Book FCO Performance and Finances 2011 12

Download or read book FCO Performance and Finances 2011 12 written by Great Britain: Parliament: House of Commons: Foreign Affairs Committee and published by The Stationery Office. This book was released on 2013-04-19 with total page 114 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Foreign Affairs Committee publishes a wide-ranging report on the work of the Foreign and Commonwealth Office (FCO) and two of its sponsored bodies, the BBC World Service and the British Council. It makes key recommendations on language skills for top diplomats, BBC World service funding and priorities, and funding for the British Council. For the FCO, the exclusion of foreign language skills and reliance purely on general management competencies creates the risk of credibility in respect of key diplomatic postings. The Committee finds it unacceptable that the World Service will not know its budget, priorities or objectives before the transition to licence fee funding and the new arrangements for oversight by the BBC Trust from April 2014. The British Council will struggle to deliver the UK's foreign policy objectives if cuts to grant funding from the FCO continue at a similar rate. The Committee recommends that the FCO should shield the British Council from the effect of any further cuts to the FCO budget in 2015-16.

Book The FCO s Human Rights Work 2011

Download or read book The FCO s Human Rights Work 2011 written by Great Britain: Parliament: House of Commons: Foreign Affairs Committee and published by The Stationery Office. This book was released on 2012-10-17 with total page 172 pages. Available in PDF, EPUB and Kindle. Book excerpt: It is inevitable that the UK will have strategic, commercial or security-related interests overseas which have the potential to conflict with its human rights work, says the Foreign Affairs Committee in a report published today. The Government should not be trying to assert that the two can co-exist freely: it should instead be explaining publicly its judgments on how to balance them in particular cases. The Committee's recommendation comes in the light of the FCO's decision not to designate Bahrain as a "country of concern" in its 2011 report on its human rights work, despite the repression of demonstrations in Bahrain in 2011. The Committee recommends that the criteria for designation should be based purely on assessments of human rights standards and should not be coloured by strategic or other considerations. The Committee also challenges the Government for being inconsistent in not taking a public stance on the Bahrain Grand Prix but boycotting group stage games at Euro 2012 in Ukraine. On rendition, the Committee finds that the protracted police investigations had an unacceptable impact on the work of the Gibson Inquiry and of relevant committees. The Government should explain why current investigations into claims of rendition made by two Libyans are expected to take so long. The Committee accepts that enough progress has been made in Burma to justify some relaxation of the EU's sanctions regime, but it says that Burma's human rights record remains seriously blemished. It recommends that the UK should call for better access to those still detained as political prisoners, and should press the Burmese authorities to allow independent observers to visit Rakhine state, to assess the extent to which the rights of the Rohingya minority are being respected.

Book HC 605 The FCO s Performance and Finances in 2013 14

Download or read book HC 605 The FCO s Performance and Finances in 2013 14 written by Great Britain. Parliament. House of Commons. Foreign Affairs Committee and published by The Stationery Office. This book was released on 2015 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: The cuts imposed on the FCO since 2010 have been severe and have gone beyond just trimming fat: capacity now appears to be being damaged. If further cuts are imposed, the UK's diplomatic imprint and influence would probably reduce, and the Government would need to roll back some of its foreign policy objectives. The FCO's budget is a tiny element of Government expenditure, but the FCO makes disproportionate contribution to policy making at the highest level, including decisions on whether to commit to military action. The next Government needs to protect future FCO budgets under the next Spending Review.

Book Climate Change and Agricultural Development

Download or read book Climate Change and Agricultural Development written by Udaya Sekhar Nagothu and published by Routledge. This book was released on 2016-07-15 with total page 339 pages. Available in PDF, EPUB and Kindle. Book excerpt: Two of the greatest current challenges are climate change (and variability) and food security. Feeding nine billion people by 2050 will require major efforts aimed at climate change adaptation and mitigation. One approach to agriculture has recently been captured by the widely adopted term of "Climate Smart Agriculture" (CSA). This book not only explains what this entails, but also presents practical on-the-ground studies of practices and innovations in agriculture across a broader spectrum, including agroecology and conservation agriculture, in less developed countries. It is shown that CSA is not a completely new science and a number of its recommended technologies have been used for some time by local farmers all over the world. What is relevant and new is ‘the approach’ to exploit their adaptation and mitigation potential. However, a major limitation is the lack of evidence-based knowledge that is necessary for policy makers to prepare strategies for adaptation and mitigation. This book assembles knowledge of CSA, agroecology and conservation agriculture, and perspectives from different regions of the world, to build resilient food systems. The first part analyzes the concept, opportunities and challenges, and provides a global perspective, drawing particularly on studies from Africa and Asia. The second part of the book showcases results from various studies linked to soil, water and crop management measures from an ongoing program in India as well as experiences from other regions. The third section assesses the needs for an enabling policy environment, mainstreaming gender and sime final recommendations for up-scaling and/or out-scaling innovations.

Book Managing Global Risks in the Urban Age

Download or read book Managing Global Risks in the Urban Age written by Yee-Kuang Heng and published by Routledge. This book was released on 2016-03-03 with total page 245 pages. Available in PDF, EPUB and Kindle. Book excerpt: The first full-length exposition of what it terms a global city-global risks nexus, this volume crosses disciplinary boundaries to draw upon research from Security Studies; Geography; Sociology; and Urban Studies. Innovative in its approach integrating theories about Global Cities with those positing a Global Risk Society, Yee-Kuang Heng positions this research in the midst of two concurrent global trends that will gain more significance in coming years. The world is experiencing the consequences of not only rapid globalisation, but also urbanization. In 2008, the UN declared that more than half the world’s population was now urban. At the same time, highly connected global cities like New York, London, Tokyo and Singapore also face rapidly spreading global risks such as pandemics and financial crises. Unique in developing a typology of global risks that threaten a global city like Singapore, beyond its Asian focus, the book also draws out thematic and policy lessons pertinent to other global cities. ’Global cities’ do not simply materialize. They are dependent on a range of stakeholders at various levels that produce and re-produce its command and control capabilities, in the face of global risks. Singapore’s experiences managing global risks in the financial; aviation; and maritime domains are common concerns shared by many countries and cities that have, or aspire to develop, similar critical infrastructure.

Book Biopolitics Governmentality and Humanitarianism

Download or read book Biopolitics Governmentality and Humanitarianism written by Volha Piotukh and published by Routledge. This book was released on 2015-04-10 with total page 178 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book critically analyses the changing role and nature of post-Cold War humanitarianism, using Foucault's theories of biopolitics and governmentality. It offers a compelling and insightful interpretation of the policies and practices associated with ‘new humanitarianism in general, as well as of the dynamics of two specific international assistance efforts: the post-2001 conflict-related assistance effort in Afghanistan and the post-2000 Chernobyl-related assistance effort in Belarus. The central argument of the book is that ‘new’ humanitarianism represents a dominant regime of humanitarian governing informed by globalising neoliberalism and is reliant on a complex set of biopolitical, disciplinary and sovereign technologies. It demonstrates that, while the purposes of humanitarian governing are specific to particular contexts, its promise of care is more often than not accompanied by sovereign and/or biopolitical violences. Making an important contribution to existing scholarship on humanitarian emergencies and humanitarian action, on biopolitics and governmentality, this book will be of much interest to students and scholars of humanitarianism, critical security studies, governmentality and International Relations generally.

Book Routledge Handbook of Transnational Organized Crime

Download or read book Routledge Handbook of Transnational Organized Crime written by Felia Allum and published by Routledge. This book was released on 2012-03-15 with total page 725 pages. Available in PDF, EPUB and Kindle. Book excerpt: Transnational organized crime crosses borders, challenges States, exploits individuals, pursues profit, wrecks economies, destroys civil society, and ultimately weakens global democracy. It is a phenomenon that is all too often misunderstood and misrepresented. This handbook attempts to redress the balance, by providing a fresh and interdisciplinary overview of the problems which transnational organized crime represents. The innovative aspect of this handbook is not only its interdisciplinary nature but also the dialogue between international academics and practitioners that it presents. The handbook seeks to provide the definitive overview of transnational organized crime, including contributions from leading international scholars as well as emerging researchers. The work starts by examining the origins, concepts, contagion and evolution of transnational organized crime and then moves on to discuss the impact, governance and reactions of governments and their agencies, before looking to the future of transnational organized crime, and how the State will seek to respond. Providing a cutting edge survey of the discipline, this work will be essential reading for all those with an interest in this dangerous phenomenon.
