Book excerpt: In the 1980s and 1990s, much of the developing world experienced transitions to democracy accompanied by economic liberalization and decentralization of power to subnational governmental bodies. The process of decentralization has been studied intensively, but little attention has been paid so far to the recentralization that has occurred in some countries in the past decade. In this book, J. Tyler Dickovick seeks to illuminate how the processes of decentralization and recentralization are interrelated and what the dynamics of each is. He argues that decentralization occurs as a result of the decline in the power of the presidency, whereas recentralization occurs when the president resolves an extraordinary economic crisis. The processes of decentralization and recentralization, Dickovick further argues, have the same dynamics whether they occur in federal or unitary states. To test the theory, Dickovick compares a strong federal system, Brazil, with a weak one, South Africa, and compares these in turn with two unitary regimes, Peru and Senegal. Decentralization and Recentralization in the Developing World provides a much more nuanced understanding of when and why decentralization and recentralization happen, and what their importance is to intergovernmental shifts in power.

The policymakers who came to power with Nelson Mandela in 1994 inherited and education system designed to further the racist goals of apartheid. Their massive challenge was to transform that system, which lavished human and financial resources on schools serving white students while systematically starving those serving African, coloured, and Indian learners, into one that would offer quality education to all persons, regardless of their race. Edward Fiske and Helen Ladd describe and evaluate the strategies that South Africa pursued in its quest for racial equity. They draw on previously unpublished data, interviews with key officials, and visits to dozens of schools to describe the changes made in school finance, teacher assignment policies, governance, curriculum, higher education, and other areas. They conclude that the country has made remarkable progress toward equity in the sense of equal treatment of persons of all races. For several reasons, however, the country has been far less successful in promoting equal educational opportunity or educational adequacy. Thus equity has remained elusive. The book is unique in combining the perceptive observations of a skilled education journalist with the analytical skills of an academic policy expert. Richly textured descriptions of how South Africa's education reforms have affected schools at the grass-roots level are combined with careful analysis of enrollment, governance, and budget data at the school, provincial, and national levels. The result is a compelling and comprehensive study of South Africa's first decade of education reform in the post-apartheid period.

Homes lived in and lost under the cruel Group Areas Act, a mother who struggled to bring up her children on a garment worker's wages, clashes with gangsters who roamed the streets of the Flats, a truncated education. Manuel stared down fate - and internecine Western Cape politics - to become one of the most prominent anti-apartheid leaders in the internal resistance movement of the 1980s. He confronted apartheid's police and prisons with a boldness that sometimes bordered on recklessness. After Nelson Mandela was released from prison in 1990, Manuel rose quickly through the ranks of the African National Congress becoming a member of Mandela's first cabinet. When Mandela appointed him minister of finance in 1996, business leaders sneered at his lack of qualifications and experience. When he drove through a tough macroeconomic plan in a post-apartheid South Africa, some of his own constituency turned on him. 'Obstinate and patient', he saw out the worst until the economy began to turn. Under his stewardship, South Africa entered its longest growth period ever. By 2007, he was the world's longest serving minister of finance and, across the world, the most respected African finance minister.
