Book excerpt: This thesis examines the possibility of Japanese rearmament using a comparative case study approach examining the periods 1870 to 1945 and 1945 to 1976. Major actors in each period are examined in order to understand the role they play and their views toward rearmament. For the period 1870 to 1945, the actors are the Emperor, the politicians, the military, the population, and the economic sector. During the later period, these same actors together with the American Occupation force are examined. The shift of political power and influence during each period is charted in order to determine any significant similarities between the two. An examination of the literature of both periods allows for additional similarities to be drawn. It is concluded that Japan probably will continue along a course of gradual conventional rearmament. Discussions of this topic generally follow the trend that Japan will find it extremely difficult to rearm massively given the psychological anti-military stance of her people, the limitations imposed by Article 9, and such other obstacles. However, at the same time, the real depth of these obstacles are not deeply considered, leaving the impression that if serious external or internal threat to Japan were to materialize, then Japan could somehow abandon her present course of gradual rearmament and pursue a course of massive rearmament. This study aims to show that the obstacles which Japan faces to massive rearmament are quite significant, not the type of obstacles which could be circumvented at will. These obstacles are deeply rooted in the Japanese historical experience and will continue to be significant factors affecting Japan's rearmament dilemma--how to provide for Japan's security, with or without massive armament.

Japan’s surrender did not mean that the Japanese and former imperial subjects would immediately disavow imperial ideology. The end of the Japanese empire unleashed unprecedented destruction and violence on the periphery. Lives were destroyed; names of cities altered; collaborationist regimes—which for over a decade dominated vast populations—melted into the air as policeman, bureaucrats, soldiers, and technocrats offered their services as nationalists, revolutionaries or communists. Power did not simply change hands swiftly and smoothly. In the chaos of the new order, legal anarchy, revenge, ethnic displacement, and nationalist resentments stalked the postcolonial lands of northeast Asia, intensifying bloody civil wars in societies radicalized by total war, militarization, and mass mobilization. Kushner and Levidis’s volume follows these processes as imperial violence reordered demographics and borders, and involved massive political, economic, and social dislocation as well as stubborn continuities. Book excerpt: The problem of trade imbalance between the United States and Japan persists, and the voices that demand Japan's greater role in defense burdensharing become more frequent and intense. Congress is again introducing a resolution that requires the president to enter into negotiations with Japan to increase its defense budget from about 1 percent of GNP to 3 percent. Japan, therefore, faces serious challenges. The anticipated economic slowdown in Japan and rising domestic problems will adversely impact Japan's quality of life. Thus, Japan's defense efforts become an even more serious issue by having to continue to rely on the United States to provide security and stability in Northeast Asia. Japan's attempt to increase its share of defense burden faces strong opposition in Japan as well as in other Asian nations. The Japanese, in general, do not perceive the Soviet threat to be real despite the presence of large Soviet forces just off Japan. Additionally, the Japanese argue that any attempt at rearming is prohibited by the Constitution imposed by the United States after World War II. Furthermore, some state that the current level of Japan Self-Defense Forces represents a balance between the dictates of the Constitution and the need to defend Japan against a small-scale attack--any increase in their military capability amounts to rearming. Other Asian nations remain fearful of Japan's rise toward military power and object to any attempt of Japan playing a greater military role in Asia. Negotiating, then, for a much greater role in defense burden-sharing will be difficult.
