These aimed at improving local Nile water management through the introduction of more water-efficient technology and by placing management of the improved systems in the hands of local water user associations. The central premise of most of these programs was that the functioning of such associations could rely on the revival of traditional forms of social capital-social networks, norms, and trust-for their success. Social Capital and Local Water Management in Egypt shows how the far-reaching social changes wrought at the village level in Egypt through the twentieth century rendered such a premise implausible at best and invalid at worst. Dalia Gouda examines networks of social relationships and their impact on the exercise of social control and the formation of collective action at the local level and their change over time in four villages in the Delta and Fayoum governorates. Outlining three time frames, pre-1952, 1952-73, and 1973 to the present, and moving between multiple actors-farmers, government officials, and donor agencies-Gouda shows how institutional and technological changes during each period and the social changes that coincided with them yielded mixed successes for the water user associations in respect of water management. Social Capital and Local Water Management in Egypt is essential reading for anyone working in the field of community based natural resource management in Egypt, including policymakers and practitioners, donor agencies, and civil society organizations, as well as anthropologists and sociologists.

Book excerpt: Water resources in tourist islands have been severely threatened, especially in the Galápagos Islands, where the increased local population has generated attractive income from the tourist services. In addition, the data regarding water supply and demand are scarce. This study investigates water supply and demand in Santa Cruz, the most populated island of Galápagos. The research encompasses a thorough assessment of the water supply crisis, as well as the quantification of water demand from different categories (domestic, tourist, restaurants and laundries) through surveys, in the absence of water metering. Also, specific water demand was assessed by installing 18 water meters. The results yield a wide range of water consumption, questioning the current assumption of water scarcity. Furthermore, a prognosis of water supply and demand was carried out, and also several intervention strategies were proposed such as rainwater harvesting, greywater recycling, leakage reduction, water meter installation, water demand reduction, as well as seawater desalination to cope with the future population growth. Due to the fragility of the ecosystem, these strategies were assessed through a Multi-Criteria Decision Analysis, considering environmental, technical, economic and social aspects, as well as relevant stakeholders’ perspectives. finally, the water supply network of Puerto Ayora was evaluated in order to understand the need of the current intermittent supply regime. A methodology was developed to estimate the overflow of the domestic roof tanks (a common incidence amongst local population). The results question the practicality of individual household storage. The final results show that the current situation in terms of the lack of water quantity may not be real, as it has been thought for the last decades. The water issues refer more importantly to the water quality, as well as to the lack of proper water management practices.

Book excerpt: 'Public-Private Partnerships for Urban Water Utilities: A Review of Experiences in Developing Countries' analyzes the market growth of Public-Private Partnerships (PPPs) in the developing world since 1990, and the performance of more than 65 large water PPP projects representing more than 100 million people for access, service quality, operational efficiency, and tariff levels. Although a relatively small portion of the water utilities in the developing world are operated under PPPs (about 7 percent in 2007), the urban population served by private water operators has grown every year since 1990. Despite many difficulties encountered by PPP projects and a few contract terminations, a large majority of contracts awarded since 1990 are still in place. The track record for improving service and efficiency reaffirms the value of PPPs to help turn around poorly performing water utilities, even though the level of private financing did not match initial expectations. Over time, a more realistic market has developed, the number of private investors from developing countries has grown, and contract designs have become more pragmatic concerning risk allocations between partners. The water sector has many features that set it apart from other infrastructure sectors. This book suggests the need for careful consideration of those specificities to successfully involve private operators. Although concessions with private financing have worked in a few places, contractual arrangements that combine private operation with public financing appear to be the most sustainable option in many countries. Policy makers, stakeholders, and donors need to remain heavily engaged in the water sector, especially in the poorest countries and during a global financial crisis. This book contributes to a better understanding of the various options to tackle the many challenges of providing water and sanitation services to urban populations in the developing world.

In addition, it outlines research gaps from an interdisciplinary perspective. In the past, MWEPs have been used as an instrument to cope with the demands of growing populations and to enhance development progress. Experiences with MWEPs have shown that a purely technical approach has not always brought about the desired results. In many cases, MWEPs have even resulted in negative implications for society and environment. Therefore, improved management strategies and enhanced technologies for a sustainable water resource management system are a prerequisite to meet present and future challenges. And, moreover, the continuous evaluation and optimisation of these measures is, likewise, a must.
