Book excerpt: The 2010 State of the Forest report (SOF) benefited from financial support from the European Union, the United States, Germany, France and UNESCO. It represents the collaborative effort of over 100 individuals from a diversity of institutions and the forestry administrations of the Central African countries. The SOF process began with the selection and definition of indicators relevant to monitoring the state of forests in Central Africa. The indicators are structured around three thematic areas: (i) forest cover; (ii) management of production forests; and (iii) conservation and biodiversity. They are presented in a hierarchical structure at the regional, national and management unit (i.e. logging concessions and protected areas) levels. The indicators were vetted by a representative panel of stakeholders of forest management in Central Africa. The indicators are used to guide an annual data collection process carried out between April and August by national groups of four to ten individuals working within the forestry administrations. The data reported on in the 2010 SOF were primarily collected in 2009 and 2010. Results were validated in national workshops attended by government officials as well as representatives of environmental NGOs, the private sector and development projects. The data provided an important basis for the authors of the 11 chapters of the 2010 SOF, which were under the coordination of a scientific committee of international renown. A final workshop was held 29-30 March, 2011 in Douala to review a draft report. Following amendments based on comments from a wide audience of experts the final layout was completed.

Book excerpt: Beargrass (Xerophyllum tenax (Pursh) Nutt.) is a source of food, habitat, and raw material for animals, pollinating insects, and people across its range in the western United States. The plant has long been used by Native Americans, who harvest the leaves for basketry and other crafts. More recently, beargrass has become an important component of international trade for the commercial floral greens industry. Changes in natural and anthropogenic disturbances are occurring within the range of beargrass, including fire frequency and severity, plant harvest intensity, and land use. This report documents how changes in disturbance patterns might affect beargrass and its associated ecosystem diversity, identifies gaps in knowledge or potential conflicts in human use, and records quantitative and qualitative information on the natural and cultural history of beargrass. We list and discuss some key sociocultural, environmental, and economic issues that relate to managing beargrass and the forested ecosystems in which it grows. These include a lack of information on the main factors affecting beargrass reproduction and persistence, including the importance of pollinators and light environment on plant fitness; differences in desired leaf properties sought by traditional and commercial harvesters; and inconsistent documentation on the volume and properties of harvested beargrass in total and by harvester group. Future research needs include advancing knowledge of the effects of human and natural disturbances on the plant and its habitat, including silvicultural practices, leaf harvest practices, and fire (both prescribed and wild).

Book excerpt: Kenya is one of about 42 African countries which have enacted framework environmental laws. 14 January 2000 was the Date of Commencement of the Environment Management and Co-ordination Act (EMCA) after its adoption in December 1999 and receipt of Presidential Assent on 6 January 2000. From that date, all sectoral laws were expected to be reviewed or amended to ensure consistency with the requirements of EMCA. Under Section 148 of EMCA: "Any written law, in force immediately before the coming into force of this Act, relating to the management of the environment shall have effect subject to modification as may be necessary to give effect to this Act, and where the provisions of any such law conflict with any provisions of this Act, the provisions of this Act shall prevail". This book is an appraisal of the extent to which this provision has been implemented. It critically analyses environmental law in Kenya with a view to identifying the convergences and divergences between select sectoral laws and EMCA. The ultimate objective is to support internal harmonization of the corpus of environmental law in Kenya.
