Book excerpt: A large percentage of workers and firms operate in the informal economy, outside the line of sight of governments in emerging market and developing economies. This may hold back the recovery in these economies from the deep recessions caused by the COVID-19 pandemic--unless governments adopt a broad set of policies to address the challenges of widespread informality. This study is the first comprehensive analysis of the extent of informality and its implications for a durable economic recovery and for long-term development. It finds that pervasive informality is associated with significantly weaker economic outcomes--including lower government resources to combat recessions, lower per capita incomes, greater poverty, less financial development, and weaker investment and productivity.

Book excerpt: In the last two decades public policies have reflected a drive for accelerated global economic integration ("globalization"), associated with greater economic liberalization. The outcomes have been largely disappointing, even in the estimate of their designers. Rural livelihoods have become more insecure, and the expected growth has rarely materialized. Insecurity is also etched into the growth of informal economies across the world. Yet the economic policy agenda that has been so adverse to many people around the world has also provided new opportunities to some social groups, including some low-income women. In response to widespread discontent with the liberalization agenda, more attention is now being given to social policies and governance issues, viewed as necessary if globalization is to be "tamed" and "embedded". The contributors to this volume address key issues and questions such as whether states have the capacity to remedy the social distress unleashed by liberalization in the absence of any major revision of their macroeconomic policies and whether the proposed social policy reforms can redress gender-based inequalities in access to resources and power.

The guide's concepts are harmonized with those of the System of National Accounts (2008) and the Balance of Payments and International Investment Position Manual, Sixth Edition.

The size and development of the shadow economy in Serbia and other Central and Eastern European countries are estimated using two different methods (the MIMIC method and household-tax-compliance method). Micro-estimates are based on a special survey of business entities in Serbia, which for the first time allows us to explore the shadow economy from the perspective of enterprises and entrepreneurs. The authors identify the types of shadow economy at work in business entities, the determinants of shadow economy participation, and the impact of competition from the informal sector on businesses. Readers will learn both about the potential fiscal effects of reducing the shadow economy to the levels observed in more developed countries and the effects that formalization of the shadow economy can have on economic growth.

Starting in the late 1960s, economists and statisticians sought to improve social policy formation with random assignment experiments such as those that provided income guarantees in the form of a negative income tax. This book explores anomalies in the conceptual basis of such experiments and in the foundations of statistics and economics more generally. Scientific inquiry always faces certain philosophical problems. Controlled experiments of human social behaviour, however, cannot avoid some methodological difficulties not evident in physical science experiments. Drawing upon several examples, the author argues that methodological anomalies prevent microeconomics and statistics from explaining human social behaviour as coherently as the physical sciences explain nature. He concludes that controlled social experiments are a frequently overrated tool for social policy improvement.
