The book examines the validity of the claim that large water resources projects cause serious social and environmental damages using global and national datasets. The authors examine claims that the future of Indian agriculture is in rain-fed farming supported by small water harvesting. They question whether water-abundant eastern India could become the granary of India, through a groundwater revolution with the right policy inputs. In the process, they look at the less researched aspect of the food security challenge, which is land scarcity in eastern India. The book analyzes the physical, economic and social impacts of large-scale adoption of micro irrigation systems, using a farming system approach for north Gujarat. Through an economic valuation of the multiple use benefits from tank systems in western Orissa, it shows how value of water from large public irrigation systems could be enhanced. The book also looks at the reasons for the limited success in bringing about the much needed institutional reforms in canal irrigation for securing higher productivity and equity using case studies of Gujarat, Madhya Pradesh and Maharashtra. Finally it addresses how other countries in the developing world, particularly Sub-Saharan Africa could learn from Indian experience.

Book excerpt: In developing countries, further progress of irrigation is essential for increasing food security and farmers’ income. However, developing small-scale schemes remains a challenge due to multiple factors that must be taken into consideration, such as diversity of small-scale schemes, a large number of water users, social disharmony over the water use, varying water demands of multi-cropping systems, heterogeneity of equipment over the scheme. Furthermore, on-farm irrigation development has a major role in enhancing Agricultural Water Management (AWM). The previous development methods considered the improvement of single-factor productivity, but agriculture is undergoing a global shift from the single objective of outputs (such as yield or net income) to multiple objectives of increasing outputs while conserving natural resources. Many pathways towards enhancement of Water Productivity (WP) are directly related to improving overall farm agronomic management (irrigation, fertilization, plant density, plant protection, etc.), while external measures must be applied to ensure sustainability of introduced good practices (lack of input markets, scarce knowledge, poor infrastructures, water regulations, etc.). Thus introducing irrigation practices to farmers must undergo a step-wise process to ensure that costs do not outweigh achievable benefits, and both institutional and technical environment are capable to sustain results. This is the case in smallholders’ schemes, where farmers are poorly resourced. In order to address these issues, the current policy guide presents a combined methodology, which involves practical experiences drawn from FAO work in the three countries as well as researchers’ results to line up a set of feasible measures to improving WP.

Picking up from where that FAO publication had left off, an Expert Roundtable on Water Tenure was convened by FAO in Rome, in December 2019, to begin the process of developing a common conceptualization of water tenure and its scope within the broader context of water resources and tenure governance. Strengthening the position of individuals and communities within the political economy of water resources governance, particularly for the rural poor whose livelihoods and food security depend on secure and equitable access to - water and land - was central to the debates. This report includes the Policy Brief and the Expert Roundtable Summary that explored the bundle of water-related rights approach to un-packing the concept and the practical ramifications of water tenure. This report is based on recent research and analysis that have helped to identify the core elements of water tenure based on data demonstrating how water tenure systems are legally recognized at the national level and how they function across diverse countries.

Unless the right policies and investments are put in place, it will be difficult to achieve the SDGs, including ending hunger and providing clean water and sanitation for all. This paper is part of an ongoing collaboration between the Food and Agriculture Organization of the United Nations (FAO) and the International Water Management Institute to foster dialogue on agricultural water policies and investments in the context of the FAO led Regional Water Scarcity initiative. The purpose of the paper is to frame the key challenges and opportunities in the sector – including emerging innovations in digital agriculture, water accounting, water supply and wastewater reuse – and to lay out broad strategic directions for action.

In particular, the experts were requested to provide recommendations on the range of technical and policy options and associated principles that FAO should promote as part of an agricultural response to water scarcity in member countries. The document offers views on the conceptual framework on which FAO's water scarcity programme should be based, proposes a set of definitions associated with the concept of water scarcity, and indicates the main principles on which FAO should base its action in support to its member countries. At the meeting, experts were requested to review the draft document and provide feedback and recommendations for its finalization. Issues that were addressed in discussions included: 3⁄4 Water scarcity: agreement on key definitions. 3⁄4 The conceptualisation of water scarcity in ways that are meaningful for policy development and decision-making. 3⁄4 The quantification of water scarcity. . 3⁄4 Policy and technical response options available to ensure food security in conditions of water scarcity. . 3⁄4 Criteria and principles that should be used to establish priorities for action in response to water scarcity in agriculture and ensure effective and efficient water scarcity coping strategies.
