Book excerpt: After three decades of rapid economic growth, Chinese Communist Party leaders have introduced reforms to address governance failures in the supply of social welfare. Implementation of reforms varies across localities. This dissertation investigates the political economy of local social welfare reform in healthcare, subsidized housing provision, and urban-rural integration. I focus on China's municipalities and the impact on municipal leaders of the Party's personnel system, with its performance targets reflecting Beijing's policy priorities. I develop my arguments with qualitative case studies and statistical analysis using four originally compiled datasets. Subsidized housing and urban-rural integration to reduce inequality are welfare reforms with large short-run fiscal implications. I show that local policy choices related to these issues are driven primarily by economic considerations. Municipalities extend welfare to rural residents in urban-rural integration to gain cooperation in land reform that transfers individual land use rights to collective players for local economic growth and revenue enhancement. Moreover, because land for subsidized housing is allocated administratively without the land conveyance fees that constitute a major source of local government revenue, municipalities more dependent on real estate development restrict subsidized housing construction, which takes up scarce construction land quotas and land that can be leased to commercial users to earn fees. My case studies of healthcare reform show that changes in performance evaluation criteria for local leaders promote local policy innovation in healthcare provision. Content analysis of government documents shows that performance evaluation criteria in many localities have become more welfare-oriented. Statistical analysis shows that the Party actually rewards municipal leaders with career advancement for local welfare provision, but selectively and unevenly: (1) mayors, not city Party leaders, are rewarded; and (2) the effect of welfare provision on promotion varies across regions. I argue that political ambition determines how much local leaders respond to political incentives. Given retirement ages and the division of labor, young mayors are more politically ambitious and more likely to expand social spending than are older mayors. Statistical analysis finds this age effect for mayors in regions with strong political incentives to improve welfare. I find that different political incentives operate for municipal Party leaders.
