Noted historian Lawrence Sondhaus shows how the undersea campaign, intended as an antidote to Britain’s more conventional blockade of German ports, ultimately brought the United States into the war. Although the German people readily embraced the argument that an “undersea blockade” of Britain enforced by their navy’s Unterseeboote (U-boats) was the moral equivalent of the British navy’s blockade of German ports, international opinion never accepted its legitimacy. Sondhaus explains that in their initial, somewhat confused rollout of unrestricted submarine warfare in 1915, German leaders underestimated the extent to which the policy would alienate the most important neutral power, the United States. In rationalizing the risk of resuming the unrestricted campaign in 1917, they took for granted that, should the United States join the Allies, German U-boats would be able to stop the transport of an American army to France. But by bringing the United States into the war, while also failing to stop the deployment of its troops to Europe, unrestricted submarine warfare ultimately led to Germany’s defeat. Because US manpower proved decisive in breaking the stalemate on the Western Front and securing victory for the Allies, Sondhaus argues that Germany’s decision to stake its fate on the U-boat campaign ranks among the greatest blunders of modern history.

Book excerpt: The effectiveness of the German and United States submarine campaigns during World War II is compared by analyzing the genesis of each campaign, the commitment to each and the effort to overcome the losses imposed by submarine warfare. This comparison highlights one aspect of the strategic and operational consequences of conflict with an adversary able to build and maintain a superior industrial base in support of the military effort. This analysis places primary focus on German U-boat efforts in the Battle of the Atlantic and the U.S. submarine efforts in the Western Pacific. Ultimately, the overriding factor in the outcomes of both campaigns was the ability of the United States to produce more ships than the Germans could sink, to build more submarines than the Japanese could sink, and to sink more Japanese ships than the Japanese could build. As a result, the United States was able to sustain its' total military effort against Germany; Japan was not able to sustain its efforts in the Pacific. With the present U.S. requirement for trans-oceanic logistics for force projection, the lessons of WWII should remind us not to downplay the threat of adversarial submarines or to continue to lose the ability to muster a credible shipbuilding industry in the event of mobilization.Before commencing a military operation, War College doctrine advises review of four basic questions. First, what military condition must be produced in the theater of war or operations to achieve the strategic goal; Second, what sequence of actions is most likely to achieve that condition; Third, how should the resources of the force be applied to accomplish that sequence of actions and; finally, what is the likely cost or risk to the joint force in performing that sequence of operations. Both Germany and Japan needed to ask these questions as they sought to expand their empires through regional conflicts prior to United States' entry into World War II. Both recognized the criticality of sea lines of communications to achieve their strategic goals - Germany to defeat Britain and Japan to sustain its' own war effort and economy. Both also recognized the risks of provoking the United States into entering the war against them, yet both, when war with the United States did occur, had done little to overcome those risks. Once the United States entered the war, neither Germany of Japan could counter the U.S. industrial might economically or through direct or indirect military efforts. The submarine campaign that the United States carried out in the Pacific against Japan was instrumental in bringing Japan to defeat. Germany's U-boat campaign in the Atlantic against U.S. and Allied shipping was thwarted. Numerous reasons, including leadership, tactics, and technology have all been cited as causes of respective success and failure. These are all valid. Ultimately, however, both campaigns came down to wars of attrition. When the final counts are analyzed, the U.S. simply built more merchant ships than the German U-boats could sink; U.S. submarines sank more merchant ships than the Japanese could build and built more submarines than the Japanese could sink.

Using new technology - and new tactics derived from scientific methods - they devised countermeasures to defeat the German submarine menace. Then, continuing to apply those successful measures, they went on to negate the Japanese submarine threat in the Pacific. The author cites the crucial role of civilian scientists - the "outsiders" - who worked with military staffs and operational commanders of the campaign at sea. Their open minds and objective methods were essential for the application of such tactical advances as sonar and radar, acoustic torpedoes, depth finders, and code breaking to the battle. As this study illustrates, the importance of such timely and innovative cooperation among scientists, the research and development community, and military commanders in bringing technological knowledge to bear for operational and strategic advantage cannot be overstated. Book excerpt: In its decision of 7 December 1941 to adopt a policy of unrestricted submarine warfare--the destruction of all vessels entering a designated war zone--the United States not only dramatically reversed its previous foreign policy position of defending freedom of the seas but in doing so adopted a policy that had been one of the chief provocations for U.S. entry into World War I against Germany. Janet M. Manson contends that this decision also proved to be a watershed in U.S. foreign policy because it provided the precedent and rationale for using advanced weapons technology against noncombatants. Incorporating previously unavailable historical materials that have only recently been released through U.S. archives and compiling much information available only in archives and libraries in West Germany, this groundbreaking study provides multinational perspectives based on multiarchival research. Manson carefully considers the complex historical, political, economic, legal, and military rationale for the decision. Detailed examinations of the discourse on submarine warfare among various governmental departments and sub-departments provide not only a more accurate account of the decisionmaking process involved in these events but also reveal the crucial influence of World War I precedent on World War II practice: The U.S. relied heavily on German submarine practice in both world wars in reaching its decision to implement unrestricted submarine warfare. Manson argues that although U.S. and German systems of government and foreign policy objectives were completely different, a similar rationale prompted their adoption of unrestricted submarine warfare. Seven chapters range chronologically from Germany's use of unrestricted submarine warfare during World War I to the American decision to adopt that policy in 1941. The final chapter identifies the implications and consequences of the decisions.
