Yet the debate about its nature as a historical phenomenon and its value as a term of historical analysis continues to rage with ever greater intensity, each major attempt to resolve it producing different patterns of support, dissent, and even hostility, from academic colleagues. Nevertheless, a number of developments since 1945 not only complicate the methodological and definitional issues even further, but make it ever more desirable that politicians, journalists, lawyers, and the general public can turn to "experts" for a heuristically useful and broadly consensual definition of the term. These developments include: the emergence of a highly prolific European New Right, the rise of radical right populist parties, the flourishing of ultra-nationalist movements in the former Soviet empire, the radicalization of some currents of Islam and Hinduism into potent political forces, and the upsurge of religious terrorism. Most monographs and articles attempting to establish what is meant by fascism are written from a unilateral authoritative perspective, and the intense academic controversy the term provokes has to be gleaned from reviews and conference discussions. The uniqueness of this book is that it provides exceptional insights into the cut-and-thrust of the controversy as it unfolds on numerous fronts simultaneously, clarifying salient points of difference and moving towards some degree of consensus. Twenty-nine established academics were invited to engage with an article by Roger Griffin, one of the most influential theorists in the study of generic fascism in the Anglophone world. The resulting debate progressed through two 'rounds' of critique and reply, forming a fascinating patchwork of consensus and sometimes heated disagreement. With the ability of the printed word to distribute new ideas, theologies and philosophies widely and cheaply, early-modern society was quick to recognise the importance of being able to control what was published. Whilst much has been written on censorship within Catholic lands, much less scholarship is available on how Protestant territories sought to control the flow of information. In this ground-breaking study, Allyson F. Creasman reassesses the Reformation's spread by examining how censorship impacted upon public support for reform in the German cities. Drawing upon criminal court records, trial manuscripts and contemporary journals – mainly from the city of Augsburg – the study exposes the networks of rumour, gossip, cheap print and popular songs that spread the Reformation message and shows how ordinary Germans adapted these messages to their own purposes. In analysing how print and oral culture intersected to fuel popular protest and frustrate official control, the book highlights the limits of both the reformers's influence and the magistrates's authority. The study concludes that German cities were forced to adapt their censorship policies to the political and social pressures within their communities – in effect meaning that censorship was as much a product of public opinion as it was a force acting upon it. As such this study furthers debates, not only on the spread and control of information within early modern society, but also with regards to where exactly within that society the impetus for reform was most strong.

Book excerpt: The reign of Kaiser Wilhelm II was a transitional period in German history when the traditions of the nineteenth century were coming into conflict with the emerging cultural, social, and political patterns of the twentieth century. The resulting tensions were clearly reflected in the period's leading satirical journals, Kladderadatsch and Simplicissimus. Both journals appealed to a diverse middle-class readership and attracted widespread attention through their flamboyant and sometimes scurrilous attacks on authority. Their satire, expressed through cartoons, anecdotes, verse, and fiction, ranged across nearly every aspect of German life and employed the talents of some of the period's most important writers and artists. That their purpose was essentially serious was shown by the frequent seizures of offending issues and the jail sentences meted out to satirists whose jabs struck too near home. Kladderadatsch, founded in Berlin in 1848, was liberal politically but generally mild in its social satire. It remained for Simplicissimus, founded in Munich in 1896, to launch a more radical critique of bourgeois culture. The primary target of both journals was the absurdities of an essentially weak monarchy personified in a Kaiser who seemed always to be "on stage." Simplicissimus, in addition, delighted in ridiculing a military establishment dominated by class, a repressive educational system, and a hypocritical religious hierarchy. Even the family came in for satirical treatment. Through the history of these two periodicals, Ann Taylor Allen demonstrates the uses of humor in a society that offered few effective outlets for dissent. She also provides important new insights into the role of popular journalism in this critical period.
