He was also a co-founder of the short-lived National Federation of Labour Union the same year. In 1901, he was elected to the management committee of the new General Federation of Trade Unions and served on it until 1929; from 1913 he was its treasurer.

These trends have been especially pronounced in the European Union. There, as this book will argue, existing legislation governing public procurement presents obstacles to the use of public technology procurement as a means of stimulating and supporting technological innovation. Recently, however, there has been a gradual re-awakening of practical interest in such measures among policy-makers in the EU and elsewhere.
