Book excerpt: Negotiating Rural Land Ownership in Southwest China offers the first comprehensive analysis of how China’s current system of land ownership has evolved over the past six decades. Based on extended fieldwork in Yunnan Province, the author explores how the three major rural actors—local governments, village communities, and rural households—have contested and negotiated land rights at the grassroots level, thereby transforming the structure of rural land ownership in the People’s Republic of China. At least two million rural settlements (or “natural villages”) are estimated to exist in China today. Formed spontaneously out of settlement choices over extended periods of time, these rural settlements are fundamentally different from the present-day administrative villages imposed by the government from above. Yi Wu’s historical ethnography sheds light on such “natural villages” and their role in shaping the current land ownership system. Drawing on local land disputes, archival documents, and rich local histories, the author unveils their enduring social identities in both the Maoist and reform eras. She pioneers the concept of “bounded collectivism” to describe what resulted from struggles between the Chinese state trying to establish collective land ownership, and rural settlements seeking exclusive control over land resources within their traditional borders. A particular contribution of this book is that it provides a nuanced understanding of how and why China’s rural land ownership is changing in post-Mao China. Yi Wu uses village-level data to show how local governments, rural communities, and rural households compete for use, income, and transfer rights in both agricultural production and the land market. She demonstrates that the current rural land ownership system in China is not a static system imposed by the state from above, but a constantly changing hybrid.

Book excerpt: The return of Macao from the Portuguese administration to the People's Republic of China (PRC) in 1999 marks the beginning of its transformation in the 21st century. Macao was confronted with various issues concerning then existing political system, economic downturn and gangland violence during the transition period. Beijing put Macao under the "One country, Two Systems" and implemented a wide variety of measures in order to restore its law and order as well as to recover its tourism dependent economy. Gradually, Macao transformed itself to "Las Vegas of the East". This volume of 18 essays highlights the key dimensions of Macao's remarkable "One country, Two Systems" actualisation experience in its first 15 years, and discusses how Macao transformed and what challenges it encountered during its post-handover transformation. The volume has several focuses. It first investigates the political and electoral issues in a critical manner─ post-handover Macao suffered from maladministration and limited democratization, and the chief executives selected lacked representativeness due to restricted public participation in the electoral process. Overall speaking, the government lacked legitimacy and popular support. From a socio-economic point of view, this book looks into the business model in running Macao's casinos and the emerging culture of mass participation and youth participation in political affairs. The education reformation and changes in civic identity of local Macao Chinese are also addressed. Finally, the volume looks into how post-handover Macao relates itself in the international politics affair.

Book excerpt: This book examines the nature and internal dynamics of China’s urban construction land (UCL) development, drawing insights from the recently developed theory of regional political ecology. Based on the author’s original research, it identifies two different types of UCL development in China, namely top-down, formal development in the legal and regulated domain, and spontaneous and informal, bottom-up development in the semi-legal, poorly regulated gray domain. Presenting a systematic analysis and comparison, it reveals a scale and speed of informal land development no less significant than that of formal land development, although informal land development tends to be scattered, pervasive, difficult to track, and largely overlooked in research and policy formation. Contrary to the popular perception of the peasantry as passive victims of land development, this book uncovers an intriguing dynamic in which the peasantry has played an increasingly (pro)active role in developing their rural land for urban uses in informal markets. Further, based on an investigation of UCL development in Beijing and Shenzhen, it shows an interesting trajectory in which the uneven growth and utilization of UCL are contingent upon the various developmental milieus in different places. China’s land institutions, based on an urban–rural dual land system, are not conducive to the ultimate goal of saving and efficiently utilizing land. Accordingly, an urban–rural integrated land market and management system is highly advisable. The theoretical and empirical enquiry presented challenges the perceived notion of China’s UCL development as the outcome of market demand and state supply. Further, it argues for an inclusive treatment of the informality that has characterized urbanization in many developing countries, and for a reassessment of the role played by the peasantry in land-based urbanization.
