It provides a valuable ranking of U.S. interests, and calls for a firm commitment from the Obama administration to seek denuclearization of the Korean peninsula, backed by a combination of sanctions, incentives, and sustained political pressure, in addition to increased efforts to contain proliferation. It notes that China's participation in this effort is vital. Indeed, the report makes clear that any hope of North Korea's dismantling its nuclear program rests on China's willingness to take a strong stance. For denuclearization to proceed, China must acknowledge that the long-term hazard of a nuclear Korea is more perilous to it and the region than the short-term risk of instability. The report also recognizes that robust relations between Washington and its allies in the region, Japan and South Korea, must underpin any efforts to deal with the North Korean problem. It looks as well at regime change and scenarios that could lead to reunification of the peninsula. At the same time that the Task Force emphasizes the danger and urgency of North Korea's behavior, it recognizes and applauds the beneficial U.S. relationship with South Korea, which has proved to be a valuable economic and strategic partner. In this vein, the Task Force advocates continued close coordination with Seoul and urges prompt congressional passage of the U.S.-South Korea free trade agreement.

In Top-Down Democracy in South Korea, Erik Mobrand documents another part – the elite-led design and management of electoral and party institutions. Even as the country left authoritarian rule behind, elites have responded to freer and fairer elections by entrenching rather than abandoning exclusionary practices and forms of party organization. Exploring South Korea’s political development from 1945 through the end of dictatorship in the 1980s and into the twenty-first century, Mobrand challenges the view that the origins of the postauthoritarian political system lie in a series of popular movements that eventually undid repression. He argues that we should think about democratization not as the establishment of an entirely new system, but as the subtle blending of new formal rules with earlier authority structures, political institutions, and legitimizing norms.

Although the post–Korean War years are commonly remembered as a time of crisis and disarray, Charles Kim contends that they also created a formative and productive juncture in which South Koreans reworked pre-1945 constructions of national identity to meet the political and cultural needs of postcolonial nation-building. He explores how state ideologues and mainstream intellectuals expanded their efforts by elevating the nation’s youth as the core protagonist of a newly independent Korea. By designating students and young men and women as the hope and exemplars of the new nation-state, the discursive stage was set for the remarkable outburst of the April Revolution in 1960. Kim’s interpretation of this seminal event underscores student participants’ recasting of anticolonial resistance memories into South Korea’s postcolonial politics. This pivotal innovation enabled protestors to circumvent the state’s official anticommunism and, in doing so, brought about the formation of a culture of protest that lay at the heart of the country’s democracy movement from the 1960s to the 1980s. The positioning of women as subordinates in the nation-building enterprise is also shown to be a direct translation of postwar and Cold War exigencies into the sphere of culture; this cultural conservatism went on to shape the terrain of gender relations in subsequent decades. A meticulously researched cultural history, Youth for Nation illuminates the historical significance of the postwar period through a rigorous analysis of magazines, films, textbooks, archival documents, and personal testimonies. This volume analyzes the economic, social, and political challenges that emerging states confront today. Notwithstanding the growing importance of the ‘emerging states’ in global affairs and governance, many problems requiring immediate solutions have emerged at home largely as a consequence of the rapid economic development and associated sociopolitical changes. The middle-income trap is a major economic challenge faced by emerging states. This volume regards interest coordination for technological upgrading as crucial to avoid the trap and examines how various emerging states are grappling with this challenge by fostering public-private cooperation, voluntary associations of market players, and/or social networks. Social disparity is another serious problem. It is deeply rooted in history in the emerging states such as South Africa and many Latin American countries. However, income distribution is recently deteriorating even in East Asia that was once praised for its high economic growth with equity. Increasing pressure for political opening is another challenge for emerging states. This volume argues that the economic, social, and political problems are interwoven in the sense that the emerging states need to build political consensus in order to tackle the economic and social difficulties. Democratic institutions have not always been successful in this respect.
