The husband and father died a long time ago, leaving his family behind without a source of income. The mother put food on the table by playing the piano in a local cinema. She saved money to buy a concession, land allocated by the French authorities to settlers. She put all her savings in it and the land proved to be impossible to cultivate because it is flooded by the ocean every year. The local French authorities knew it. Several families had already been allocated this piece of land and each of them was evicted because they couldn't pay their debts anymore. The Sea Wall denounces the corruption of the French civil servants sent there. They exploited the ignorance of settlers, making them pay higher than the market for bare land and then evicted the families without a second thought when they could cultivate the land and pay their debts.

It proposes green infrastructure as an adaptation strategy for climate change and biodiversity conservation. In the face of climate change, dams, levees and floodways built as disaster prevention facilities do not sufficiently function against extraordinary events such as mega-floods and tsunami disasters. To prevent those disasters and loss of biodiversity in various ecosystems, we should shift from conventional hard measures to more adaptive strategies using various functions that natural and semi-natural ecosystems provide. Green infrastructure is an interconnected network of waterways, wetlands, woodlands, wildlife habitats and other natural areas that support native species, maintain natural ecological processes, sustain air and water resources and contribute to the health and quality of life for communities and people. Green infrastructure has mainly been discussed from adaptation strategy perspectives in cities and urban areas. However, to protect cities, which are generally situated at downstream lower elevations, we explore the preservation and restoration of forests at headwater basins and wetlands along rivers from a catchment perspective. In addition, the quantitative examination of flood risk, biodiversity, and social-economic benefits described in this book brings new perspectives to the discussion. The aim of this book is to accelerate the transformative changes from gray-based adaptation strategies to green- or hybrid-based strategies to adapt to climate change. The book provides essential information on the structure, function, and maintenance of green infrastructure for scientists, university students, government officers, and practitioners.

Here, 1281 of the pre-tsunami population of 15000 were killed and 60% of houses destroyed. To make matters worse, the town’s administrative organs were completely obliterated, and fire ravaged the downtown area for three days, blocking external rescue attempts. Complete with vivid and detailed witness testimony collected by the author, the book traces the course of eighteen months from the day of the disaster, through the subsequent months of community life in the evacuation centers, onto the struggles between the citizens and local governments in formulating reconstruction plans. It particularly addresses community interactions within the post-disaster context, assessing the locals’ varying degrees of success in organizing emergency committees to deal with such tasks as clearing rubble, hunting down food and obtaining fuel, and inquiring into the sociological reasons for these differences. It also casts new light on administrative failings that significantly augmented the loss of human lives in the disaster, and are threatening to bring further damage through insistence on reconstruction centered on enormous sea walls, against local citizens’ wishes.
