The strategic environment has changed. It no longer has one main enemy and a military force to confront that foe. Instead, the United States must be prepared to deal with a multiple of possible threats as its military continues to downsize. This new regional orientation and world situation requires that the US Military be ready to fight simultaneous major regional contingencies to achieve the victories that the American people expect. Therefore, this study examines Field Marshall Wavell’s campaigns in the Middle East in WWII to provide a historical case study of a similar situation. There he had to simultaneously conduct a large number of campaigns and operations over four theaters of operations against different enemies under difficult conditions to achieve strategic objectives. It compares this case study with the current strategic military requirements facing the US and current US Military doctrine to determine if the US is prepared to deal with multiple simultaneous regional contingencies. Finally, this monograph indicates that the US Military needs to update both its National Military Strategy and it’s doctrine in order to be prepared to fight and win multiple simultaneous major regional contingencies in the future. In addition, this study has indicated a number of implications for the conduct of operational art by the US Military.

Book excerpt: Traditionally, in general studies of the First World War, the Middle East is an arena of combat that has been portrayed in romanticised terms, in stark contrast to the mud, blood, and presumed futility of the Western Front. Battles fought in Egypt, Palestine, Mesopotamia, and Arabia offered a different narrative on the Great War, one in which the agency of individual figures was less neutered by heavy artillery. As with the historiography of the Western Front, which has been the focus of sustained inquiry since the mid-1960s, such assumptions about the Middle East have come under revision in the last two decades – a reflection of an emerging ‘global turn’ in the history of the First World War. The ‘sideshow’ theatres of the Great War – Africa, the Middle East, Eastern Europe, and the Pacific – have come under much greater scrutiny from historians. The fifteen chapters in this volume cover a broad range of perspectives on the First World War in the Middle East, from strategic planning issues wrestled with by statesmen through to the experience of religious communities trying to survive in war zones. Book excerpt: On 21 June 1941 Churchill relieved General Archibald Wavell from command in the Middle East. This action followed a series of set-backs in the theatre during which Churchill had direct dealings with Wavell. Given the significant internal conflict within the British High Command during World War I, this action by Churchill was seen as symptomatic of yet another poor political/military relationship. A close examination of the British national command structure shows that while there was certainly inter-personal conflict between Churchill and his Chiefs of Staff, they still maintained an effective relationship. Churchill's strong personality, and penchant for becoming involved in military matters, may have reduced the potential effectiveness of this relationship but it still remained effective none-the-less. The relationship between Wavell and the British High Command was similarly effective, despite personal conflict between him and Churchill. The High Command provided Wavell with broad strategic guidance, the resources to implement it, and allowed him a relatively free hand to do so. It was only when he strayed from strategic guidance that he came into conflict with the High Command. Following a brilliant opening series of campaigns in North and East Africa, Wavell lost his broad strategic vision. He allowed part of his limited forces to be dissipated to Greece at a critical time, while under-estimating the implications of German intervention in North Africa. He then failed to appreciate the strategic implications of Axis threats to both Iraq and to Syria, and finally he allowed himself to be pressured into a premature counter offensive in the Western Desert. It is argued that it was these errors which caused Wavell's dismissal, and not a failing in the political/military interface.

As a pilot in World War I he was credited with sixty-one confirmed kills on the Western Front. When World War II began in 1939, Air Commodore Collishaw commanded a Royal Air Force group in Egypt. It was in Egypt and Libya in 1940–41, during the Britain’s Western Desert campaign, that he demonstrated the tenets of an effective air-ground cooperation system. Flying to Victory examines Raymond Collishaw’s contribution to the British system of tactical air support—a pattern of operations that eventually became standard in the Allied air forces and proved to be a key factor in the Allied victory. The British Army and Royal Air Force entered the war with conflicting views on the issue of air support that hindered the success of early operations. It was only after the chastening failure of Operation Battleaxe in June 1941, fought according to army doctrine, that Winston Churchill shifted strategy on the direction of future air campaigns—ultimately endorsing the RAF's view of mission and target selection. This view adopted principles of air-ground cooperation that Collishaw had demonstrated in combat. Author Mike Bechthold traces the emergence of this strategy in the RAF air campaign in Operation Compass, the first British offensive in the Western Desert, in which Air Commodore Collishaw’s small force overwhelmed its Italian counterpart and disrupted enemy logistics. Flying to Victory details the experiences that prepared Collishaw so well for this campaign and that taught him much about the application of air power, especially how to work effectively with the army and Royal Navy. As Bechthold shows, these lessons learned altered the Allied approach to tactical air support and, ultimately, changed the course of the Second World War.
