Certain consolidations of water-power interests have taken place during the last few years, and these, with the appearance of the names of a few persons among the officers or in the directorate of a large number of companies operating water-power plants, mak ing new installations, or manufacturing or marketing water power or electric machinery, point unmistakably to a concentration of owner ship and administration in several groups which, in the usual course of events, might consolidate or at least effect a community of agree ment. The menace in the prospect lies not so much in this probability as in the ability of such a combination to manipulate unrighteously the public interest. The menace is therefore speculative, but this fact does not obviate the necessity for legislation. The nation and the State are accustomed to legislate against speculative crimes and abuses, because experience shows that in the present state of society mankind is yet frail. Book excerpt: Excerpt from Instructions Relating to the Gathering of Certain Preliminary Information Respecting Water-Powers While conducting investigation relating to the water-power resources of Canada, the author of this brief pamphlet has often felt the need of having for distribution, and in concise form, a brief statement which would serve to set forth, in simple terms, some of the fundamentals which should govern in the gathering of preliminary information respecting water-powers. Some of the Provincial Governments are making special investigations of their water-power resources. The Government of British Columbia, for example, has just organized (1912) a Water-Power Branch which will conduct hydrographic examinations of detailed and special character. The Commission of Conservation, Canada, have in hand the making of a preliminary investigation of inland waters. This investigation permits the use of reconnaissance methods, by means of which knowledge may quickly be had respecting the general character, magnitude, and locations of the water-powers of the country. The present pamphlet has been prepared - somewhat hurriedly - to meet pressing needs arising in connection with the water-power research being made by the Commission in the summer of 1912 in the Province of British Columbia. The pamphlet is intended to be only a brief suggestive guide to those who are interested in the collection of preliminary data relating to inland waters. If need so requires, the scope of the pamphlet, at some future time, could be extended. It is believed that if a little special study is given to the subject of inland waters by those entrusted with the administration, or engaged upon the survey of government lands, such study will evoke in many persons an interest in our water resources, and in turn this will prove to be a stimulus which will result in the observation and recording of much information respecting water-powers, the acquisition of which information might otherwise be delayed. Book excerpt: Excerpt from Water Powers of the Cascade Range: Part I Southern Washington Perhaps no area in the United States presents more favorable opportunities for water-power development than that traversed by the Cascade Range. The general elevation of the summit of the range is from 6,000 to 8,000 feet, and many of its peaks extend into the region of eternal snow. Among these peaks are Mount Baker(10,827 feet). Mount Rainier(14,363 feet), Mount St. Helens(9,750 feet), Mount Adams(12,307 feet). Mount Hood(11,225 feet). Mount Jefferson(10,300 feet). Mount McLaughlin or Pitt(9,760 feet), and Mount Shasta(14,380 feet). The streams draining this range have steep slopes and are fed during the low-water period by the many snow banks and glaciers that mantle the high peaks or by the liberal supplies of ground water. The precipitation on the area is abundant, although its distribution is by no means uniform. The streams possess the requisite properties of water-power development - rapid fall, abundant water, and comparative uniformity of flow; and the almost unlimited resources of timber, mines, and soil, as yet hardly touched, afford a promising market for these water powers and fixes for them a high potential value. The primary source of rainfall in the Pacific States is evaporation from the Pacific Ocean, the water vapor being carried over the land by prevailing westerly winds. Whenever the moisture-laden air is cooled below the point of saturation, rain falls, and no precipitation can occur unless the air is thus cooled. The temperatures over the ocean are not nearly so variable as those over the land. In summer the land is relatively much warmer than the ocean, while in winter the reverse is true.
