All the participants have had an interest in the role of risk analysis given the institutional arrangements which guide decision making for new technologies. This book contains edited versions of the papers presented at the meeting as well as a transcript of the discussions which took place. It provides the ingredients for a broader framework fcr studying the problems associated with technology and society where risk is representative of a much wider set of concerns than simply the probability and consequences of a hazardous accident. The Bundesministerium fuer Forschung und Technologie has an interest in promoting risk and safety research because of these new developments in society over the past ten years. In particular, there has been a diminished confidence in experts' statements on risk and a realization that many of the events which are being examined are not subject to detailed scientific analysis. There has also been an increasing recognition that distinctions must be made between analysis of the risk associated with an event and people's values and preferences. Another important development is the concern by the public that they participate more fully in the decision process on these issues. These concerns were articulated in both the papers and the open discussions at the summer study.

Book excerpt: Revolutions and Reconstructions gathers historians of the early republic, the Civil War era, and African American and political history to consider not whether black people participated in the politics of the nineteenth century but how, when, and with what lasting effects. Collectively, its authors insist that historians go beyond questioning how revolutionary the American Revolution was, or whether Reconstruction failed, and focus, instead, on how political change initiated by African Americans and their allies constituted the rule in nineteenth-century American politics, not occasional and cataclysmic exceptions. The essays in this groundbreaking collection cover the full range of political activity by black northerners after the Revolution, from cultural politics to widespread voting, within a political system shaped by the rising power of slaveholders. Conceptualizing a new black politics, contributors observe, requires reorienting American politics away from black/white and North/South polarities and toward a new focus on migration and local or state structures. Other essays focus on the middle decades of the nineteenth century and demonstrate that free black politics, not merely the politics of slavery, was a disruptive and consequential force in American political development. From the perspective of the contributors to this volume, formal black politics did not begin in 1865, or with agitation by abolitionists like Frederick Douglass in the 1840s, but rather in the Revolutionary era's antislavery and citizenship activism. As these essays show, revolution, emancipation, and Reconstruction are not separate eras in U.S. history, but rather linked and ongoing processes that began in the 1770s and continued through the nineteenth century. Book excerpt: Although the National Assembly of Wales has limited law-making powers, they can be enhanced, given Parliamentary consent, by a new procedure known as Legislative Competence Order in Council. This sits alongside a procedure where Acts of Parliament may prescribe matters on which the National Assembly may legislate within areas (known as "Fields") for which it has responsibility. In this report the Committee examine the new procedure. Although it welcomes the chance to be involved in the pre-legislative scrutiny of draft Orders, it is worried about the potential work load and think there could be merit in ad hoc committees set up to examine each proposed Legislative Competence Order. There is also a concern that Matters added by provisions in Bills of a general nature will not have the same degree of scrutiny as legislative Competence Orders.

Book excerpt: On 3 March 2011 the voters of Wales will be given an opportunity to decide, in a referendum, whether the National Assembly for Wales should assume primary law making powers under Part 4 of the Government of Wales Act 2006. Schedule 7 to the Government of Wales Act would be at the heart of the new constitutional settlement if the referendum vote is affirmative. Prior to the referendum, the Government has proposed amendments to Schedule 7 in the draft Order: the National Assembly for Wales (Legislative Competence) (Amendment of Schedule 7 to the Government of Wales Act 2006) Order 2010, laid before Parliament on 21 October 2010. The Committee believes that it is essential that the House is clear about what it is agreement to in approving the draft Order. This report outlines the context in which the Order is being put forward, the nature of the amendments proposed, and the extent of the legislative competences which the National Assembly would enjoy if it came into effect. While there would remain a few ambiguities and loose ends in the definition of the Assembly's powers under Part 4 of the Government of Wales Act, the Committee sees no impediment to the House approving the draft Order. The amendments to Schedule 7 are unlikely to be the last word on the shape and nature of the constitutional arrangements for Wales and the Committee has sought and received assurances that Parliament and the Welsh Affairs Committee will be properly involved in the examination of any future changes to them.
