The state of water resources in the region is analyzed and assessed on the basis of data and indicators selected from available information and within the context of integrated water resources management (IWRM). The Report provides a comprehensive summary of the current situation of water resources in each member country in term of availability, accessibility and sustainability.

There is high variability in access to drinking water and sanitation services among Arab countries, with some countries nearly fully reliant on desalination, while others are not able to secure sufficient investments to meet basic needs. The fifth issue of the ESCWA Water Development Report examines developments in the area of monitoring water and sanitation services in the Arab region, in the light of global and regional preparations for the post-2015 development agenda. The rapid economic growth of recent decades has increased water requirements beyond naturally sustainable levels. Inappropriate policies and technological solutions have placed the emphasis on meeting demand, instead of harnessing resources and managing water use. Depletion of groundwater is now common to most parts of this region, and there is also a high reliance on costly non-conventional alternatives. The 17 papers contained in this book address different aspects of this acute problem, with emphasis on policy issues and the need for structural change. The papers review policy experiences in several of the countries and analyse supply and resources constraints as well as water-using sectors. The social and economic ramifications of current water policies are considered and issues of policies reform are explored. Water resources planning and policy, environmental considerations, food security issues state subsdidies for argriculture and water, urban supply, regulatory institutions, demand management and development policy abjectives are all themes that run through this multi-disciplinary book. The problems are exacerbated through drought in many parts of the world. The improvement of the water quality itself and access to it have been major concerns for politicians and development agencies for over a decade. First officially formulated at the Rio Earth Summit of 1992, they have been restated or expanded since then. The UN Millennium Declaration of 2000 transformed general guidelines into specific targets. The international community pledged "to halve by 2015 the proportion of people who are unable to reach, or to afford, safe drinking water" and "to stop the unsustainable exploitation of water resources, by developing water management strategies at the regional, national and local levels, which promote both equitable access and adequate supplies." Thus, ten years after Rio it is time to take stock. It is part of an on-going assessment process to develop policies and help with their implementation as well as to measure any progress towards achieving sustainable use of water resources. Generously illustrated with more than 25 full-color global maps and numerous figures, the report reviews progress and trends and presents seven pilot case studies of river basins representing various social, economic and environmental settings: Lake Titicaca (Bolivia, Peru); Senegal river basin (Senegal, Mali, Mauritania, Guinea); Seine Normandy (France); Lake Peipsi/Chudskoe (Estonia, Russia); Ruhuna basin (Sri Lanka); Greater Tokyo region (Japan); and Chao Phraya (Thailand). Yet rapidly changing socioeconomic, political, and environmental conditions make water security a different, and more urgent, challenge than ever before. This report shows that achieving water security means much more than coping with water scarcity. It means managing water resources in a sustainable, efficient, and equitable way. It also involves delivering water services reliably and affordably, to reinforce relationships between service providers and water users and contribute to a renewed social contract. Water security also entails mitigating water-related risks such as floods and droughts. Water security is an urgent target, but it is also a target within reach. A host of potential solutions to the region’s water management challenges exist. To make these solutions work, clear incentives are needed to change the way water is managed, conserved, and allocated. To make these solutions work, countries in the region will also need to better engage water users, civil society, and youth. The failure of policies to address water challenges can have severe impacts on people’s well-being and political stability. The strategic question for the region is whether countries will act with foresight and resolve to strengthen water security, or whether they will wait to react to the inevitable disruptions of water crises.
