Book excerpt: Martin Luther King’s 1965 address from Montgomery, Alabama, the center of much racial conflict at the time and the location of the well-publicized bus boycott a decade earlier, is often considered by historians to be the culmination of the civil rights era in American history. In his momentous speech, King declared that segregation was “on its deathbed” and that the movement had already achieved significant milestones. Although the civil rights movement had won many battles in the struggle for racial equality by the mid-1960s, including legislation to guarantee black voting rights and to desegregate public accommodations, the fight to implement the new laws was just starting. In reality, King’s speech in Montgomery represented a new beginning rather than a conclusion to the movement, a fact that King acknowledged in the address. After the Dream: Black and White Southerners since 1965 begins where many histories of the civil rights movement end, with King’s triumphant march from the iconic battleground of Selma to Montgomery. Timothy J. Minchin and John Salmond focus on events in the South following the passage of the 1964 Civil Rights Act and the 1965 Voting Rights Act. After the Dream examines the social, economic, and political implications of these laws in the decades following their passage, discussing the empowerment of black southerners, white resistance, accommodation and acceptance, and the nation’s political will. The book also provides a fascinating history of the often-overlooked period of race relations during the presidential administrations of Ford, Carter, Reagan, and both George H. W. and George W. Bush. Ending with the election of President Barack Obama, this study will influence contemporary historiography on the civil rights movement.

Book excerpt: In response to a congressional request, GAO: (1) provided information on the Commission on Civil Rights' publications; and (2) compared the published output of the present Commission to that of the former Commission. GAO found that: (1) the Commission's yearly publications output declined from a yearly average of 51 to 13; (2) of the 357 publications it reviewed, the present Commission issued only 37; and (3) the present Commission issued only 1 statutory report to Congress, compared to 27 issued by the former Commission. GAO also found that: (1) the publications the Commission issued from 1978 through 1986 were related to the Commission's general responsibilities; (2) although some of the publications addressed allegations concerning voting rights or voting fraud, the Commission did not initiate them in response to written allegations made under oath, as required by statute; and (3) the largest decline in publications was in state advisory committee reports. GAO also noted a general decline in the Commission's staff and budget.

In the last few decades, advances in technology and shifts in labor and farming policy have altered the way of life for tobacco farmers: family farms have largely been replaced by large-scale operations dependent on hired labor, much of it from other shores. However, the mechanical harvester and the H-2A guestworker did not put an end to tobacco culture but rather sent it in new directions and accelerated the change that has always been part of the farmer’s life. In When Tobacco Was King, Evan Bennett examines the agriculture of the South’s original staple crop in the Old Bright Belt—a diverse region named after the unique bright, or flue-cured, tobacco variety it spawned. He traces the region’s history from Emancipation to the abandonment of federal crop controls in 2004 and highlights the transformations endured by blacks and whites, landowners and tenants, to show how tobacco farmers continued to find meaning and community in their work despite these drastic changes.

Historical references cover the long history of racism, while the heightened awareness and activity of the recent past is also addressed in detail. In addition to works that fit the narrow definition of racism as a mode of oppression or group denial of rights based on color, Weinberg includes references dealing with sexism, antisemitism, economic exploitation, and similar forms of dehumanization. References are grouped under a series of subject headings that include Civil Rights, Desegregation, Housing, Socialism and Racism, Unemployment, and Violence against Minorities. Items which do not have self-explanatory titles are annotated, and virtually every section is thoroughly cross-referenced. Also included is one section of carefully selected references on racism in countries other than the United States. Unlike the remainder of the book, this section is not comprehensive, but rather provides an opportunity to view racism comparatively. The volume concludes with an author index. This work will be a significant addition to both academic and public libraries, as well as an important resource for courses in racism, sociology, and black history.
