The report is divided into 8 chapters with appendices, and covers the following areas: Chapter 1: Introduction; Chapter 2: Aggregate impact of the National Minimum Wage; Chapter 3: Low-paying sectors & small firms; Chapter 4: Particular groups of workers; Chapter 5: Young people; Chapter 6: Apprentices; Chapter 7: Compliance and enforcement; Chapter 8: Setting the rates. The Commission made the following recommendations, including: that the adult minimum wage rate should increase from £5.73 to £5.80 in October 2009; that youth development should increase from £4.77 to £4.83 and the rate for 16-17 year olds from £3.53 to £3.57 from October 2009. Also, that 21 year olds should be entitled to the adult rate of the National Minimum Wage and that a minimum wage for apprentices should be introduced under the National Minimum Wage.

Book excerpt: The Government has set itself the challenging target of halving the number of children living in poverty by 2010-11 and eradicating child poverty by 2020. With 2010 fast approaching, Ministers are still committed to the targets, and the Committee wanted to ascertain whether DWP has the right measures in place to meet its objectives. Significant progress has been made, but the target remains challenging: there are still 2.8 million children living in poverty and the most recent data shows a slight increase in this number. The Committee is convinced of the damaging effect of poverty on a child's self-esteem and expectations, and also its effects in contributing to social exclusion. Children growing up in poverty are also more likely to have poorer health and poorer educational outcomes. There are groups of children who have a much higher risk of growing up in poverty, for example if they or a parent are disabled, and there are higher poverty rates amongst Pakistani, Bangladeshi and black children. Getting parents into sustainable work should be the focus of the strategy to lift them and their children out of poverty, but there are concerns that the Jobseekers' Allowance regime is not sufficiently flexible to reflect the complexity of lone parents' lives. To eradicate child poverty by 2020, the Government needs a long-term strategy on benefit income for those who are unable to work. If benefits are uprated in line with inflation, the gap between the incomes of those in work and those on benefits will only get wider, as benefits will not keep pace with earnings. As poverty is measured as a percentage of median earnings, the implications for the 2020 target, in particular, are serious.

Book excerpt: For a long time, it has been the declared aim in many countries to fight tax evasion in all its different manifestations, from undeclared work by cleaners and gardeners in private households to tax evasion in the international capital markets. This study focuses on the phenomenon of undeclared work and the case of Germany, presenting the most comprehensive analysis of tax non-compliance for Germany to date, based on surveys conducted by the Rockwool Foundation. Theoretically, the analysis starts from the standard model of tax evasion as being influenced by the subjectively perceived extent of deterrence, the perceived marginal tax burden and social norms. Evidence is provided on the impact of deterrence and other factors on tax non-compliance, and several descriptive statistics are presented to better illustrate the natrure of undeclared work with regard to industry, region, education and other socio-economic characteristics.

After abrupt downshifts to markedly slower growth in the early 2000s, economic growth has continued to decelerate. Koreans are grappling with slow income growth, all time-high household debt, high youth unemployment, inequality, and social polarization. Politics is in disarray and is incapable of directing social discourse for the common good. Rapid population aging along with the world's lowest fertility rates stokes fears of Japanification. Simultaneously, disruptive technologies and fast-changing business environment such as the rise of China clash with a range of long-standing structural problems. The contemporary challenges are radically different from those seen in the early stages of industrialization. There are multiple risks that threaten to self-perpetuate low or stagnant growth over the next decade or so, if not an outright financial crisis. Motivated by these latest developments, this book seeks to provide a timely and in-depth analysis of key current issues and foreseeable challenges of the economy, with a provocative reassessment of its future.
