The country faces severe water scarcity, high levels of urbanization and population growth, and climate change. For the PRC’s continuing development, it must protect and develop its freshwater resources. This publication provides recommended policy initiatives to ensure the PRC’s 13th Five-Year Plan (2016–2020) contributes to significant improvements in national water security, particularly in extreme water-scarce provinces. Some actions proposed for increased water security are better water resources management, more cross-sector planning, deeper reform of the water pricing system, and creation of water markets.

Groundwater management is a formidable challenge, one that remains one of humanity’s foremost priorities. It has become a largely non-renewable resource that is overexploited in many parts of the world. In the 21st century, the issue moves from how to simply obtain the water we need to how we manage it sustainably for future generations, future economies, and future ecosystems. The focus then becomes one of understanding the drivers and current state of the groundwater resource, and restoring equilibrium to at-risk aquifers. Many interrelated dimensions, however, come to bear when trying to manage groundwater effectively. An integrated approach to groundwater necessarily involves many factors beyond the aquifer itself, such as surface water, water use, water quality, and ecohydrology. Moreover, the science by itself can only define the fundamental bounds of what is possible; effective IGM must also engage the wider community of stakeholders to develop and support policy and other socioeconomic tools needed to realize effective IGM. In order to demonstrate IGM, this book covers theory and principles, embracing: 1) an overview of the dimensions and requirements of groundwater management from an international perspective; 2) the scale of groundwater issues internationally and its links with other sectors, principally energy and climate change; 3) groundwater governance with regard to principles, instruments and institutions available for IGM; 4) biophysical constraints and the capacity and role of hydroecological and hydrogeological science including water quality concerns; and 5) necessary tools including models, data infrastructures, decision support systems and the management of uncertainty. Examples of effective, and failed, IGM are given. Throughout, the importance of the socioeconomic context that connects all effective IGM is emphasized. Taken as a whole, this work relates the many facets of effective IGM, from the catchment to global perspective.

Book excerpt: Throughout history the Yellow River, or Huang Ho, has repeatedly broken through its levees to rampage over the densely populated North China Plain. In spite of its importance as the major river of China, little has been written on the Yellow River and its management. Charles Greer fills this gap with his comprehensive and thoroughly researched book. This work deals with the technological problems faced by the Chinese in taming the destructive river and also focuses on cultural attitudes that have governed the Chinese response to nature. For example, water control was not highly regarded by the Taoists, who preferred to let nature take its course; but the Buddhists sought to harness the river against devastating floods and also to benefit their crops. Greer traces water use and management in the Yellow River Basin through Chinese history and discusses early Western interest in the flood problem and Soviet assistance in Yellow River development. He analyzes traditional methods of control as well as newer strategies and their implications. The author of this book is one of a small number of social scientists able to master the original Chinese-language historical materials necessary to this undertaking. He has also examined Chinese water management methods first-hand as part of a delegation of water management specialists in 1976. In addition to geographers and conservationists, China scholars will find this book valuable because of the axial role the control of the Yellow River plays in the fundamental economic health of the People’s Republic of China. Water management engineers will find much useful comparative material.

Asia, with 1.5 billion of its people living in shared river basins, and with very few transboundary rivers governed by treaties, is especially prone to such conflicts. The key to mitigating transboundary water conflicts and advancing cooperation in Asia is largely in the hands of China, the upstream country for most of Asia’s major transboundary rivers. To avert the looming water crisis, apart from spending billions of dollars on domestic water transfer projects such as the South–North Water Diversion Megaproject, as well as on water conservancy and pollution abatement, China has sought to utilize the water resources of the major rivers that run across borders with neighbouring countries. On these transboundary rivers, China has built or plans to build large dams for hydroelectricity and major water diversion facilities, which has triggered anxiety and complaints from downstream countries and criticism from the international society. This book aims to systematically examine the complex reality of water contestations between China and its neighbouring countries. It provides a discussion on transboundary hydropolitics beyond the state-centric geopolitical perspective to dig into various political, institutional, legal, historical, geographical, and demographic factors that affect China’s policies and practices towards transboundary water issues. This book also provides a collection of comparative case studies on China’s water resources management on the Mekong River with other five riparian states in the Lower Mekong region: the Salween River with Myanmar, the Brahmaputra River with India, the Amur River with Russia and Mongolia, the Illy and Irtysh Rivers with Kazakhstann, and the Yalu and Tumen Rivers with North Korea. Furthermore, this book sheds light on China’s future role in global water governance.

Against the backdrop of China’s water reform and the wider international debate in water governance, this book aims to provide an innovative approach to the complex issue of water governance by critically analysing the recent legal and policy developments in China towards tradable water rights. It examines the deficiencies of the current systems for water rights arrangements and trading, explores how China may learn from and build on the international trends in water rights trading practice (mainly Australia and the US), and proposes legal and policy frameworks for defining and administering tradable water rights in China that underpin sustainable water use in the face of exacerbated water scarcity, variability, and uncertainty. All in all, the book proposes pragmatic strategies for China’s water law and policy reform to move towards tradable water rights, which encompasses a comprehensive prescription from initialising and defining tradable water rights to administering water rights and trading. By reflecting on the deepening water reforms in both China and other jurisdictions, the book aims to contribute to the international water governance debate by exploring from a legal and policy perspective, how China, comparative to other cases around the world, can find a balanced combination of water allocation mechanisms to address its water challenges. It is hoped that the observations and proposed implications for China’s water reform will contribute to developing a better understanding of the way in which experiences in water markets can be shared from jurisdiction to jurisdiction.
