Book excerpt: Gray zone warfare, also known as irregular warfare, political warfare, hybrid warfare, asymmetric warfare, and unconventional warfare, is increasingly becoming the norm. It is a significant concern today, threatening U.S. national security as well as the security of U.S. allies and partners. Despite its population's immense capacity for creativity and innovation, the United States is losing this war. The Department of Defense (DoD) has historically led the gray zone war fight with assistance from other Federal agencies. However, it cannot require other agencies to engage, and it cannot be aware of all of the effective tools available across the whole-of-government, nor can it know how its proposed way forward may conflict with approaches made by other agencies. This monograph provides an assessment of the gray zone tactics used against the most active U.S. adversaries, and builds the case for requiring U.S. Federal agencies to request that the Deputy National Security Advisor convene a National Security Council/Deputies Committee (NSC/DC) meeting whenever any Federal agency deems a gray zone approach to an international issue is appropriate. It also recommends that a standing National Security Council/Policy Coordination Committee (NSC/PCC) for gray zone solutions be developed, with sub-NSC/PCCs for each of the most active adversaries so that experts can be quickly assembled in times of crisis.

Russian operations span the spectrum from covert information operations intended to influence political opinion to overt deployment of military forces for unconventional warfare designed to dominate civilian populations. We cannot afford to understate its importance or ignore its lessons. The commander of United States European Command [EUCOM], General Scaparrotti, characterized the Russian operations in Crimea as activities short of war or, commonly referred to [as] the "gray zone." The Russian influence campaign and unconventional warfare efforts in Ukraine contain all the hallmarks of the gray zone operations: ambiguity of attribution, indirect approach, and below the threshold of open conflict. Russia's gray zone activities in Crimea are important for us to review, and unique because it was an influence campaign of propaganda and disinformation, culminating in the employment of Russian special operations forces on the sovereign territory of Ukraine. General Scaparrotti [has also] stated that Russia is using a range of military and nonmilitary tools to, "undermine the international system and discredit those in the West who have created it." The idea of operating gradually and somewhat covertly to remain below key thresholds of response is hardly new. Many approaches being used today -- such as support for proxy forces and insurgent militias -- have been employed for millennia. The monograph argues that the emergence of this more coherent and intentional form of gray zone conflict is best understood as the confluence of three factors. Understood in this context, gray zone strategies can be defined as a form of conflict that pursues political objectives through integrated campaigns; employs mostly nonmilitary or nonkinetic tools; strives to remain under key escalatory or red line thresholds to avoid outright conventional conflict; and moves gradually toward its objectives rather than seeking conclusive results in a relatively limited period of time. Book excerpt: In an increasingly contested Indo-Pacific, the United States, Australia and their regional allies and partners face a myriad of strategic challenges that cut across every level of the competitive space. Driven by China’s use of multidimensional coercion in pursuit of its aim to displace the United States as the region’s dominant power, a new era of strategic competition is unfolding. At stake is the stability and character of the Indo-Pacific order, hitherto founded on American power and longstanding rules and norms, all of which are increasingly uncertain. The challenges that Beijing poses the region operate over multiple domains and are prosecuted by the Chinese Communist Party through a whole-of-nation strategy. In the grey zone between peace and war, tactics like economic coercion, foreign interference, the use of civil militias and other forms of political warfare have become Beijing’s tools of choice for pursuing incremental shifts to the geostrategic status quo. These efforts are compounded by China’s rapidly growing conventional military power and expanding footprint in the Western Pacific, which is raising the spectre of a limited war that America would find it difficult to deter or win. All of this is taking place under the lengthening shadow of Beijing’s nuclear modernisation and its bid for new competitive advantages in emerging strategic technologies. Strengthening regional deterrence and counter-coercion in light of these challenges will require the United States and Australia — working independently, together and with their likeminded partners — to develop more integrated strategies for the Indo-Pacific region and novel ways to operationalise the alliance in support of deterrence objectives. There is widespread support for this agenda in both Washington and Canberra. As the Trump administration’s 2018 National Defense Strategy makes clear, allies provide an “asymmetric advantage” for helping the United States deter aggression and uphold favourable balances of power around the world. Australia’s Minister for Defence Linda Reynolds mirrored this sentiment in a major speech in Washington last November, observing that “deterrence is a joint responsibility for a shared purpose — one that no country, not even the United States, can undertake alone.” Forging greater coordination on deterrence strategy within the US-Australia alliance, however, is no easy task, particularly when this undertaking is focussed on China’s coercive behaviour in the Indo-Pacific. Although Canberra and Washington have overlapping strategic objectives, their interests and threat perceptions regarding China are by no means symmetrical. Each has very different capabilities, policy priorities and tolerance for accepting costs and risks. Efforts to operationalise deterrence must therefore proceed incrementally and on the basis of robust alliance dialogue. To advance this process of bilateral strategic policy debate, the United States Studies Centre and Pacific Forum hosted the second round of the Annual Track 1.5 US-Australia Deterrence Dialogue in Washington in November 2019, bringing together US and Australian experts from government and non-government organisations. The theme for this meeting was “Operationalising Deterrence in the Indo-Pacific,” with a focus on exploring tangible obstacles and opportunities for improving the alliance’s collective capacity to deter coercive changes to the regional order. Both institutions would like to thank the Australian Department of Defence Strategic Policy Grants Program and the US Defense Threat Reduction Agency for their generous support of this engagement. Soleimani was so effective in expanding Iranian power in the Middle East that Washington targeted him for assassination. Zhang Youxia presents the most alarming challenge because China has more power and potential at its disposal. Drawing on interviews with dozens of US military, diplomatic, and intelligence officials, as well as hundreds of documents translated from Russian, Farsi, and Mandarin, Jones shows how America’s rivals have bloodied its reputation and seized territory worldwide. Instead of standing up to autocratic regimes, Jones demonstrates that the United States has largely abandoned the kind of information, special operations, intelligence, and economic and diplomatic action that helped win the Cold War. In a powerful conclusion, Jones details the key steps the United States must take to alter how it thinks about—and engages in—competition before it is too late.
