these gaps. Finally, the report makes a case for policy action and presents a review of global evidence on how these factors are best addressed.
