The Kosovo Conflict and the surrounding events throughout the Balkans have repeatedly demonstrated that the European Union still lacks the political, judicial and military competencies in its collective approaches to security and foreign policy. Since its inception, the EU had been, and continues to be greatly dependent on its partner and ally, the United States. Hence, the EU was characterized with the Capability-Expectations Gap (CEP), stating that the international environment and the EU itself expect higher outcomes than it is actually capable of delivering. Consequently, the incidents within mainland Europe were accompanied by continuous efforts to improve their Common Foreign and Security Policy (CFSP). During the course of this paper I would like bring into view an objective assessment, in the application of the European Union’s collective approach to regional and international security, and the outreach of its common foreign policy objectives. I would (also) like to find out whether the presence and involvement of the EU and the US in Kosovo, is simply a method to impose stability and increase security in the region, whether a larger picture is emerging regarding the geopolitical positioning of both entities in Kosovo, or if their interventions are based on a well-functioning and genuine transatlantic cooperation which results in a successful outcome. Furthermore, the questions arise as to whether or not the EU will manage to close the Capability-Expectations Gap through its interventions in Kosovo and if it will finally establish itself as a coordinated institution that is capable of acting independently. And, if this would be the case, what notable developments would occur in EU-US relations? Would the perceptions of the developing world change significantly towards a friendlier and cooperative EU, and would the US’s view on the future interoperability with the EU come under more scrutiny? Binding Up the Wounds carries the story beyond V-E Day to describe what the author saw, heard, felt, and learned as a member of the American occupation army in the homeland of its defeated enemy. Standifer, who served in the 94th Infantry Division in western Germany, the Sudetenland, and Bavaria in the first year of occupation, chronicles that unique and chaotic time from the viewpoint of a typical GI. Germany was an epic landscape of human need, and cities lay in ruins. But the war was over, light and laughter were once again possible, and, as Standifer recalls, “we had a ball during that first year.” Among the things he experienced or witnessed were black-market operations large and small (American cigarettes served as a universal currency, and a few ounces of mess-hall grease or used coffee grounds were valuable commodities); the spectacle of gung-ho officers attempting to turn combat troops into spit-and-polish paraders; the exploitative games played between American soldiers and German women; a gut-wrenching visit to a displaced persons camp; and the difficulties involved in guarding captured soldiers who were no longer the enemy. Perhaps most revealing, and often surprising, are the attitudes Standifer discovered among ordinary Germans toward the war, the Nazis, the “Hitler times” in general—not only during the occupation, but also decades later when he revisited Germany and spoke with elderly survivors of those times. For there are really two voices telling the tale of Binding Up the Wounds. One is that of the combat-hardened but otherwise naive twenty-year-old who lived the experiences. The other is that of the author as retired college professor looking back over half a century and puzzling out what those experiences meant for himself, for America, and for human-kind.

Schubert finds that for many ordinary Angolans, the benefits of the post-conflict "New Angola," flush with oil wealth and in the midst of a construction boom, are few. The majority of the inhabitants of the capital, Luanda, struggle to make ends meet and live on under $2.00 per day. The "New Angola" as promoted by the ruling MPLA, Schubert contends, is an essentially urban, upwardly mobile, and aspirational project, premised on the acceptance of the regime’s political and economic dominance by its citizens. In the first ethnography of Angola to be published since the end of that country’s twenty-seven years of intermittent violent internal conflict in 2002, Schubert traces how Angolans may question and resist the system within an atmosphere of apparent compliance. Working the System will appeal to anthropologists and political scientists, urban sociologists, and scholars of African studies.

Book excerpt: Mixing—whether referred to as mestizaje, callaloo, hybridity, creolization, or multiculturalism—is a foundational cultural trope in Caribbean and Latin American societies. Historically entwined with colonial, anticolonial, and democratic ideologies, ideas about mixing are powerful forces in the ways identities are interpreted and evaluated. As Aisha Khan shows in this ethnography, they reveal the tension that exists between identity as a source of equality and identity as an instrument through which social and cultural hierarchies are reinforced. Focusing on the Indian diaspora in the Caribbean, Khan examines this paradox as it is expressed in key dimensions of Hindu and Muslim cultural history and social relationships in southern Trinidad. In vivid detail, she describes how disempowered communities create livable conditions for themselves while participating in a broader culture that both celebrates and denies difference. Khan combines ethnographic research she conducted in Trinidad over the course of a decade with extensive archival research to explore how Hindu and Muslim Indo-Trinidadians interpret authority, generational tensions, and the transformations of Indian culture in the Caribbean through metaphors of mixing. She demonstrates how ambivalence about the desirability of a callaloo nation—a multicultural society—is manifest around practices and issues, including rituals, labor, intermarriage, and class mobility. Khan maintains that metaphors of mixing are pervasive and worth paying attention to: the assumptions and concerns they communicate are key to unraveling who Indo-Trinidadians imagine themselves to be and how identities such as race and religion shape and are shaped by the politics of multiculturalism.
