Despite the profound effect alliances have on the course of international politics, many gaps remain in our understanding of their formation, continuance, and cohesion. In this book, Patricia Weitsman introduces a comprehensive theory that unifies current ideas about alliances and examines the relationship between threat and alliance politics under conditions of both war and peace. Examining military alliances before and during World War I, Weitsman provides a new interpretation of the politics of the great powers of this period. She reveals that states frequently form alliances to keep peace among the allied countries, not simply to counter shared external threats. Though alliances may be perceived by others to present a unified and threatening front, countries often face significant threats from within their own alliances. It is this paradox that underscores Weitsman's theory: although alliances are frequently forged to sustain peace, they may, in fact, increase the prospects of war.

Why is national integration achieved in some diverse countries, while others are destabilized by political inequality between ethnic groups, contentious politics, or even separatism and ethnic war? Traversing centuries and continents from early nineteenth-century Europe and Asia to Africa from the turn of the twenty-first century to today, Andreas Wimmer delves into the slow-moving forces that encourage political alliances to stretch across ethnic divides and build national unity. Using datasets that cover the entire world and three pairs of case studies, Wimmer’s theory of nation building focuses on slow-moving, generational processes: the spread of civil society organizations, linguistic assimilation, and the states’ capacity to provide public goods. Wimmer contrasts Switzerland and Belgium to demonstrate how the early development of voluntary organizations enhanced nation building; he examines Botswana and Somalia to illustrate how providing public goods can bring diverse political constituencies together; and he shows that the differences between China and Russia indicate how a shared linguistic space may help build political alliances across ethnic boundaries. Wimmer then reveals, based on the statistical analysis of large-scale datasets, that these mechanisms are at work around the world and explain nation building better than competing arguments such as democratic governance or colonial legacies. He also shows that when political alliances crosscut ethnic divides and when most ethnic communities are represented at the highest levels of government, the general populace will identify with the nation and its symbols, further deepening national political integration. Offering a long-term historical perspective and global outlook, Nation Building sheds important new light on the challenges of political integration in diverse countries.

In Sino-Japanese relations, identity, territory, and power pull together in a particularly lethal direction, generating dangerous tensions in both geopolitical and memory rivalries. Buzan and Goh explore a new approach to dealing with this history problem. First, they construct a more balanced and global view of China and Japan in modern world history. Second, building on this, they sketch out the possibilities for a 21st century great power bargain between them. Buzan puts Northeast Asia's history since 1840 into both a world historical and a systematic normative context, exposing the parochial nature of the China-Japan history debate in relation to what is a bigger shared story about their encounter with modernity and the West, within which their modern encounter with each other took place. Arguing that regional order will ultimately depend substantially on the relationship between these two East Asian great powers, Goh explores the conditions under which China and Japan have been able to reach strategic bargains in the course of their long historical relationship, and uses this to sketch out the main modes of agreement that might underpin a new contemporary great power bargain between them in a variety of future scenarios for the region. Book excerpt: In Hard Interests, Soft Illusions, Natasha Hamilton-Hart explores the belief held by foreign policy elites in much of Southeast Asia—Indonesia, Malaysia, the Philippines, Thailand, Singapore, and Vietnam—that the United States is a relatively benign power. She argues that this belief is an important factor underpinning U.S. preeminence in the region, because beliefs inform specific foreign policy decisions and form the basis for broad orientations of alignment, opposition, or nonalignment. Such foundational beliefs, however, do not simply reflect objective facts and reasoning processes. Hamilton-Hart argues that they are driven by both interests—in this case the political and economic interests of ruling groups in Southeast Asia—and illusions. Hamilton-Hart shows how the information landscape and standards of professional expertise within the foreign policy communities of Southeast Asia shape beliefs about the United States. These opinions frequently rest on deeply biased understandings of national history that dominate perceptions of the past and underlie strategic assessments of the present and future. Members of the foreign policy community rarely engage in probabilistic reasoning or effortful knowledge-testing strategies. This does not mean, she emphasizes, that the beliefs are insincere or merely instrumental rationalizations. Rather, cognitive and affective biases in the ways humans access and use information mean that interests influence beliefs; how they do so depends on available information, the social organization and practices of a professional sphere, and prevailing standards for generating knowledge.

It investigates China's influence on the small and weak developing countries in East and South Asia, where China ought to have the biggest influence. It shows that China tends to try togain the support of these countries without forcing them to change their preferences or to act against their own interests, but how much it succeeds is determined more by how these target countries' policy-makers reactand by their domestic political considerations, than by how skilful Chinese politicians or investors are. China's influence even over these weakest states is not easily achieved, suggesting that China has more difficulty exercising its newfound power in the world than we assume.
