Book excerpt: The aviation community is faced with reducing the fatal aircraft accident rate by 80 percent within 10 years. This must be achieved even with ever increasing, traffic and a changing National Airspace System. This is not just an altruistic goal, but a real necessity, if our growing level of commerce is to continue. Honeywell Technology Center's topical study, "Weather Avoidance Using Route Optimization as a Decision Aid", addresses these pressing needs. The goal of this program is to use route optimization and user interface technologies to develop a prototype decision aid for dispatchers and pilots. This decision aid will suggest possible diversions through single or multiple weather hazards and present weather information with a human-centered design. At the conclusion of the program, we will have a laptop prototype decision aid that will be used to demonstrate concepts to industry for integration into commercialized products for dispatchers and/or pilots. With weather a factor in 30% of aircraft accidents, our program will prevent accidents by strategically avoiding weather hazards in flight. By supplying more relevant weather information in a human-centered format along with the tools to generate flight plans around weather, aircraft exposure to weather hazards can be reduced. Our program directly addresses the NASA's five year investment areas of Strategic Weather Information and Weather Operations (simulation/hazard characterization and crew/dispatch/ATChazard monitoring, display, and decision support) (NASA Aeronautics Safety Investment Strategy: Weather Investment Recommendations, April 15, 1997). This program is comprised of two phases, Phase I concluded December 31, 1998. Book excerpt: Critical to the development of next generation weather decision support tools is an understanding of how pilots make decisions to avoid weather by either following: a) aircraft-centric strategies, in which the pilot evaluates the benefit of a weather avoidance maneuver in terms of aircraft-centric measures, including safety, legality, schedule, fuel efficiency, and ride quality; or b) system-centric strategies, which lead to benefits for the system in terms of measures such as future loss of separation, impacts of the maneuver on the overall traffic flow, and workload. The objectives of this study are to compare aircraft-centric and system-centric strategies in weather avoidance operation, and to use the study's results to make recommendations for design of weather avoiding decision support tools. Data from pilot surveys was used to construct pilot response models that characterize the relationships between a pilot's preferred route and weather size, severity level, and distance from the route. These pilot response models were then used in a Matlab fast-time simulation to compare the strategies. In total, four thousand four hundred runs with aircraft-centric vs. system-centric were simulated. Simulation results showed that system-centric strategies caused longer path stretch but less shuffling in sequence, while aircraft-centric strategies caused more severe shuffling in sequence but shorter path stretch. Simulation results also showed that shuffling in sequence got worse as weather size got bigger, and that as the planes' initial positions got further away from the centerline of the weather cell, sequencing tended to get worse. These results suggest that pilots will benefit from the aid of a weather avoidance decision support tool that help them decide the new route around the weather by providing them with maximum, minimum, and mean values of the close point of approach to weather and the decision range and the corresponding safety buffer zones.

Book excerpt: "One of the most important forecasts provided by the Ronkonkoma, NY Center Weather Service Unit (CWSU) to the Federal Aviation Administration (FAA) New York Air Route Traffic Control Center (ARTCC) is the Severe Weather Avoidance Plan (SWAP) Statement. The SWAP Statement is the CWSU's forecast of the probability for the FAA to implement a SWAP when convection causes a significant number of aircraft reroutes and arrival/departure delays in New York ARTCC airspace (ZNY). The SWAP Statement is a decision-support planning tool used by the FAA and commercial airlines to anticipate impacts to the National Airspace System (NAS) that would significantly affect operations and staffing. SWAP originated from the need to improve planning due to the complexity of ZNY airspace and the impact on operations at other ARTCCs during convection. This technical note summarizes the verification of SWAP Statements issued by the Ronkonkoma, NY CWSU for ZNY during the 2008 convective season (April 15th through September 30th). Results indicate that the CWSU demonstrated excellent skill forecasting SWAP events, which aids the FAA, the airlines and other customers in planning for operational changes caused by convection"--Abstract.
