Available in PDF, EPUB and Kindle. Book excerpt: As conflicts over water increase due to water scarcity, it becomes increasingly important to understand how riparian conflicts can be resolved. This investigation analyzes the difficult, but successful case of water sharing between the United States (U.S.) and Mexico, with an emphasis on the 1944 Water Treaty. The literature on riparian conflicts indicates that these conflicts are solved more often than they devolve into violence, but that there are many factors that make them difficult to resolve. To understand why the U.S. and Mexico were able to cooperate and negotiate a resolution to the conflict, this investigation develops three analytical lenses informed by contemporary debates in the field of international relations. It finds that the realist lens, while depicting U.S.-Mexican relations from the mid-1800s to the early 1900s, cannot explain why these countries agreed to cooperate. The liberal lens' emphasis on multilevel politics suggests that domestic politics, especially in the U.S., were instrumental in both countries' search for a negotiated solution. This lens also shows that Mexico's use of an issue-linkage strategy was a key factor in the bargaining process that led to the 1944 Water Treaty. The neoliberal lens shows that bilateral commissions can help to build trust between neighbors that share transboundary rivers and establish processes that help the parties address issues that may sour relations over these waterways.

Book excerpt: The United States and Mexico are geographic neighbors with high economic asymmetry, but also a shared history and intense social, cultural, economic, and security relations. Over 15 million people reside along the U.S.-Mexico border and share an environment that includes many watersheds and air basins transcending political boundaries. Pollution impacts on both sides of the border have required a coordinated response at the local, state, and federal level.At the federal level, a joint institution was created in in 1889 as the International Boundary Commission and later renamed the International Boundary and Water Commission to provide binational solutions to issues that arise during the application of U.S.-Mexico treaties regarding boundary demarcation, right to transboundary waters, sanitation, water quality, and flood control in the border region. Two additional international institutions were created in 1994 as a side agreement to NAFTA in response to NGO input. The Border Environment Cooperation Commission and the North American Development Bank (later merged into one organization) were created to assist local communities to coordinate with state and federal agencies with a mandated to improve the environmental conditions of the U.S.-Mexico border region in order to advance the well-being of residents in both nations.The purpose of this chapter is to better understand the role of these binational organizations in water diplomacy and conflict management in the broader context of cooperation over shared water resources. The intent is to assess through a theoretical framework how these organizations have contributed to the prevention, mitigation, or solution of water conflict specifically along the Rio Grande, which spans 2,000 kilometers along U.S Mexico border.

She recalls personal interviews she has had with people living in border areas, including a woman whose family relies on remittances from the U.S., a teenager trying to get out of a local gang, and others.

Moses was approached on the streets of Bucharest by young Jews seeking help to emigrate to Israel. This became the author's mission until the communist regime fell in 1989. Before that Moses had met periodically with Romania's communist dictator, Nicolae Ceausescu, to persuade him to allow increased Jewish emigration. This experience deepened Moses's interest in Romania—an interest that culminated in his serving as U.S. ambassador to the country from 1994 to 1997 during the Clinton administration. The ambassador's time of service in Romania came just a few years after the fall of the Berlin Wall and the subsequent collapse of communism in Eastern Europe. During this period Romania faced economic paralysis and was still buried in the rubble of communism. Over the next three years Moses helped nurture Romania's nascent democratic institutions, promoted privatization of Romania's economy, and shepherded Romania on the path toward full integration with Western institutions. Through frequent press conferences, speeches, and writings in the Romanian and Western press and in his meetings with Romanian officials at the highest level, he stated in plain language the steps Romania needed to take before it could be accepted in the West as a free and democratic country. Bucharest Diary: An American Ambassador's Journey is filled with firsthand stories, including colorful anecdotes, of the diplomacy, both public and private, that helped Romania recover from four decades of communist rule and, eventually, become a member of both NATO and the European Union. Romania still struggles today with the consequences of its history, but it has reached many of its post-communist goals, which Ambassador Moses championed at a crucial time. This book will be of special interest to readers of history and public affairs—in particular those interested in Jewish life under communist rule in Eastern Europe and how the United States and its Western partners helped rebuild an important country devastated by communism.

And growing populations and accelerating demands for fresh water are putting ever greater pressures on already scarce water resources. In this wide-ranging study, Arun Elhance explores the hydropolitics of six of the world's largest river basins. In each case, Elhance examines the basin's physical, economic, and political geography; the possibilities for acute conflict; and efforts to develop bilateral and multilateral agreements for sharing water resources. The case studies lead to some sobering conclusions about impediments to cooperation but also to some encouraging ones--among them, that it may not be possible for Third World states to solve their water problems by going to war, and that eventually even the strongest riparian states are compelled to seek cooperation with their weaker neighbors.
