New estimates, from the global, economy-wide numerical simulation model known as Global Trade Analysis Project (GTAP), of the likely changes in agricultural and other product prices as a result of WTO accession, are drawn on to examine empirically the real income implications of China's WTO accession. The results suggest farm-nonfarm income inequality may well rise within China but rural-urban income inequality need not. The article concludes with some policy suggestions for alleviating any pockets of farm household poverty that may emerge as a result of WTO accession.

The book also explores the paradigm that has underpinned the organisation and development of China’s agriculture from ancient times to the present day. This shows the importance of balancing in the Chinese model as compared to the one-sided imposition of continual modernization in the western model. Since China's accession to the WTO, China agricultural exports have increased by 8 percent annually while imports have risen by almost twice that rate. China has become the world's largest importer of agricultural products and the first or second largest destination for many of the world's top agricultural exporters such as the US, Brazil, Australia, New Zealand, Canada and Argentina. This paper examines the evolution of China's agricultural trade since accession and discusses how agricultural trade policy and domestic support policies have evolved, with particularly emphasis on China's experience as complainant and respondent in WTO trade disputes.

Book excerpt: The overall goal of our paper is to understand how WTO will affect the agriculture sector in China. To accomplish this goal we have two specific objectives. First, we seek to provide measures of the distortions in China's agricultural sector at a time immediately prior to the nation's accession to WTO. Second, we seek to assess how well integrated China's markets are in order to understand which areas of the country and which segments of the farming population will likely be isolated from or affected by the changes that WTO will bring. Ultimately, with a knowledge of the size and magnitude of the impacts, researchers will be better able to begin working on understanding how the policies that WTO will impose on China will change the gap between the domestic and international price and affect imports and exports, domestic production and production, income and poverty. To meet these objectives, the rest of the paper is organized as following. First we will seek to provide a context for our analysis of the current distortions that affect China's agriculture. Second, after briefly discussing our data and way of collecting information for calculating the gap in prices between international and domestic markets, we present measures of NPRs for a set of commodities for China. The next section then discusses how these distortions should be expected to change as China implements its WTO obligations and gains access (or not) to the promises that were made to it. The fourth section of the paper then analyzes the transmission of prices through the economy. The final section discusses the implication of our findings.

It argues that while short-run employment losses may occur, in the longer term China will be able to generate additional employment particularly in the tertiary sectors; and that it can maintain its comparative advantage in labour-intensive exports by relocating production from high-cost coastal areas to the hinterland with abundant supply of cheap labour. It also argues that, although China is likely to benefit in the long run, in the short and medium term China is likely to face enormous problems, including increased unemployment as weaker links cease to be protected by tariffs, and the problem of restructuring state-owned enterprises.

During the 1960s and 1970s, most developing countries imposed pro-urban and anti-agricultural policies, while many high-income countries restricted agricultural imports and subsidized their farmers. Both sets of policies inhibited economic growth and poverty alleviation in developing countries. Although progress has been made over the past two decades to reduce those policy biases, many trade- and welfare-reducing price distortions remain between agriculture and other sectors and within the agricultural sector of both rich and poor countries. Comprehensive empirical studies of the disarray in world agricultural markets appeared approximately 20 years ago. Since then, the Organisation for Economic Co-operation and Development had provided estimates each year of market distortions in high-income countries, but there have been no comparable estimates for the world's developing countries. This volume is the third in a series (other volumes cover Africa, Europe's transition economices, and Latin America and the Caribbean) that not only fills that void for recent years but extends the estimates in a consistent and comparable way back in time and provides analytical narratives for scores of countries that shed light on the evolving nature and extent of policy interventions over the past half-century. 'Distortions to Agricultural Incentives in Asia' provides an overview of the evolution of distortions to agricultural incentives caused by price and trade policies in the 12 largest economies of East and South Asia. Together these countries constitute more than 95 percent of the region's population, agricultural output, and overall GDP. Sectoral, trade, and exchange rate policies in the region have changed greatly since the 1950s, and there have been substantial reforms since the 1980s, most notably in China and India. Nonetheless, numerous price distortions in this region remain and others have added in recent years. The new empirical indicators in these country studies provide a strong evidence-based foundation for assessing the successes and failures of the past and for evaluating policy options for the years ahead.
