The analyses were informed by the Programme of Action that was set out at the 1994 International Cairo Conference on Population and Development. The Programme of Action has a 20-year implementation time period, and the year 2004 was halfway through the 20 years. The year 2004 is also 30 years since the introduction of South Africa's National Family Planning Programme in 1975, which advanced the health rationale for fertility regulation. It is also twenty years after the introduction of the Population Development Programme in 1985, which emphasized the demographic rationale for fertility regulation. Book excerpt: In 1949 the German constitution set down the entitlement to equality for men and women in the Federal Republic of Germany in article 3. Until the late 1950s it was up to men to decide where to live and how to utilise families’ assets. Women were not permitted to decide on their participation in the labour market but had the duty to administer the household and help their husbands. When Angela Merkel became chancellor of Germany in 2005, she was not only one of the most influential politicians in the world but also one of the few female leaders who managed to break through the glass ceiling. Chancellor Merkel herself blocked Minister of Employment, Ursula von der Leyen’s attempt towards affirmative action. As a matter of fact Germany is lagging behind when it comes to women in leading positions. In 2010, only 0,9% of the leadership positions in the 100 largest German companies and 2,6% in the top 200 companies were held by women. (Holst & Wiemer, 2010) This is in stark contrast to the fact that at team-leader level in German companies, women represent 20% of the staff after representing almost 60% of university graduates. This underrepresentation, which illustrates the topic of this study, is especially difficult to understand since recent studies have shown a positive correlation between the proportion of women in management positions and companies’ performance, which made approximately 10% more in terms of profits with a balanced gender policy (Wiemer, 2010). As a consequence, Germany is facing a discussion on the introduction of a women’s quota for management positions in German companies. Currently there is a great debate going on concerning the pros and cons of a women’s quota.

Book excerpt: We discuss the evolution of the project-level Women’s Empowerment in Agriculture Index (pro-WEAI) from its initial launch in 2018 until early 2023. We explain the reasons motivating changes to the composition of pro-WEAI and the adequacy thresholds of several indicators and discuss the implications of both for the overall measurement of project impacts on women’s empowerment. We present supporting empirical results comparing projects’ impacts calculated using the abbreviated Women’s Empowerment in Agriculture Index (A-WEAI) (the predecessor to pro-WEAI with fewer indicators and less stringent indicator cut-offs), the pilot 12-indicator version of pro-WEAI, and the final, revised 10-indicator version of pro-WEAI, based on longitudinal data from six agricultural development projects in East and West Africa and South Asia as part of the Gender, Agriculture, and Assets Project, Phase 2 (GAAP2). In addition, we assess the sensitivity of the revised pro-WEAI to an alternative weighting scheme, namely inverse covariance weighting (ICW). Overall, we find that the revised pro-WEAI performs well: In comparison to A-WEAI, pro-WEAI—regardless of version—identifies larger and more frequently significant impact estimates, indicating that pro-WEAI is more sensitive to detecting project impacts on women’s empowerment than A-WEAI. And we find only minor differences in impact estimates produced using the 12-indicator, 10-indicator, or alternate weighting scheme versions of pro-WEAI. We conclude with reflections on six years of work on pro-WEAI during GAAP2.

Book excerpt: This report presents and compares old-age income provision rules with respect to the issue of equality between women and men in the current and future EU member states. The report focuses on 25 member states and, to the extent possible, on the recently acceded and candidate countries (Romania, Bulgaria, Turkey and Croatia). The report considers various aspects of the benefits, ranging from entitlement rules to minimum pensions, through to childcare credits and assistance for survivors. Overall, European countries adopt similar measures for ensuring adequate old-age income for women. The elimination of differentiated entitlement rules for standard and early retirement plays a key role in the reduction of the differences between men and women. In particular, this process means a faster increase in the minimum retirement age for women and different methods of encompassing childcare periods in the pension benefit formulas. In the long run, the higher employment rates of women and reduced wage disparities between men and women should lead to better individual pension rights for women, especially in defined contribution schemes, which have recently been introduced in some countries.

Book excerpt: Although the prevalence of anemia among women of reproductive age in Tanzania remains high, there have been documented improvements. It declined from 47.2% in 2004-05 to 40.1% 2010, but by 2016 it has risen again to 44.8%, according to the nationally representative Demographic and Health Surveys from those years. Women’s anemia can lead to many detrimental consequences, including decreased work productivity, mortality, postpartum hemorrhage, and adverse birth outcomes. Thus, it is important to document the factors that may have contributed to improvements in anemia status. Using a regression decomposition approach, which previously has been applied to identifying potential drivers of changes in stunting, we examine which improvements in the underlying determinants of anemia contributed to improvements in the overall prevalence of anemia among women of reproductive age in Tanzania. This study is the first known application of this methodology to understanding changes in the prevelance of anemia. Among all adult women, the largest contributers of change from factors we could include in our models were increases in wealth and education, use of hormonal contraceptives, and the decrease in the proportion of women who are currently pregnant or postpartum (i.e., from the decrease in fertility rates). Notably, use of hormonal contraceptives was least common among the poorest quintile. Additionally, change was attributable to reductions in infection, specifically fever and improvements in open defecation. Among older adolescent girls (15-19 years), the largest share in the improvements in anemia were attributable to education and wealth increases. Among postpartum women, we were limited by the sample size, but found that attending all four antenatal care visits and being administered medications to prevent malaria during pregnancy were important determinants of improved hemoglobin levels.
