Some respond that the European Union should not bend to Russia's acts of aggression. Others blame the allegedly exclusionary and expansive nature of the Euro-Atlantic organizations for the conflict. This paper embeds these competing narratives in the functional approach of David Mitrany, specifically in his two distinctive forms of regional integration, one exclusive and one inclusive. At the same time, however, the paper cautions against drawing simplified conclusions based on the parallels between Mitrany's ideal types of regional integration and contemporary arguments about the place of Russia in European security governance. Indeed, a more inclusive approach to Russia can potentially be beneficial for European security order, but there are more problems with this vision than simply the short-sightedness of western institutions. Unfortunately, Mitrany's functional approach does not offer immediate solutions to these problems.

The author shows how the core tenets of integration theories developed after World War I, particularly how they viewed territoriality and geopolitical boundaries, remain as relevant today as they were almost 100 years ago.

The Russian invasion of Ukraine in February 2022 has largely been viewed as an extraordinary resilience test for the EU. The war has unleashed multiple crises ranging from security and asylum to energy and the economy, in turn raising questions not only on how the EU can ensure the resilience of its eastern partners, but also questions existential to the EU, such as institutional and policy reform, further EU enlargement and the EU's role in a rapidly changing global context of polarisation and fragmentation. The chapters in this edited volume draw on a diversity of original conceptual and theoretical frameworks that are combined with an empirical analysis of often overlooked dimensions of EU’s policy towards the EaP countries, drawing on the original data collected by the authors, including the semi-structured interviews. In light of the aforementioned challenges, the chapters to this book have only increased in relevance, pointing to pathways and opportunities for the EU to strengthen the resilience of its eastern partners and its own resilience in the future, and inviting policy-makers and scholars to reflect on potential pitfalls, contradictions and limitations of EU resilience-building. This book will be beneficial to students, scholars and academics interested in European Studies, Politics and International Security. It considers scales from universal history to meso-regional (i.e. Balkans, Central Europe, etc.) perspectives. In the form of a reader, it displays 18 historical studies written between 1900 and 1943. The collection starts with the French and German methodological discussions around the turn of the twentieth century, stemming from the effort to integrate history with other emerging social sciences on a comparative methodological basis. The volume then turns to the question of structural and institutional comparisons, revisiting various historiographical ventures that tried to sketch out a broader (regional or European-level) interpretative framework to assess the legal systems, patterns of agrarian production, and the common ethnographic and sociocultural features. In the third part, a number of texts are presented, which put forward a supra-national research framework as an antidote to national exclusivism. While in Western Europe the most obvious such framework was pan-European, in East Central Europe the agenda of comparison was linked usually to a meso-regional framework. The studies are accompanied by short contextual introductions including biographical information on the respective authors.

From emergency lending to macro-economics, border management to Brexit, policies are pursued unconventionally and as measures of last resort. This book investigates the nature, rise, and implications of this politics of emergency as it appears in the transnational setting. As the author argues, recourse to this method of rule is an expression of the deeper weakness of executive power in today's Europe. It is how policy-makers contend with rising socio-economic power and diminishing representative ties, seeking fall-back authority in the management of crises. In the structure of the EU they find incentives and few impediments. Whereas political exceptionalism tends to be associated with sovereign power, here it is power's diffusion and functional disaggregation that spurs politics in the emergency mode. The effect of these governing patterns is not just to challenge and reshape ideas of EU legitimacy rooted in constitutionalism and technocracy. The politics of emergency fosters a counter-politics in its mirror image, as populists and others play with themes of necessity and claim the right to disobedience in extremis. The book examines the prospects for democracy once the politics of emergency takes hold, and what it might mean to put transnational politics on a different footing.
